In many cases these efforts resulted in the creation of socially innovative organizations, seeking to satisfy the basic human needs of deprived population groups, to increase their political capabilities and to improve social interaction both internally and between the local communities, the wider urban society and political world. SINGOCOM - Social INnovation GOvernance and COMmunity building – is the acronym of the EU-funded project on which this book is based. Sixteen case studies of socially-innovative initiatives at the neighbourhood level were carried out in nine European cities, of which ten are analysed in depth and presented here. The book compares these efforts and their results, and shows how grass-roots initiatives, alternative local movements and self-organizing urban collectives are reshaping the urban scene in dynamic, creative, innovative and empowering ways. It argues that such grass-roots initiatives are vital for generating a socially cohesive urban condition that exists alongside the official state-organized forms of urban governance. The book is thus a major contribution to socio-political literature, as it seeks to overcome the duality between community-development studies and strategies, and the solidarity-based making of a diverse society based upon the recognising and maintaining of citizenship rights. Starting from 2011, the International Labour Office (ILO) and the United Nations (UN) have provided global statistical standards for organization-based and direct volunteering which offer path-breaking opportunities. The global statistical standards on volunteering are however only relatively known. They also have to face difficult methodological and substantial challenges: Can they really account for the local varieties of volunteering in the different areas of the world? Does their adoption further develop our knowledge of volunteering both at national and international level? Beyond illustrating which innovations these statistical standards bring and critically assessing the tensions between the global guidelines and the local differences, the book shows how the ILO and the UN standards can be implemented into national statistics and which advancements in the understanding of characters, antecedents and impacts of contemporary organization-based and direct volunteering they allow. The Volume takes Italy as an illustrative case that offers global value. This multidisciplinary book demonstrates that a holistic approach to the implementation of the ILO and UN guidelines permits to virtuously balance international statistical standards and locally embedded cultures as well as to move knowledge of volunteering forward in a complexity-driven agenda. Information and communication technology, trade liberalisation and lower transport costs have enabled firms and countries to fragment the production process into global value chains (GVCs). Many products are now designed in one country and assembled in another country from parts manufactured in several countries. Thirty percent of the value of exports of OECD countries comes from abroad. In this new context, GVCs and skills are more closely interrelated than ever. Skills play a key role in determining countries’ comparative advantages in GVCs. A lot of the opportunities and challenges brought about by GVCs are being affected by countries’ skills. The OECD Skills Outlook 2017 shows how countries can make the most of global value chains, socially and economically, by investing in the skills of their populations. Applying a “whole of government” approach is crucial. Countries need to develop a consistent set of skills-related policies such as education, employment protection legislation, and migration policies, in coordination with trade and innovation policies. This report presents new analyses based on the Survey of Adult Skills and the Trade in Value Added Database. It also explains what countries would need to do to specialise in technologically advanced industries.
