A unique dimension of this book is a focus not on traditional border measures (tariffs, quotas and export subsidies or restrictions) but on behind-the-border measures that reflect the political economy of agriculture as a primary sector in context of its historical roots and relevant issues within each country. Macroeconomic policies interact with agricultural prices and trade, and thus with farm support programs. There is an intense political economy of agricultural policy in the United States, as set in recurring “farm bills.” This recurring legislation has direct effects on world markets and indirect effects by setting the conditions and tone for international negotiations. Policy interventions directed at agriculture do not occur in isolate, so their impacts have to be weighed against one another. Moreover, seeking an open global trading system for agricultural and food products has to be balanced with some public-good regulation to ensure health and safety as products cross borders. Each of these issues is explored in several chapters of this volume.

Including new trade agenda issues would increase market discipline's role in the allocation of resources in agriculture and would encourage nonagricultural groups with interests in the new issues to take part in the round, counterbalancing forces favoring agricultural protection. A new round of World Trade Organization negotiations on agriculture, services, and perhaps other issues is expected in late 1999. To what extent should those negotiations include new trade agenda items aimed at ensuring that domestic regulatory policies do not discriminate against foreign suppliers? Hoekman and Anderson argue that negotiations about market access should be given priority, as the potential welfare gains from liberalizing access to agricultural (and services) markets are still huge, but new issues should be included too. Including new trade agenda issues would increase the role of market discipline in the allocation of resources in agriculture and would encourage nonagricultural groups with interests in the new issues to take part in the round, counterbalancing forces in favor of agricultural protection. Predominantly rural regions, where agriculture remains particularly important, contain almost one quarter of the population of OECD countries. The past quarter century has witnessed signi?cant changes in agricultural po- cies in OECD countries. Although total support remains high, a shift has taken place from price-linked measures to direct income support, most notably in the European Union. Policies have been adapted to meet pressing social concerns, such as ens- ing food security and improving environmental quality. OECD countries face major economic issues due to the ageing of their populations and the need to adapt to gl- alization and increasing competition from emerging economies. Continued pressure to reform agricultural policies will be exerted by the need to economize on the use of scarce public resources. At the same time, agriculture faces new challenges g- erated by climate change, the “greening” of the economy, increasing scarcity of energy and water, and the demands placed on the food system by an expanding world population.
