Book excerpt: Excerpt from Tracts Relating to the Currency of the Massachusetts Bay, 1682-1720 While prosecuting the examination of authorities which preceded the publication of the two volumes entitled "Currency and Banking in the Province of the Massachusetts Bay," I turned the leaves of between forty and fifty contemporaneous pamphlets which were issued by our local press and devoted to the discussion of the topics suggested by the titles of these volumes. The greater part of these tracts were rare, even the most common of them being found only in libraries which have for years had a department specially devoted to Americana. The collections in the immediate vicinity of Boston contain nearly all of them, but if one would see "Severals relating to the Fund," he must go to the Watkinson Library at Hartford. If he would see "Some Proposals to benefit the Province," he must visit the Library of the American Antiquarian Society at Worcester. One of them, Douglass's "Discourse concerning the Currencies," has been reprinted by the American Economic Association. Book excerpt: Excerpt from A Select Collection of Scarce and Valuable Tracts and Other Publications on Paper Currency and Banking This collection, of the most valuable of the English tracts and publications on paper currency and banks, may be regarded as supplementary to the volume of tracts on metallic currency, printed for the Political Economy Club. It does not, however, contain any tract having especial reference to paper money, properly so-called, that is, to notes which are legal tender without being convertible at the pleasure of the holder into certain amounts of coin. The value of this variety of paper currency depends on the extent to which it may be issued compared with the demand, or rather with the business it has to perform. Whether those by whom it is issued are in good or bad credit is immaterial. It obtains currency by its issuers having power to make it legal tender; and nothing more is required to sustain its value than that it should be issued in moderate quantities. The value of the assignats issued during the French Revolution was at first nearly equal to that of metallic money; but the quantities of them thrown into circulation being rapidly and enormously increased, their value proportionally declined, till in the end they became all but worthless. What was it that destroyed their confidence, and prostrated, as inr a moment, all the credit of the Banks? Here it is to be observed that if no answer could be given to this question, it would not invalidate, or weaken, one link in the prece ding chain of argument. But we shall the better under: . Stand it if we remember that, for twenty years now, since the reconstruction of the Bank system after 1837 -the cur-frency of the country has been, with short and slight tractions, constantly and rapidly expanding. Every new Bank that has gone into Operation has thrown an additional quantity into the circulating medium; until the number of Banks, and the amount of their issues, _have become enor mousfis' This has begotten and nourished that mad spiritfiof extravagance, over-trading, speculation, and stock gambling, which has so grievously corrupted the business and social life Of the people. This bloating of the currency had de preciated its value, and enhanced prices until they had reached a point where they were actually unwieldly. And this depreciation, affecting equally, of course, the value of the precious metals, has driven them out of the country, and left the Banks with enormous issues afloat, and com paratively little specie with which to redeem their bills, in case of demand. Naturally, at last, Observing this from their published exhibits, and from any other incidental causes, no matter what, they began to feel their insecurity. Small but not inconsiderable contractions followed. These necessarily imparted to the community some feeling that the currency was changing. This feeling, being one of dis trust, began to show itself in quicker returns of the bills for redemption. Consequently greater contractions had to follow. These again increased the feeling of insecurity; until the process reached a point where it could not go back, but must continue to propagate itself. Thus, at last, all confidence was overthrown; and the loss of it was im mediately justified by the almost universal suspension of the Banks, demonstrating that they were totally unable to fulfil their covenant engagements, i. E. To pay on demand. We have the result, which was as inevitable at some point of the expansion as are the results of mathematical and physical laws.
