Book excerpt: With increasing scrutiny on the use of seclusion and restraint on America's troubled youth, it is important for psychiatric hospital providers to find ways to minimize the frequency and length of use of seclusion and restraint. The present study took advantage of a unique opportunity to investigate the effects of policy implementation in August 1999 by the Centers for Medicare and Medicaid Services (CMS) and subsequent policy implementation in January 2000 by a non-profit child and adolescent psychiatric hospital. A Univariate ANOVA was completed that showed significant reductions in the length of time of seclusions and restraints following implementation of CMS policy and the use of mechanical restraints were eliminated. Additional decreases were noted with the next policy implementation. Significant relationships were also noted pertaining to type of special measure, diagnosis, and age. These results indicated the importance of administrative leadership in shaping seclusion and restraint practices and show the lack of psychological technology to address violence prediction and prevention. Recommendations for future study are included.
