Written for executives and managers responsible for international business operations, U.S. Commercial Opportunities in the Soviet Union is a timely and highly readable examination of trade and direct investment prospects in the USSR under the present regime. The authors discuss the major critical variables--such as Soviet systemic barriers and the narrow character of planned Soviet import demand--that should influence any company's decision to do business in the Soviet Union. They explain the mechanics of dealing with the USSR, and offer the information necessary for the reader to decide the potential significance of outward-looking Soviet Union for his or her own firm. Following an introductory overview, the book begins by addressing the micro- and macroeconomic aspects of exporting to Russia. Here the authors identify specific sectors in which American firms can greatly increase their sales to Russia, while warning that certain areas remain essentially closed to U.S. manufacturers. In subsequent chapters the authors explore opportunities for direct investment via joint enterprises with Soviet partners, demonstrating that this form of activity presents greater risks but also greater potential rewards to U.S. firms than trade. The final chapter explores the prospects for U.S. commercial interests in Russia. The authors examine the growth of Soviet external debt in terms of its possible effects on Russia as a competitor of and collaborator with American firms in third country economies. They conclude that should Gorbachev's vision of Russia as a global economic power become a reality, American firms may well face a new, potent source of low-cost competition overseas.

Book excerpt: Little has been known, acknowledged, or studied about the shuttle trade, one of the major manifestations of new Russian life of the 1990s. The term itself seems to suggest something of a rather small scale. Indeed, the amount of each transaction in this trade was miniscule. Individual peddlers traveled to near-abroad with their bulging bags and brought back home for resale only as many goods as they could personally carry in their enormous suitcases. The phenomenon hidden behind the term "shuttle trade" was by no means insignificant or small in scale. By the mid-1990s, it constituted the backbone of Russian consumer trade and was a substantial source of revenue. The primary participants in the shuttle trade were women, and in this enlightening study Mukhina assesses the reasons why women were attracted to this business, the range of the personal experiences of female shuttle traders, and the social impact of women's involvement in this sort of economic activity. By analyzing the social and gendered dimensions of the shuttle trade, the reader can begin to understand more broadly how gender shaped the "transition" period associated with the end of communist regimes in Eastern Europe. Moreover, the difficulties that these women faced highlight the gap between the rhetoric of free market economy and the actual market practices. These women-traders had to create and shape the physical market (an open-air space) for their goods without the basic legislative and other provisions of market economies. The shuttle trade became an avenue of female suffering but also of survival and even empowerment during the time that most Russians now call "the wild 1990s."

Book excerpt: Prior to 1989, the communist countries of Eastern Europe and the USSR lacked genuine employer and industry associations. After the collapse of communism, industry associations mushroomed throughout the region. Duvanova argues that abusive regulatory regimes discourage the formation of business associations and poor regulatory enforcement tends to encourage associational membership growth. Academic research often treats special interest groups as vehicles of protectionism and non-productive collusion. This book challenges this perspective with evidence of market-friendly activities by industry associations and their benign influence on patterns of public governance. Careful analysis of cross-national quantitative data spanning more than 25 countries, and qualitative examination of business associations in Russia, Ukraine, Kazakhstan and Croatia, shows that postcommunist business associations function as substitutes for state and private mechanisms of economic governance. These arguments and empirical findings put the long-standing issues of economic regulations, public goods and collective action in a new theoretical perspective.
