Book excerpt: The book examines the trade liberalization measures, which were initiated in India during 1991 and which focused on manufacturing industries. This industry was considered because of its strong inter-sectoral links and its capacity to stimulate the growth of other sectors. The resulting liberal trade policies, involving a reduction in trade barriers and inflows of FDI, capital and technologies, were adopted to increase the manufacturing output. However, these measures were most beneficial to those industries whose products have greater demand in developed countries. Against this backdrop, the book breaks down the overall effect of trade-induced manufacturing growth into scale, composition and technique effects to discuss the impact on environmental externality. In addition to manufacturing activity, it also investigates the effect of other factors that improve with economic growth and examines the extent to which India’s trade-led economic growth allows production activities to move to cleaner technologies and whether India has achieved its economic growth by specializing in pollution-intensive (low technology) industries. The book also estimates the impact of these environmental externalities on society’s wellbeing.

Book excerpt: This study examines the dynamic interrelationships between trade, income growth, energy consumption and CO2 emissions for G-20 economies in a framework of cointegrated vector autoregression (CVAR). Johansen's maximum likelihood procedure is used to estimate the coefficients of the cointegrated VAR. The results show that trade and income growth have a favorable effect on environmental quality for the developed G-20 member countries, while they have an adverse effect on the environment for the developing member countries. We also find that energy consumption tends to worsen environmental quality for both the developed and developing countries. Finally, it is found that trade and income to emission and energy causality holds for the developed countries; changes in degree of trade openness and income growth lead to corresponding changes in the rates of growth in emission and energy consumption. Emission and energy to trade and income causality, on the other hand, is found to hold for the developing countries; any shocks in emission and energy consumption cause corresponding fluctuations in income growth and trade openness.

And yet the literature on the subject is high on rhetoric and low on results. This book is the first to systematically investigate the subject using both economic theory and empirical analysis. Brian Copeland and Scott Taylor establish a powerful theoretical framework for examining the impact of international trade on local pollution levels, and use it to offer a uniquely integrated treatment of the links between economic growth, liberalized trade, and the environment. The results will surprise many. The authors set out the two leading theories linking international trade to environmental outcomes, develop the empirical implications, and examine their validity using data on measured sulfur dioxide concentrations from over 100 cities worldwide during the period from 1971 to 1986. The empirical results are provocative. For an average country in the sample, free trade is good for the environment. There is little evidence that developing countries will specialize in pollution-intensive products with further trade. In fact, the results suggest just the opposite: free trade will shift pollution-intensive goods production from poor countries with lax regulation to rich countries with tight regulation, thereby lowering world pollution. The results also suggest that pollution declines amid economic growth fueled by economy-wide technological progress but rises when growth is fueled by capital accumulation alone. Lucidly argued and authoritatively written, this book will provide students and researchers of international trade and environmental economics a more reliable way of thinking about this contentious issue, and the methodological tools with which to do so.

Book excerpt: This paper investigates the relationship between trade liberalisation, consumers' environmental awareness and a negative environmental externality in consumption. We adopt an international Hotelling duopoly setup, where firms are located in two asymmetric countries. We find that, if the intensity of environmental externality is common knowledge for country governments, this setup delivers no need of accompanying trade policies in order to enforce trade liberalisation. In the opposite case, in which information is asymmetric, i.e., the small country's Government cannot observe the positive environmental effects of its firm's exports to foreign consumers, we find that: (i) the Pareto optimum is always enforced, since the brown country always relaxes the distortionary trade policy, and (ii) cheating on the environmental externality allows the brown country's government to extract extra surplus from the green country. Allowing for trade in green technology delivers opposite conclusions: the externality is minimised and welfare is maximised in equilibrium if information is symmetric while trade liberalisation with asymmetric information always entails a second best outcome.

The global market in environmental goods and services shows rapid growth potential and this may economically benefit both developed and developing countries.At the Fourth Ministerial Conference of the World Trade Organisation (WTO) at Doha in November 2001, WTO members agreed in Paragraph 31 (iii) of the Doha Ministerial Declaration (DMD) as follows: '31. With a view to enhancing the mutual supportiveness of trade and environment, we agree to negotiations, without prejudging their outcome, on...(iii) the reduction or, as appropriate, elimination of tariff and non-tariff barriers to environmental goods and services.'The DMD further states that the elimination of trade barriers would lead to 'win-win-win' situations, as it would have beneficial effects on trade, the environment and development. Questions arise (a) what are environmental goods and services, (b) what kind of 'win-win-win' situations may emerge from their further liberalisation, and (c) what specific trade and environmental interests can WTO members identify from the 'win-win-win' scenarios?This research considers the issues raised by the call for trade liberalisation in environmental goods and services sector. Chapter 2 examines the environment industry and Chapter 3 provides various definitions of environmental goods and services by international organisations and WTO developed and developing members. It outlines the definitional challenges and briefly explores some post-Doha developments. Chapter 4 and 5 analyse the mandate under the DMD and the implications for trade.
