Book excerpt: The 1864 Census for Re-organizing the Georgia Militia is a statewide census of all white males between the ages of 16 and 60 who were not at the time in the service of the Confederate States of America. Based on a law passed by the Georgia Legislature in December 1863 to provide for the protection of women, children, and invalids living at home, it is a list of some 42,000 men--many of them exempt from service--who were able to serve in local militia companies and perform such homefront duties as might be required of them. In accordance with the law, enrollment lists were drawn up by counties and within counties by militia districts. Each one of the 42,000 persons enrolled was listed by his full name, age, occupation, place of birth, and reason (if any) for his exemption from service. Sometime between 1920 and 1940 the Georgia Pension and Record Department typed up copies of these lists. Names on the typed lists, unlike most of the originals, are in alphabetical order, and it is these typed lists which form the basis of this new work by Mrs. Nancy Cornell. Checking the typed lists against the original handwritten records on microfilm in the Georgia Department of Archives & History, Mrs. Cornell was able to add some information and correct certain misspellings. She also points out that no lists were found for the counties of Burke, Catoosa, Chattooga, Dade, Dooly, Emanuel, Irwin, Johnson, Pulaski, and Wilcox.

Book excerpt: The First Census of the United States (1790) comprised an enumeration of the inhabitants of the present states of Connecticut, Delaware, Georgia, Kentucky, Maine, Maryland, Massachusetts, New Hampshire, New Jersey, New York, North Carolina, Pennsylvania, Rhode Island, South Carolina, Tennessee, Vermont, and Virginia. Unfortunately, during the War of 1812, when the British burned the Capitol at Washington, the returns for several states were destroyed, including those for Virginia, of which Kentucky was a part. In 1940, this "First Census" of Kentucky: 1790, was published, being developed from tax lists from the nine counties which comprised the entire State in 1790. Individuals are listed alphabetically, and following each name is the county of residence and the date of the return. The cumulative returns for Kentucky are included on page one. Also included at the end of the book are the "Land and Tax List of King George County [VA], 1782;" "Personal Tax List of Fayette County, 1788;" "Personal Tax List No. 2 of Fayette County, 1787;" "Land Tax List of Prince William County [VA], 1784;" and the "Land Tax List of Charles City County, 1787." Its postbellum economy evolves from self-sufficiency to being largely dependent upon cotton. Before the Civil War, the Piney Woods easily supported a population of mostly yeomen farmers and livestock herders. After the war, a variety of external forces, spearheaded by Reconstruction-era New South boosters, invaded the region, permanently altering the social, political, and economic landscape in an attempt to create a South with a diversified economy. The first stage in the transformation -- railroad construction and a revival of steamboating -- led to the second stage: sawmilling and turpentining. The harvest of forest products during the 1870s and 1880s created new economic opportunities but left the area dependent upon a single industry that brought deforestation and the decline of the open-range system within a generation.

Book excerpt: Historians of the nineteenth-century rural South have long distinguished the antebellum agricultural system of plantations and gang-style slave labor from the family tenancy system that is thought to have developed only after the Civil War. In Farm Tenancy and the Census in Antebellum Georgia, however, Frederick Bode and Donald Ginter demonstrate a far greater consistency in economic traditions than many historians have recognized. Through a detailed critical interpretation of the 1860 federal census, Bode and Ginter show that extensive family tenancy, and probably sharecropping, were not the creations of Emancipation and Reconstruction, but instead were widely present before the upheaval of the Civil War. Bode and Ginter's analysis of the 1860 census reveals a complex rural economy of plantation owners, slaves, and yeoman and tenant farmers. Though census agents lacked a category for reporting tenant farmers and therefore often devised their own methods for recording land tenure, Bode and Ginter examine the agricultural and population schedules to reveal coherent regional patterns of tenancy. In older areas of greater cotton cultivation, tenant farmers were relatively scarce; in areas of recently cleared land within the cotton belt, and even more strikingly in the upcountry, tenant farming was pervasive. Bode and Ginter's findings not only demonstrate the presence of antebellum tenant farmers and sharecroppers but also dispel the current conception of yeoman farmers reduced to tenancy on their return from the battlefields of the Civil War. They show, finally, how new regional patterns of tenancy followed the demise of slavery. Probing the shifting relations between races and social classes in the nineteenth-century rural South, Farm Tenancy and the Census in Antebellum Georgia revises the dominant scholarly view of the region's social and economic history by carefully measuring the true extent of the changes brought by the Civil War.
