Drawing on a large body of research in anthropology, child psychology and population studies the book presents evidence that the poor do not necessarily have large families as form of financial security, or to put them to work; people without offspring are less lonely in old age; immigration and refugee controls in the Northern Hemisphere have been more driven by politics than rational calculation and human rights; social security does not require a large cohort of young workers. This book is a challenging contribution to the development debate. It presents a persuasive case for policies which recognise hopeful trends in relieving the environmental and social pressures of a globally increasing population.

Book excerpt: Those Who Countÿscrutinizes the scientific and expert practices of Roma classification and counting, and the politics of Roma-related knowledge production. The book takes a historical perspective on Roma group construction, both as an epistemic object and a policy target, with a focus on the expert discourse of the last two decades. The book argues that knowledge production on Roma is neither objective nor disinterested but rather is co-produced by political and academic actors driven by organizational interests with rather narrow disciplinary research traditions, as well as by political manifestos. The result of such co-production is a negative Roma public image circulating well beyond the expert discourse which reinforces stereotypes held by society at large. The case studies and examples presented in the book show that the state-led population census, policy related surveys, as well as academic and scientific research, together craft an essentialized Roma identity. The recently reemerged Roma-related genetic research imports assumptions, classifications, and narrations from the social sciences and contributes through sampling strategies, interpretation of data, and generalization to reify and pathologize Roma ethnicity. Roma are relegated by experts to several types of determinism: to a social category, to a frozen culture, and to a homogenous biologized entity.

These texts were selected on the basis of their epistemological content (each confronts the relationship between virtue and prosperity), and their canonical placement within the Psalter (each begins one of the Psalter’s five “Books”). We explore the implications of their respective epistemological features for our understanding of the canonical structure of the Psalter. After developing a diagnostic method for the identification and analysis of the epistemological features within a biblical text, we apply it to each of the four psalms, and discuss their epistemological qualities with respect to their canonical placement in the Psalter. We find that an epistemic progression develops across the canonical ordering of the four psalms. While the psalmists are increasingly forthright in acknowledging the moral paradox that the righteous often suffer, while the wicked can prosper, they engage this paradox with ever more sophisticated responses. Although Yhwh is ultimately the source of all wisdom, human beings can facilitate their acquisition of knowledge by seeking him out intentionally, by questioning him directly, and by observing him with a heart focused on learning.

In response to this challenge, Chris Naticchia offers a social contract argument for a theory of international recognition—a normative theory of the criteria that states and international bodies should use to recognize political entities as member states of the international community. Regardless of whether political entities adequately respect human rights or practice democracy, he argues, we must recognize a critical mass of them to get international institutions working. Then we should recognize secessionist entities that suffer from persistent, grave, and widespread human rights abuses by their government—and, under certain conditions, minority nations within multinational states that seek independence. We must also recognize entities whose recognition would contribute to the economic development of the least well-off entities. Drawing on the social contract tradition, and developing a broadly Rawlsian view, A Law of Peoples for Recognizing States will both challenge and appeal to a broad readership in political philosophy, international law, and international relations.

A broad general theme is that in all these domains, what really is the wisest approach to difficult circumstances often depends on the particular issues involved and their context. Both judges and scholars too often rely on abstract general formulations to provide answers. A notable example in political philosophy was the suggestion of the great and careful scholar, John Rawls, that laws should be based exclusively on public reason. The essays explain that given uncertainty of what people perceive as the line between public reason and their religion convictions, the inability of public reason to resolve some difficulty questions, such as what we owe to higher animals, and the feeling of many that their religious understanding should count, urging exclusive reliance on public reason is not a viable approach. Other essays show similar problems with asserted bases for legal interpretations and the content of provisions such as the First Amendment.
