An expansion of the EU’s external policy portfolio can be observed in many areas as previous policies for internal purposes – such as competition, energy, the environment, justice and home affairs or monetary governance but also gender, science, culture or higher education – have developed external dimensions. This book addresses the EU’s potential to become a more joined-up global actor in its external engagement. It uses a single and innovative analytical framework to examine three clusters of policies: EU internal sectoral and cross-cutting policies with long-standing external engagement, those which have been undergoing considerable change, and originally internal policies whose external dimensions are comparatively more recent. It identifies key explanatory factors for the emergence of (certain forms of) EU external engagement and identifies patterns of the evolving relations between EU internal and external sectoral policies. Book excerpt: In the aftermath of the Maastricht Treaty, Europe saw tremendous integration, but the last few years have seen a new power game between federalist and confederalist actors. Although the Lisbon Treaty increased the power of the federalist-inclined European Parliament, the politics of the European Council are marked by a confederalist approach that re-affirms the power of the individual member states. As the European Council gains in strength, it supports the idea that EU policies should act as a means to protect individual national interests rather than as a positive-sum game to the benefit of all member states. This ‘national egoism’ as a political strategy is paralleled by the rise of nationalism in many member states, as a result of which we are faced with an increase in social inequality due to unequal social rights and social exclusion of minorities, an increase of social control disguised as security policy, nostalgic cultural policies that emphasize the national cultural heritage, and migration control that threatens the Schengen Agreement. These developments pose a challenge for European social science scholars, both theoretically and based on practical experience from their research activities. International cooperation has improved theoretical and methodological knowledge in a major way, and academic exchange and migration have led to innovation in science and research. Since academic communities support further internationalization and Europeanization, and are opposed to all types of barriers between the nation states, there is a need to theoretically, conceptually, and empirically research the idea of a ‘European society’. This book was originally published as a special issue of Innovation: The European Journal of Social Science Research.

Book excerpt: Euroscientia Conferences, formerly "The European Science and Technology Forum" were created in 1994 by the European Commission in order to stimulate reflection and debate on science and technology on a European scale. To this aim, they provide a framework for conferences and studies on subjects related to historical, cultural, ethical, social, but also economic and political aspects of science and technology. The originality of the Euroscientia Conferences, when compared with other initiatives in this field, is to address the questions dealt with specifically within their European dimension: attention is concentrated on the particularity of the situation in the field concerned in Europe in comparison with other parts of the world; the differences between European countries and regions; the aspects related to the process of building Europe; the needs and possibilities of collaboration at European level, etc. Over the years, the European Union has developed its own research policy. Conceived in order to both supplement and support national research efforts, this policy is implemented through large collaborative research programmes co-ordinated within the so-called pluriannual "Research and Technological Development Framework Programmes". The basic principles of these programmes are: stimulating the creation of collaborative networks across Europe; supporting joint research projects associating universities, enterprises and research centres from different European countries; and promoting the mobility of researchers and exchanges. The main characteristic of the Fifth Framework Programme (1998-2002) is to focus the European research effort on a limited number of subject matters relating to the large social and economic needs, issues and challenges which the European Union is currently facing: employment and industrial competitiveness; problems related to public health, environment, transport and, in general, the quality of life of European citizens.

Science Policy under Thatcher is the first book to examine systematically the interplay of science and government under her leadership. Thatcher was a working scientist before she became a professional politician, and she maintained a close watch on science matters as prime minister. Scientific knowledge and advice were important to many urgent issues of the 1980s, from late Cold War questions of defence to emerging environmental problems such as acid rain and climate change. Drawing on newly released primary sources, Jon Agar explores how Thatcher worked with and occasionally against the structures of scientific advice, as the scientific aspects of such issues were balanced or conflicted with other demands and values.
