Le tourisme balnéaire a depuis lors occupé une place essentielle dans la demande comme dans l’offre y afférentes. En témoigne la surfréquentation saisonnière des littoraux les plus attractifs ou accessibles, caractérisée à la fois par les gratifications qu’en attendent ceux qui les visitent ou y résident, autant que par les inconvénients qui en résultent pour les territoires ainsi mis en tourisme. Les îles offrent pour leur part, outre le dépaysement évoqué et l’opportunité de découverte de modes de vie et de cultures plus endogamiques, spécifiques ou préservées, un rapport superficie-littoralité d’autant plus exceptionnel et attractif qu’elles sont de dimensions modestes et constituent des espaces sans équivalents. Les caractéristiques de l’insularité doivent dès alors être rapprochées de la problématique d’occupation du littoral, à des fins touristiques en particulier. Au moment où l’on s’interroge, face au tourisme « classique », sur l’intérêt et les avantages de tourismes « alternatifs », et où l’activité touristique ne saurait échapper à la prise en compte des problématiques de développement local, appréhendées en termes d’intégration et de durabilité, de gestion participative et communautaire, la question de la relation de l’insularité à la littoralité ne peut être esquivée. C’est là l’objet de ce nouvel ouvrage, qui propose des contributions d’auteurs de différentes origines, à l’endroit de territoires insulaires eux-mêmes divers. Il aborde successivement, à cet effet, la présentation des pratiques touristiques dont ceux-ci sont les cadres ; puis celle des conditions et modalités de leur gestion touristique durable. Jean-Marie Breton est professeur émérite de droit public à l’Université des Antilles et de la Guyane, consultant international, fondateur et ancien directeur du Centre de recherches et d’études juridiques sur l’environnement, le tourisme et l’aménagement (CREJETA), président de la Section Caraïbes de la Société Française pour le Droit de l’Environnement (SFDE), membre de l’Académie des sciences d’Outre Mer (Paris). Ses travaux et expertises et ceux des équipes qu’il dirige portent principalement, dans la Caraïbe comme en Afrique, dans l’Océan Indien, les Amériques et l’Asie, sur la gestion participative des ressources naturelles, dans les aires protégées notamment, sur le cadre légal et institutionnel des parcs nationaux et des réserves naturelles, sur l’élaboration et l’harmonisation des législations et réglementations environnementales ; et sur la mise en cohérence des activités touristiques avec les contraintes environnementales, à travers les problématiques complexes du tourisme alternatif et du développement durable.
