Book excerpt: As long ago as 1957, U.S. Army Special Forces soldiers were in the Republic of Vietnam. going about their business of training, advising, and assisting members of the Vietnamese Army. Despite the old Army witticism about never volunteering for anything, the Special Forces soldier is. in fan, a double volunteer, having first volunteered for airborne training and then again for Special Forces training. From a very meager beginning but sustained by a strong motivation and confidence in his mission, the Special Forces soldier has marched through the Vietnam struggle in superb fashion. In 1957 some fifty-eight Vietnamese soldiers were given military training by Special Forces troops. Ten years later the Special Forces were advising and assisting over 40,000 paramilitary troops, along with another 40,000 Regional Forces and Popular Forces soldiers. This monograph traces the development and notes the progress, problems. successes, and failures of a unique program undertaken by the U.S. Army for the first lime in its history. It is hoped that all the significant lessons learned have been recorded and the many pitfalls of such a program uncovered. I am responsible for the conclusions reached, yet my thought processes could not escape the influence of the many outstanding officers and men in the Special Forces who joined in the struggle. Particularly, I must lake note of the contributions of the Special Forces noncommissioned officers, without question the most competent soldiers in the world. With the withdrawal of the Special Forces from Vietnam in 1971, the Army could honestly lay claim to a new dimension in ground warfare-the organized employment of a paramilitary force in sustained combat against a determined enemy. I know I speak for my predecessors and successors in claiming that the 5th Special Forces Group (Airborne) was the finest collection of professional soldiers ever assembled by the U.S. Army, anywhere, anytime. It is a story of the engineers' battle against an elusive and determined enemy in one of the harshest underdeveloped regions of the world. Despite these challenges, engineer soldiers successfully carried out their combat and construction missions. The building effort in South Vietnam allowed the United States to deploy and operate a modern 500,000-man force in a far-off region. Although the engineers faced huge construction tasks, they were always ready to support the combat troops. They built ports and depots, carved airfields and airstrips out of jungle and mountain plateaus, repaired roads and bridges, and constructed bases. Because of these efforts, ground combat troops with their supporting engineers were able to fight the enemy from well-established bases. Although most of the construction was temporary, more durable facilities, such as airfields, port and depot complexes, headquarters buildings, communications facilities, and an improved highway system, were intended to serve as economic assets for South Vietnam. This volume covers how the engineers grew from a few advisory detachments to a force of more than 10 percent of the Army troops serving in South Vietnam. The 35th Engineer Group began arriving in large numbers in June 1965 to begin transforming Cam Ranh Bay into a major port, airfield, and depot complex. Within a few years, the Army engineers had expanded to a command, two brigades, six groups, twenty-eight construction and combat battalions, and many smaller units. The inability to gain insight into vast "denied areas" required exceptional systems to understand threats posed by US adversaries. Corona was the first imagery satellite system to help see into those areas. Hexagon began as a Central Intelligence Agency (CIA) program with the first concepts proposed in 1964. The CIA's primary goal was to develop an imagery system with Corona-like ability to image wide swaths of the earth, but with resolution equivalent to Gambit. Such a system would afford the United States even greater advantages monitoring the arms race that had developed with the nation's adversaries. The Hexagon mapping camera flew on 12 of the 20 Hexagon missions. It proved to be a remarkably efficient and prodigious producer of imagery for mapping purposes. The mapping camera system was successful by every standard including technical capabilities, reliability, and capacity.

The majority of the contributions was dealing with modern topics of material science, particularly nanoscience, which is a research field of high importance also in Vietnam. Modern material science allows a quick transfer of research results to technical applications, which is very useful for fast developing countries like Vietnam. On the other hand, the seminars took profit from the strong cro- fertilization of the different disciplines of physics. This book is dedicated to the tenth anniversary of the seminars and nicely shows the scientific progress in Vietnam and the competitive level reached.

Book excerpt: Since the Doi Moi policy of economic renovation was introduced in 1986, Vietnam has undergone deep transformations as a result of the transition to a socialist-oriented market economy. Social and urban transition has taken place in parallel, as urban dynamics were spurred on by Vietnamese public and private stakeholders, and by external agents such as international organizations and international solidarity organizations, experts, consultants and bilateral aid organizations.Here are the results of research carried out by French, Canadian and Vietnamese teams from the north and south of the country on the overarching theme of Vietnamese cities in transition. Some of this research deals with urban dynamics, some with the issues at stake within such dynamics, or with the strategies of the most significant stakeholders in urban transition: civil society, donors within the framework of official aid for development, consultants and international consultancy firms. These projects were carried out between 2001 and 2004 as part of the Urban Research Programme for Development (PRUD), and mainly focus on Hanoi and Ho Chi Minh City, or both in the case of comparative studies.Is there such a thing as a Vietnamese model of an Asian city? It seems that urban transition in Vietnam is not taking place in as radical and abrupt a manner as in China. The country's capacity for absorbing external models, the quest for a third way between state intervention and economic liberalism, and the fact that the country's architectural heritage is taken into account in urban planning, are just some of the reasons for its particularity. The issues addressed in each chapter, as well as the proposals for further research suggested by the contributors, should act as a catalyst for urban research in Vietnam.
