Available in PDF, EPUB and Kindle. Book excerpt: A transportation expert makes a provocative case for changing the nation’s approach to highways, offering “bold, innovative thinking on infrastructure” (Rick Geddes, Cornell University). Americans spend hours every day sitting in traffic. And the roads they idle on are often rough and potholed, with exits, tunnels, guardrails, and bridges in terrible disrepair. According to transportation expert Robert Poole, this congestion and deterioration are outcomes of the way America manages its highways. Our twentieth-century model overly politicizes highway investment decisions, short-changing maintenance and often investing in projects whose costs exceed their benefits. In Rethinking America’s Highways, Poole examines how our current model of state-owned highways came about and why it is failing to satisfy its customers. He argues for a new model that treats highways themselves as public utilities—like electricity, telephones, and water supply. If highways were provided commercially, Poole argues, people would pay for highways based on how much they used, and the companies would issue revenue bonds to invest in facilities people were willing to pay for. Arguing for highway investments to be motivated by economic rather than political factors, this book makes a carefully-reasoned and well-documented case for a new approach to highways.
Book Synopsis The Road to Renewal by : R. Richard Geddes
Download or read book The Road to Renewal written by R. Richard Geddes and published by Government Institutes. This book was released on 2011 with total page 205 pages. Available in PDF, EPUB and Kindle. Book excerpt: "In The Road to Renewal: Private Investment in U.S. Transportation Infrastructure, R. Richard Geddes surveys the current state of the American transportation system and finds that, like the roads themselves, the existing policy approach is in desperate need of repair. Drawing on the basic economic principles behind supply, demand, competition, and incentives, Geddes argues that a shift toward increased use of public-private partnerships (PPPs)--contractual agreements between public agencies and private parties that allow private participation in the design, construction, operation, and delivery of transportation facilities--could significantly improve the quality of America's transportation infrastructure. By learning to see themselves as customers and investors--rather than mere users--of roads and highways, Americans should expect to receive a reasonable return on their investment: thorough, effective maintenance of America's transportation infrastructure. The Road to Renewal shows how incorporating increased private participation can halt the deterioration of America's transportation system and become the foundation for a safer, more efficient transportation future."--P. Book Synopsis Toll Road Traffic and Revenue Forecasts by : Robert Bain
Download or read book Toll Road Traffic and Revenue Forecasts written by Robert Bain and published by Lulu.com. This book was released on 2009 with total page 126 pages. Available in PDF, EPUB and Kindle. Book excerpt: Toll roads, bridges and tunnels represent the most popular class of infrastructure attracting international private finance today. Many deals, however, expose financiers, insurers and other project counterparties to demand risk. This moves traffic and revenue forecasts centre-stage in terms of being able to understand and test the investment proposition - yet the forecasting process itself often remains a mystery. Additionally, there are frequent concerns about predictive reliability. Written specifically for credit analysts, investors and other professionals whose primary expertise lies outside transportation, this book lifts the lid on the 'black box' of traffic and revenue forecasting. The author, Robert Bain (ex-S&P and a civil engineer with 20+ years of forecasting experience) has prepared a straightforward guide which highlights key issues to watch for and suggests ways in which the forecasts can be analysed to improve transparency and investor understanding.

Book Synopsis Procurement and Financing of Motorways in Europe by : Giorgio Ragazzi
Download or read book Procurement and Financing of Motorways in Europe written by Giorgio Ragazzi and published by Elsevier. This book was released on 2005-12-02 with total page 263 pages. Available in PDF, EPUB and Kindle. Book excerpt: This volume raises many challenging and controversial issues surrounding motorway procurement and finance in Europe. A somewhat surprising outcome is that a general appraisal bias can be identified in the following sense: Experts from countries which have introduced concession schemes for managing and financing of their motorways are very critical of these schemes, stressing their shortcomings and caveats. Some even conclude that public management under a regime of welfare maximisation would be desirable as a sustainable option. Experts from countries which have been sticking to public procurement and tax finance of motorways strongly attack the inefficiency of public planning regimes and the general tendency to allocate the revenues from special transport related taxes to the public budget, eventually spending them on other purposes rather than transport. A typical feature of the latter regime seems to be the chronic lack of funds for infrastructure investment. Although a single ideal country concept for motorway procurement and finance obviously cannot be identified, every paper gives some insights into possible future improvements. Therefore, beyond the rich documentation of national solutions it is the perspective on workable future concepts which makes the book a valuable guide through the jungle of manifold options for public/private partnerships. This book is a selection of papers presented to the international conference "Highways: Costs and Regulation in Europe", held in Bergamo on the 26th - 27th of November 2004. The Conference was organised by the University of Bergamo, and sponsored by the European Investment Bank.

In developing and transition economies, 60 to 80 percent of all passenger and freight transport moves by road-the main form of access for most rural communities. Yet most of the 11 million kilometers of roads in these economies are badly maintained and poorly managed. This paper discusses one of the most effective ways to promote sound policies for managing and financing road networks--commercialization. It discusses the emerging central concept of bringing roads into the marketplace, putting them on a fee-for-service basis, and managing them like a business.
