Book excerpt: The election of Ronald Reagan as President of the United States in November 1980 opened a new chapter in international relations; U.S. foreign policy shifted from an alliance-based, consensual approach to one based on a more overt use of its immense economic and, above all, military power. This policy entailed some stark choices for the U.S.A.’s allies and neighbours and, above all, for the small countries of Central America and the Caribbean. This revealing book tells the story of the Caribbean Basin Initiative (CBI), through which the new assertion of U.S. hegemony in the region was expressed. The CBI entitled “friendly” countries of the region (i.e., excluding Cuba, pre-invasion Grenada and Nicaragua) to military and economic aid plus incentives, modelled on the so-called “Puerto Rican miracle,” so as to reorient their trade towards the U.S.A. The authors carefully compare the claims made for the CBI with its underlying political objectives and examine its actual impact on regional development through detailed case studies of the Eastern Caribbean and Trinidad. Also examined are the impact of the CBI on Caribbean regional integration and the responses of Canada and Britain, the two other major countries with long-standing political and economic interests in the Caribbean. What emerges from this investigation is the way the CBI reflects the U.S.A.’s historic quest for regional dominance, rather than a new era in Caribbean development.

The paper combines two approaches: First, we employ a cross-country panel framework to analyze the macroeconomic effects of international trade on economic growth and inequality considering the strength of trade connections as well as characteristics of countries’ export markets and products. Second, we consider event studies of past episodes of trade liberalization to extract general lessons on the impact of trade liberalization on economic growth and its structure and inequality. Both approaches consistently point to two broad messages: First, trade openness and connectivity to the center of the trade network has substantial macroeconomic benefits. Second, we do not find a statistically significant or economically sizable direct impact of trade on overall income inequality.

The growing economic presence of China in the Caribbean is evident in China's exports and development assistance to the region. Caribbean exports to China have not significantly increased; in fact, they declined during the period 2006-09. This is in contrast to the growth of exports from Latin America and the rest of the world and represents a missed opportunity for Caribbean exporters. The potential for further growth in economic relations between China and the Caribbean lies in trade including services, foreign investment and tourism. The pattern of trade, investment and development assistance in the Caribbean is very different from that in Latin America, and therefore it is misleading to conflate the two regions and draw an inference of similarity beyond very broad trends as is the case of the literature on the economic presence of China in Latin America. The contrast is vividly evident in the fact that China is now the largest trade partner of some Latin American countries but remains a small fraction of the Caribbean's trade.
