But in recent years almost half of all Indonesian timber has been logged illegally, at a staggering cost to the Indonesian economy and public welfare. Between 2003 and 2006, the losses due to illegal logging, corruption, and mismanagement totaled nearly $2 billion annually. 'Wild Money' documents an often-overlooked toll of this destruction, the widespread spillover effects of forestry sector corruption on governance and human rights. The individuals responsible for the losses are rarely held accountable, in part because some officials in both law enforcement and the judiciary are also deeply corrupted by illegal logging interests. This impunity undermines respect for human rights. Indonesian citizens living closest to the forests have borne the brunt of unbridled forest destruction, and these communities remain locked in poverty without basic services. Funds that could be going to improve public welfare and meet Indonesia's obligations to realize its citizen's economic and social rights are instead being siphoned off to enrich a handful of individuals. In the province of West Kalimantan, funds lost to illegal logging and forest sector corruption in recent years have been some fifty times the annual provincial health budget. Book excerpt: In September 2013, Indonesia officially signed a Voluntary Partnership Agreement (VPA) to guarantee the legality of all timber products exported to the EU. Under the Indonesian VPA, a timber legality assurance system known as SVLK (Sistem Verifikasi Legalitas Kayu) has already been developed and has been in effect since 1 January 2013 for woodworking, wood panels, and pulp and paper. When the VPA is fully implemented, SVLK will become FLEGT legality license and will meet European Union Timber Regulation (EUTR) requirements for legal timber. The objective of this paper is to analyze the challenges of implementing SVLK in the small-scale forestry sector of Indonesia. The paper also assesses whether a mandatory approach to legality verification will be more effective in terms of assuring legality than voluntary approaches, such as certification. The analysis involved desk-based analysis of government statistics, policy documents, key stakeholder interviews, and field surveys in three major timber-producing provinces of Indonesia Central Java, East Kalimantan and Papua. The paper discusses a number of challenges facing the implementation of SVLK, among others the cost of timber legality verification, limited societal awareness of SVLK, business legality issues among small-scale enterprises, and high levels of illegality in their timber supply chains. The paper closes by presenting a detailed set of policy options to address the observed challenges.

The Nature Conservancy and World Wide Fund for Nature developed the Alliance to Promote Certification and Combat Illegal Logging in Indonesia to respond to the concern about illegal logging. The Alliance is a three-year initiative that aims to: 1. Strengthen market signals to expand certification and combat illegal logging, 2. Increase supply of certified Indonesian wood products, 3. Demonstrate practical solutions to achieve certification and differentiate legal and illegal supplies, 4. Reduce financing and investment in companies engaged in destructive or illegal logging in Indonesia, 5. Share lessons learned from the project. The Alliance seeks to learn lessons from its ongoing work to inform and adapt its activities, as well as to inform other initiatives seeking to address similar problems. This report is part of this lessons learning process. This report assesses the situation in Indonesia, including a quantitative estimation of illegally produced logs, discusses the causes of illegal logging, and describes the national and international policy and trade context. Then, it considers the work undertaken by the Alliance to address illegal logging in Indonesia; it summarizes the strategy of the Alliance, describes its rationale, and assesses the assumptions underlying the rationale and the objectives. Some of the major issues include inconsistent legal frameworks, sectoral focus, unclear tenure, consequences of decentralisation, and weak local governance. Despite these challenges, however, REDD+ opens up an opportunity for improvements in forest governance and, more broadly, in land use governance. More democratic political-economic processes in general, greater freedom of civil society and the press, and heightened awareness of environmental issues can help build support and solidify policies in this direction.

Indonesia provides an interesting case study, with its history of conflicts over land use and current ambitions for plantation expansion. This study investigated perceived impacts of plantations on nearby rural populations. A survey was conducted of 606 respondents across three islands (Java, Borneo and Sumatra), three tree species (acacia, teak and pine) and three end uses (pulpwood, timber production and resin production). In addition, a Q-method analysis was conducted at a site with an established pulpwood plantation in order to identify significantly diverse perceptions of the plantation among villagers. The methods were combined to arrive at a representative view of these perceptions and expectations. Results illustrate a diversity of viewpoints among villagers, with perceptions varying from general dissatisfaction to enthusiasm. Perceptions of pine and teak plantations tend to differ from acacia pulpwood plantations. For pine and teak, respondents reported a higher number and greater variety of benefits and services, higher number of perceived positive impacts in general, a better environmental record, and more opportunities to use plantation land and products for rural livelihoods. These results contrast with the heavy focus around acacia plantations on economic development and infrastructure. Hence, acacia plantations enjoy some level of recognition for opening up remote areas and providing infrastructure and services that are traditionally the responsibility of the state. Data were disaggregated by gender to enable further analysis, and offer a general indication that plantation development has not affected women more negatively than men. Our analysis leads to several clear directions for the improvement of plantation management. The role of the state must be clarified and potentially reinforced, except if the burden of development, including that of infrastructure, is to remain the responsibility of companies. Lessons can be drawn from the teak and pine cases in Java as to the performance of institutions that act as intermediaries between companies and people. Contributions by communities should be facilitated early in the planning stages, and this should apply in particular to land claims, to the organization of the labor force (including the privileged form of work contract), to the spatial distribution of the plantation in order to leave aside areas of local value, and to options for land sharing, as this is a major vehicle for fruitful coexistence.
