Book excerpt: The Pensions Commission is an independent body established by the Government to review the adequacy of current arrangements for private pensions and retirement savings in the UK and to make recommendations on appropriate policy changes, including the option of moving to a compulsory system. Following on from its first report (ISBN 0117027804) published in October 2004, this second report sets out the Commission's conclusions on the likely evolution of the UK pension system if policy is unchanged, and makes recommendations for a new policy direction. Recommendations are based on two key elements: the automatic enrolment of employees into either a new National Pensions Savings System or into existing company pension schemes, with an option for employees to opt-out, and with a modest compulsory employer matching contribution; and reform of state pension provision in order to make it simpler to understand and less means-tested. The Commission concludes that these reforms will require some increase in public expenditure on pensions as a percentage of GDP over the next 45 years, and that increases in state pension ages will be needed to keep that increase within sustainable levels over the long term. The Commission presents a range of possible combinations of public expenditure and state pensions ages, and calls for a public debate to consider these options. It also recommends the establishment of a successor body to continue to review the situation and report to Parliament and government every four years.

While population ageing has affected traditional pensions practice, the imperilment of UK pensions is due in fact to the peculiar way policy-makers have responded to wider social and economic change. Pensions are a mechanism for managing failed futures, yet this function is being impeded by the individualization of provision. This book offers a political economy perspective on the development of private pensions, focusing specifically on how policy elites have sought to respond to perceived crises of demographic change, under-saving, and fund deficits, and in doing so have absorbed imperatives to subject individuals to a market-led regime under the influence of neoliberal ideology. This terrain is explored through chapters on the historical and comparative context of UK pensions provision, the demise of collectivist provision, the rise of pensions individualization and the state's role as facilitator and regulator in this regard, and the financial and economic context in which pensions provision operates. By placing the UK system in a comparative context of pensions reform agendas across the world, this book offers an original understanding of the unique temporality and materiality of pensions provision as a set of mechanisms for coping with generational change and forecast failures in capitalist economies. Good policy needs to bear them all in mind. * Good analysis should be framed in a second-best context-- simple economic models are a bad guide to policy design in a world with imperfect information and decision-making, incomplete markets and taxation. * Any choice of pension system has risk-sharing and distributional consequences, which the book recognizes explicitly. Barr and Diamond's analysis includes labor markets, capital markets, risk sharing, and gender and family, with comparison of PAYG and funded systems, recognizing that the suitable level of funding differs by country. Alongside the economic principles of good design, policy must also take account of a country's capacity to implement the system. Thus the theoretical analysis is complemented by discussion of implementation, and of experiences, both good and bad, in many countries, with particular attention to Chile and China.

However, there are still 2 million pensioners in poverty and 1.1 million who live on below 50% of median income. The Committee considers this to be unacceptable, and in this report looks at what more the Government could do to lift pensioners out of poverty. Pension Credit has lifted large numbers of pensioners out of poverty. Take-up of Pension Credit improved rapidly after its introduction, but has since levelled off with many eligible pensioners still not claiming. Despite the best efforts of the Pension Disability and Carers Service (PDCS) it is seeing diminishing returns for its efforts. Take-up of Housing Benefit and Council Tax Benefit amongst pensioners has also declined since 1997. Improving take-up of all three benefits would markedly improve pensioner poverty. Local Authorities need to work much more closely with PDCS, to ensure that information on people who may be eligible for Pension Credit, Housing Benefit and Council Tax Benefit are (with permission) exchanged in both directions. This is not done at present and should therefore be trialled and depending on its success applied nationally. The Department has put a lot of effort into encouraging pensioners to claim Pension Credit, then directing them towards other benefits. The Committee concludes that there should be a single phone line for all three benefits.The lack of data PDCS collects on Pension Credit take-up, especially amongst vulnerable groups is a disappointment for the Committee and makes it very difficult for them to suggest ways to effectively target these groups.The automaticity pilots introduced in the Welfare Reform Bill is welcomed as is the Department taking a long term approach and seeking to find innovative ways to improve take-up. Among other benefits the Personal Expenses Allowance (PEA) is looked at, and also the differences between Disability Living Allowance (DLA) payable to those who become disabled under 65, and Attendance Allowance (AA), payable to those who become disabled after the age of 65. The Committee were impressed by the model used by Service Canada, which provides advice on all federal benefits, and provides signposting to other services. While no pensioner should be expected to work after 65, many would like to. Working longer can allow them to maintain social contacts, and to defer claiming a pension, something that can have a positive effect on their future income. The Committee calls for the Default Retirement Age to be abolished and for protection from discrimination for older workers to be strengthened, to ensure that every pensioner who wishes to can continue working. Past recessions have led to disproportionate numbers of older workers over 50 losing their jobs and never working again. The Department must not allow this to happen again.

Over the past quarter century, America's pension system has shifted away from defined benefit plans and toward defined contribution savings programs such as 401(k)s and IRAs. There is much to be done to improve the defined contribution system. Many workers fail to participate and those who do often contribute too little, invest the funds poorly, and are not adequately prepared to manage funds while in retirement. To resolve these problems, the authors propose that employees should be automatically enrolled into a 401(k) plan when they are hired, with the right to opt out, change the amount that they contribute, or change investment choices if they choose. If the employer does not sponsor a 401(k) or similar retirement plan, they would be enrolled in a payroll deduction Automatic IRA. This vision of a transformed defined contribution system incorporates key positive features of defined benefit plans to improve retirement security. Employess contributions would increase over time, their investments would benefit from professional management and rebalancing, and they would receive lifetime income upon retirement. These automatic features will make the 401(k) and similar plans a more effective tool for retirement saving, and they can be extended to the many workers who do not currently have access to an employer plan. In Automatic, the authors present proposals to implement automatic features in all phases of the 401(k) and in IRAs for workers with no employer plan. They also draw from the experience of countries that have implemented automatic saving structures.
