Available in PDF, EPUB and Kindle. Book excerpt: In 1986 Vietnam initiated a transition from a centrally planned economy to a market-oriented economy where the government would keep playing a leading role. These renovation (doi moi) policies were successful at generating economic growth and reducing poverty. In the ten-year socioeconomic strategy endorsed by the Ninth Party Congress in April 2001, the authorities further articulated their development objectives in terms of economic growth and poverty reduction. To reach these objectives, the government indicated that its structural reform priorities were to change Vietnam's trade and financial policies, liberalize the climate for private investment, increase the efficiency of public enterprises, and improve governance. The author argues that the pace of implementation of trade reform-which has been impressive so far-is raising new challenges. On one side, fast liberalization of trade reform may soon conflict with the slow pace of implementation of other reforms, including restructuring of state-owned enterprises and state-owned commercial banks. On the other side, Vietnam would greatly benefit from fast implementation of trade reform and particularly fast accession to the World Trade Organization (WTO), especially after China's recent WTO accession. Auffret concludes that implementation of trade reform will be a testing ground to reveal the extent of Vietnam's commitment to a market-oriented economy.

Book excerpt: Vietnam's economy has been fundamentally changed by the policy reforms implemented in the 1980s to provide an environment that is more conducive for economic growth and social stabilization. The policy reforms have had a tremendous impact on economic activities and on all aspects of social life. The economy is presently moving from a centrally planned system largely based on public ownership to a market-oriented and mixed economy. Social structures and values have changed, and legal, institutional, and administrative systems are gradually changing as well. The reform process gives rise to exciting challenges and opportunities for development. Based largely on Vietnamese sources of data and information, this book presents an analysis of the main features of economic policy reforms in Vietnam, their socioeconomic impact, and several major theoretical and practical problems Vietnam faces on its path to development.

Available in PDF, EPUB and Kindle. Book excerpt: This paper analyzes the impact of trade reforms on household welfare. In particular, it studies the importance of each of the links that together constitute the impact using data from the Vietnamese experience in the 1990s. The implementation of trade reforms in the 1990s, most noteworthy of which was the liberalization of rice, resulted in substantial improvement in welfare as evidenced by the drastic decline in poverty. Using analytical and empirical methods, the author examines the role of each channel (direct versus indirect) in this improvement for different groups of households. Results indicate that the growth has been broad based and pro-poor. Poorer households experienced more growth for each and every group analyzed. And contrary to the standard literature, net buyer households had more growth compared with net sellers, emphasizing the importance of indirect links. Decomposition of the growth shows that for rural households, both the direct effect and the multiplier effect drive growth while the multiplier effect was key in urban areas. The importance of the secondary effects underscores the need for a broader model to estimate the impact of trade reforms fully.

Book excerpt: Vietnam, along with China, stands out as a rare success story among transition economics. This authoritative study of the reform process since 1989 pays particular attention to the way the macroeconomics framework can contribute to an environment that encourages human development and helps to reduce poverty. Thus there are chapters on macroeconomics reforms, international trade policies, the role of the state, rural development, education and health, environmental issues and poverty and gender inequality. Although areas of weakness are indicated, emphasis is placed on the success Vietnam has experienced compared to other transition economies. The lessons of both the successes and failures of the reform process for policymakers elsewhere are outlined.

Available in PDF, EPUB and Kindle. Book excerpt: This book uses Alan Winters’ analytical framework to investigate the effects of trade liberalisation on economic growth and poverty in Vietnam. The country launched a programme of economic and trade reforms, known as Doi Moi, in the mid-1980s which placed the economy on a transitional path from central planning to a market economy. Since then Vietnam has attained a number of remarkable achievements in terms of economic growth and poverty reduction. Although some formidable problems (such as inequality and inflation) remain, it is apparent that trade liberalisation has been associated with a big reduction in poverty. The analysis in the book focuses on the microeconomic (household) level, and there is an emphasis on tracing the effects of trade liberalisation through the four separate channels identified by Winters. Such in-depth and micro-level analyses yield new insights that support important policy lessons and recommendations for Vietnam in particular and, more generally, for similar developing countries.

Book excerpt: These previously unpublished papers by leading American and Vietnamese economists analyze the dramatic transformation of Vietnam's economy during the 1990s and its prospects for the future. The three main sections of the book discuss Vietnam's turbulent history, recent economic reforms, and the country's emerging role in the world economy and geopolitics. The contributors examine a myriad of issues, including specific reforms in agriculture, banking, and tax policy, as well as the attempts to create a business-oriented legal infrastructure, the development of foreign trade and a viable balance of payments, and U.S. policy reactions to Vietnam's rapid development in the last decade.

The next logical step is to join the World Trade Organization, an application for which was submitted in 1995. The WTO legal bindings will give traders and investors increased confidence in the reform programme. This book outlines what the WTO accession process involves, what policies Vietnam will have to change, and what the economic effects will be, particularly on rural development.

Available in PDF, EPUB and Kindle. Book excerpt: Vietnam is at a crossroads. It can grow as an export platform for GVCs, specializing in low value-added assembly functions with industrialization occurring in enclaves with little connection to the broader economy or society; or it can leverage the current wave of growth, enabled and accelerated by its successful participation in GVCs, to diversify and move up the chain into higher value-added functions. Success will require Vietnam’s policymakers to view the processes of development differently, and to take new realities of the global economy more fully into account. The purpose of this volume is to support Vietnam’s path to economic prosperity by identifying policies and targeted interventions that will drive development through leveraging GVC participation that take major shifts in trade policy and rapid technological advances in ICT into account. The volume is based on a compilation of studies completed by World Bank staff and external consultants in 2015 supporting the “Enabling Economic Modernization and Private Sector Development†? chapter of the Vietnam 2035 report. The objective of these studies was to diagnose Vietnam’s current participation in GVCs, visualize where Vietnam could be by 2035 in the context of a changing global environment, and identify the policy actions needed to get there. The studies also supported topics related more broadly to export competitiveness, including firm-level productivity, services, and connectivity. It then identifies targeted strategies and policy interventions that will help overcome challenges, minimize risks, and maximize opportunities. Readers will gain a strong understanding of Vietnam’s current and potential engagement with GVCs—and will learn about strategic GVC policy tools that can help developing countries achieve economic prosperity in the context of compressed development.

That year, the US trade embargo was lifted as the Vietnamese government promised greater cooperation in resolving issues surrounding US personnel still listed as missing in action from the Vietnam War. In the last seven years, normalization has brought many positive results. The US and Vietnamese governments have strengthened cooperation on the fullest possible accounting for MIAs; there has been a successful resettlement of tens of thousands of refugees through the Orderly Departure Program and related programs; enhanced cooperation in combating narcotics trafficking continues to show promise; promoting human rights and religious freedoms, always an important ingredient to any US economic initiative, is working; and, expanding economic linkages through economic reforms have become a central theme as Vietnam transitions from a total command economy to a state supervised market economy. Economic linkage, more specifically economic reform, is the focus of this paper. The following pages will briefly highlight US policy toward Vietnam, ongoing initiatives, the importance of those initiatives, how we have arrived at where we are today with our relationship and where we expect to go in to the future.
