Anner spent ten years working with labor unions in Latin America and returned to conduct eighteen months of field research: he found himself in the middle of violent raids, was detained and interrogated in a Salvadoran basement prison cell, and survived a bombing in a union cafeteria. This experience as a participant observer informs and enlivens Solidarity Transformed, an illustrative, nuanced, and insightful account of how labor unions in Latin American are developing new strategies to defend the interests of the workers they represent in dynamic global and local contexts. Anner combines in-depth case studies of the auto and apparel industries in El Salvador, Honduras, Brazil, and Argentina with survey analysis. Altogether, he documents approximately seventy labor campaigns—both successful and failed—over a period of twenty years. Anner finds that four labor strategies have dominated labor campaigns in recent years: transnational activist campaigns; transnational labor networks; radical flank mechanisms; and microcorporatist worker-employer pacts. The choice of which strategy to pursue is shaped by the structure of global supply chains, access to the domestic political process, and labor identities. Anner's multifaceted approach is both rich in anecdote and supported by quantitative research. The result is a book in which labor activists find new and creative ways to support their members and protect their organizations in the midst of political change, global restructuring, and economic crises.

Narrations of blame and crises were used to curb the trade union powers in the 1980s, whilst the 2007 crisis was quickly reframed as one of excessive government spending, which in turn has led to policies of austerity.

This economic miracle incorporated a well-functioning political democracy, expanded to include a social partnership system of economic representation. Then the Wall came down. Economic crisis in the East—industrial collapse, massive layoffs, a demoralized workforce—triggered gloomy predictions. Was this the beginning of the end for the widely admired German model? Lowell Turner has extensively researched the German transformation in the 1990s. Indeed, in 1993 he was at the factory gates at Siemens in Rostock for the first major strike in post-Cold War eastern Germany. In that strike, and in a series of other incisively analyzed workplace and job developments in eastern Germany, he shows the remarkable resilience and flexibility of the German social partnership and the contribution of its institutions to unification. His controversial and, to some, radical findings will stimulate debate at home and abroad. Moving from world markets to the shop floor, this book is an ambitious and comprehensive analysis of the fate of contemporary unions in industrial societies. The international results of intensified competition and technological advance have stimulated much policy debate, but Lowell Turner is interested in clarifying a phenomenon that is far less widely understood: the political effects of new work organization on labor and management. Noting that the same cluster of production innovation and technological change has produced widely contrasting crossnational industrial relations outcomes, Turner provides a detailed, systematic study of the politics of new work organization at selected auto plants in the United States and Germany. He then examines in a more schematic fashion the telecommunications and apparel industries of those countries, as well as developments elsewhere. Exploring diverse patterns of union-management relations, he demonstrates the importance of existing national institutions and patterns of labor-management-state bargaining as sources of variation in work reorganization and in the collective representation of workers' interests. Particular national institutions of worker interest representation, he argues, shape managerial decisions and hence national industry responses to intensified competition in world markets. His industry-by-industry comparison explains why the American labor movement has declined in influence over the last decade, while the labor movements in Germany and several other countries have not. Further observations on the situation in Britain, Italy, Sweden, and Japan give depth and specificity to the terms of his argument. Most important, perhaps, Turner's analysis shows the conditions necessary for stable industrial relations settlements and a resurgence of union influence in the contemporary world economy. Not only governments, but social movements were also touched by the establishment of the Independent Trade Union Solidarnosc in the summer of 1980, the proclamation of martial law in December 1981, and Solidarnosc's underground activity in the subsequent years. In many countries, campaigns were set up in order to spread information, raise funds, and provide the Polish opposition with humanitarian relief and technical assistance. Labor movements especially stepped into the limelight. A number of Western European unions were concerned about the new international tension following the Soviet invasion of Afghanistan and the new hard-line policy of the US and saw Solidarnosc as a political instrument of clerical and neo-conservative cold warriors. This book analyzes reaction to Solidarnosc in nine Western European countries and within the international trade union confederations. It argues that Western solidarity with Solidarnosc was highly determined by its instrumental value within the national context. Trade unions openly sided with Solidarnosc when they had an interest in doing so, namely when Solidarnosc could strengthen their own program or position. But this book also reveals that reaction in allegedly reluctant countries was massive, albeit discreet, pragmatic, and humanitarian, rather than vocal, emotional, and political.
