Book excerpt: The report is a description of TEPOP (Tracking Error Propagation and Orbit Prediction Program), a rand-modified FORTRAN IV program used in the AFSC/ADC Joint Mission Analysis on Surveillance of Objects in Space. TEPOP simulates space-vehicle tracking data from as many as 54 sensors. Rand improvements: Sensors may be satellite-based, may rotate, may be limited in azimuth, elevation, and range; drag bias can be included; the JPL ephemeris tape is used; the program was converted to double-precision. Besides determining a target's path from real data, TEPOP can be used to generate synthetic data for objects orbiting earth, sun, moon, Mars, Venus, or Jupiter, or on an interplanetary course; to study the effects of introducing random and systematic errors; and to generate confidence regions for position and velocity. The first method is to purchase a secondary payload slot on a major launch vehicle. For the second method, the satellite must first be transported via a major launch vehicle to the International Space Station. From there, the satellite is loaded into one of two deployment mechanisms, and deployed at a specified time. In each case, the satellite's initial orbit is not accurately known. For ground operators this poses a problem of position uncertainty. In order to solve this problem, a satellite tracking algorithm was developed to use an initial two-line element set for coarse orbit prediction, followed by Doppler measurements for continuous processing and updating. The system was tested using simulated data. The analysis showed that this low-cost, scalable system will satisfy the tracking requirements of many cube satellite missions, including current missions at the University of Texas.

Equations are developed which: (1) determine azimuth and elevation angle data and fit them to fourth order time polynomials; (2) compute the orbit parameters from evaluations of these polynomials; and (3) evaluate the response of a selected tracker transfer function to the input of these time polynomials by the method of Laplace transformation. Orbit elements computed from this last evaluation are compared with the previous set to obtain the error in orbit prediction. A Fortran II program is presented which performs these computations on the IBM 7094 digital computer.
