II, emphasizes the tradeoff of leisure time for increased income as a key element in the reservist's supply decision. It also includes factors that distinguish the reserve enlistment decision from all other decisions to take a second job. Section III discusses the many difficult problems encountered in assembling the data necessary to test this model. Section IV presents the results, which generally confirm the hypotheses derived from the simple model. Finally, Sec. V comments on the policy implications of the results. Although wage elasticity results are not definitive, they call into question DOD's heavy reliance upon increased compensation incentives for solving reserve manning problems.

While this is an accurate statement, it is not a complete diagnosis. There also was a problem with pretrained individual manpower during the draft years. While there were large numbers of people in the Individual Ready Reserve (IRR) then, they were not managed, trained, or available for immediate service, and it is unlikely that a rapid full mobilization could have been supported. The reduced strengths brought about by the end of the short term active duty periods have required the DoD to pay attention to the IRR, bring other sources of pretrained individuals into a state of availability, and devote some attention and money to the problem. In that sense, the advent of the AVF has contributed positively to solving the problem. It appears also that actions already taken and underway will provide a satisfactory solution in the future, provided that some plans are made for the use of veterans as an interim measure, the IRR improves in strength and training, and that a hardline reporting policy is maintained.

The model contains equations describing the supply of nonprior service accessions; the supply of prior service accessions; the total strength of the National Guard; and the demand for National Guard personnel. Results of the accession equations uphold prior studies reporting reservist supply to be inelastic. The demand equation results show National Guard authorizations to move from shortage areas to areas of relative oversupply. Although the model's exploratory nature prohibits any policy analysis based on its findings, the results suggest that the model's structure is a promising one for future Reserve research. (Author).
