Book excerpt: Excerpt from Random Notes on the Government of Rhode Island The additional or second compact submitted by Williams to the judgment of Governor Winthrop, which has been preserved, was as follows; we whose names are hereunder written, being desirous to inhabit in this town Of New Providence, do promise to subject ourselves in active or passive Obedience to such orders and agreements as shall be made from time to time by the greater number of the present householders of this town and such whom they shall admit into the same fellowship and privilege. In witness whereof, etc. Under these compacts the freeholders constituted an Office and appointed an Officer to execute the orders Of the town, and created a system of arbitra tion to determine the differences which might arise among the inhabitants, whose judgments the Officer was to carry into effect. Gorton, and some Of his associates, who had been compelled to leave the island, removed to Providence, and there, as at the island, denied the authority of the government as not being based on a royal charter. The W'arwick set tlers, guided by Gorton, believed they had no right to create a government for themselves, Without the sanction of the Mother Country, and accordingly re mained, until after the organization under the first charter in 1647, without government and of course Without a judiciary. Book excerpt: Excerpt from The Constitution of Rhode Island and Equal Rights IS it asked, what excuse the small minority of citizens, who prefer a suffrage so greatly restricted, offer for thus departing from the funda mental principle of American institutions, that all governments derive their just powers from the consent of the governed? Their answer is, the danger which would accrue to good government from universal suf frage. It would seem to devolve upon them to show that we do possess an exceptionally superior government, that our elections are purer, and our public servants better, than those of other Commonwealths, where the franchise is free. This they cannot do. On the contrary, during the twenty years that Rhode Island has been ruled by a minority, corruption in politics has been rife - as bad, perhaps worse, in proportion to the num ber of inhabitants, than in any other State. We have proved no exception to the rule that the pocket borough is the most easily bought and sold, a fact which furnishes a strong argument why, since our borders cannot be extended, we should increase the voting population by broadening the basis of suffrage. As to the quality of our public servants, suffice it to say that during the twenty years past of the men who have been sent to Con gress one only, Hon. Thomas A. J enckes, has acquired an enviable national reputation, while other States, with no better material for stat-es men, have been represented during all that period by one or more men of international fame. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from The Recent Contest in Rhode Island: An Article From the North American Review, for April, 1844 The question has little bearing on the present strife of parties in the United States. Whigs and Democrats were arrayed indifferently on either side of the contest in Rhode Island, and in the eagerness with which they engaged in this local warfare, they seemed to forget or to Spurn the ties which bound them to the two great parties that divided the Whole country. The civil war severed all attachments to parties In national politics, just as, in many cases, it ruptured all family ties, and arrayed brother against brother, and father against son. Not till a comparatively late period in the struggle, did the managers of the old parties in the other States attempt to lay hold of this local contest, and to con vert it into what is now usually termed, in the jargon of the day, political capital for their own purposes. With this attempted application and management of the dispute, we have nothing to do or to say. The question does not con cern a tariff, or a bank, or internal improvements, or the dis tribution of the public lands. It relates solely to the exten sion of the right of suffrage, the duty of obedience to exist ing forms of government, the stability of our political insti tutions, and the right of revolution. We have a right to consider it, therefore, without abandoning that neutral posi tion in respect to the politics of the day, which this Journal has always studiously maintained.
