Book excerpt: How does a group that operates terror cells and espouses violence become a ruling political party? How is the world to understand and respond to Hamas, the militant Islamist organization that Palestinian voters brought to power in the stunning election of January 2006? This important book provides the most fully researched assessment of Hamas ever written. Matthew Levitt, a counterterrorism expert with extensive field experience in Israel, the West Bank, and Gaza, draws aside the veil of legitimacy behind which Hamas hides. He presents concrete, detailed evidence from an extensive array of international intelligence materials, including recently declassified CIA, FBI, and Department of Homeland Security reports. Levitt demolishes the notion that Hamas’ military, political, and social wings are distinct from one another and catalogues the alarming extent to which the organization’s political and social welfare leaders support terror. He exposes Hamas as a unitary organization committed to a militant Islamist ideology, urges the international community to take heed, and offers well-considered ideas for countering the significant threat Hamas poses.

Available in PDF, EPUB and Kindle. Book excerpt: It is an axiom within the U.S. law enforcement and intelligence communities that "following the money" is the key to disrupting and dismantling criminal organizations. The same is true when it comes to terrorist networks. Officials in the United States and abroad now realize that fighting terrorism financing (and its corollary, money laundering) is one of the best ways to prevent future catastrophic attacks. As a new generation of public servants learns the ropes and begins to contribute to the war on terror, the proven tactic of following money trails will become more central than ever. At the same time, this task is becoming increasingly complex due to our adversaries' skill in avoiding traditional financial countermeasures. Law enforcement and intelligence officials must learn to understand the sometimes obscure methodologies that terrorist organizations use to raise, move, and store money-whether these activities stem from the Usama bin Ladens of the world, rogue regimes like Iran and North Korea, or members of Hizbollah, Hamas, or a host of other like-minded organizations.

Available in PDF, EPUB and Kindle. Book excerpt: For decades, a new type of terrorism has been quietly gathering ranks in the world. America's ability to remain oblivious to these new movements ended on September 11, 2001. The Islamist fanatics in the global Salafi jihad (the violent, revivalist social movement of which al Qaeda is a part) target the West, but their operations mercilessly slaughter thousands of people of all races and religions throughout the world. Marc Sageman challenges conventional wisdom about terrorism, observing that the key to mounting an effective defense against future attacks is a thorough understanding of the networks that allow these new terrorists to proliferate. Based on intensive study of biographical data on 172 participants in the jihad, Understanding Terror Networks gives us the first social explanation of the global wave of activity. Sageman traces its roots in Egypt, gestation in Afghanistan during the Soviet-Afghan war, exile in the Sudan, and growth of branches worldwide, including detailed accounts of life within the Hamburg and Montreal cells that planned attacks on the United States. U.S. government strategies to combat the jihad are based on the traditional reasons an individual was thought to turn to terrorism: poverty, trauma, madness, and ignorance. Sageman refutes all these notions, showing that, for the vast majority of the mujahedin, social bonds predated ideological commitment, and it was these social networks that inspired alienated young Muslims to join the jihad. These men, isolated from the rest of society, were transformed into fanatics yearning for martyrdom and eager to kill. The tight bonds of family and friendship, paradoxically enhanced by the tenuous links between the cell groups (making it difficult for authorities to trace connections), contributed to the jihad movement's flexibility and longevity. And although Sageman's systematic analysis highlights the crucial role the networks played in the terrorists' success, he states unequivocally that the level of commitment and choice to embrace violence were entirely their own. Understanding Terror Networks combines Sageman's scrutiny of sources, personal acquaintance with Islamic fundamentalists, deep appreciation of history, and effective application of network theory, modeling, and forensic psychology. Sageman's unique research allows him to go beyond available academic studies, which are light on facts, and journalistic narratives, which are devoid of theory. The result is a profound contribution to our understanding of the perpetrators of 9/11 that has practical implications for the war on terror.

While most are legitimate, considerable evidence reveals that others have more questionable intentions, and that funds have been diverted to support terrorist groups, such as al-Qaeda. The authors examine the contention through a detailed investigation of the charities involved, their financial intermediaries, and the terrorist organizations themselves. What they discover is that money from these charities has funded conflicts across the world, from the early days in Afghanistan, to subsequent terrorist activities in Asia, Africa, Palestine and, most recently, Europe and the United States.

Book excerpt: In his devastating new book Pulitzer Prize-winning journalist Ron Suskind takes readers inside the defining conflict of our era: the war between the West and a growing, shadowy army of terrorists, armed with weapons of alarming power. Relying on unique access to former and current government officials, this book will reveal for the first time how the US government -- from President Bush on down -- is frantically improvising to fight a new kind of war. Where is the enemy? What have been the real victories and defeats since 9/11? How are we actually fighting this war and how can it possibly be won? Filled with astonishing disclosures, Suskind's book shows readers what he calls "the invisible battlefield" -- a global matrix where US spies race to catch soldiers of jihad before they strike. It is a real-life spy thriller with the world's future at stake. It also reveals the shocking and secret philosophy underpinning the war on terror. Gripping and alarming in equal measure, it will reframe the debate about a war that, each day, redefines America and its place in the world.

Book excerpt: Efforts to launder money and finance terrorism have been evolving rapidly in recent years in response to heightened countermeasures. The international community has witnessed the use of increasingly sophisticated methods to move illicit funds through financial systems across the globe and has acknowledged the need for improved multilateral cooperation to fight these criminal activities. The World Bank and International Monetary Fund have developed this guide to help countries understand the new international standards. It will hopefully serve as a comprehensive source of practical information for countries to fight money laundering and terrorist financing. It discusses the problems caused by these crimes, the specific actions countries need to take to address them, and the role international organizations, such as the Bank and the IMF, play in the process. This guide is a tool for countries to establish and improve their legal and institutional frameworks and their preventive measures according to international standards and best practices. -- From Foreword (p. ix).

Students of trends, policymakers, entrepreneurs, academics, journalists and anyone eager for a glimpse into the next decades, will find this report, with colored graphs, essential reading.

Book excerpt: For more than a decade, America has been waging a new kind of war against the financial networks of rogue regimes, proliferators, terrorist groups, and criminal syndicates. Juan Zarate, a chief architect of modern financial warfare and a former senior Treasury and White House official, pulls back the curtain on this shadowy world. In this gripping story, he explains in unprecedented detail how a small, dedicated group of officials redefined the Treasury's role and used its unique powers, relationships, and reputation to apply financial pressure against America's enemies. This group unleashed a new brand of financial power -- one that leveraged the private sector and banks directly to isolate rogues from the international financial system. By harnessing the forces of globalization and the centrality of the American market and dollar, Treasury developed a new way of undermining America's foes. Treasury and its tools soon became, and remain, critical in the most vital geopolitical challenges facing the United States, including terrorism, nuclear proliferation, and the regimes in Iran, North Korea, and Syria. This book is the definitive account, by an unparalleled expert, of how financial warfare has taken pride of place in American foreign policy and how America's competitors and enemies are now learning to use this type of power themselves. This is the unique story of the United States' financial war campaigns and the contours and uses of financial power, and of the warfare to come.
