Book excerpt: Tianxia—conventionally translated as “all-under-Heaven”—in everyday Chinese parlance simply means “the world.” But tianxia is also a geopolitical term found in canonical writings that has a deeper historical and philosophical significance. Although there are many understandings of tianxia in this literature, interpretations within the Chinese process cosmology generally begin with an ecological understanding of intra-national relations that acknowledge the mutuality and interdependence of all economic and political activity. This volume contextualizes the tianxia vision of geopolitical order within a variety of strategies drawn from a broad spectrum of cultures and peoples: Buddhist, Islamic, Indian, African, Confucian, European. The conversation among the contributors is guided by several central questions: Is tianxia the only model of cosmopolitanism? Are there ideas and ideals comparable to tianxia that exist in other cultures? What alternative perspectives of global justice have inspired Western, Indian, Islamic, Buddhist, and African cultural traditions? The fundamental premise here is that in order for a planetary tianxia system to be relevant and significant for the present time and for our vision of the future, it must acknowledge the plurality of moral ideals defining the world’s cultures while at the same time seek practical ways to formulate a minimalist morality that can provide the solidarity needed to bring the world’s people together.

Book excerpt: This book explores the historical and legal importance of two principles, Quod Omnes Tangit, and Tianxia Wei Gong, which have played significant roles in European and Chinese political and legal history. While Quod Omnes Tangit has been thoroughly researched, Tianxia Wei Gong has not been systematically examined. This thesis fills this void and connects these two principles for the first time. Quod Omnes Tangit was initially introduced in Justinian's Codex Civil, while Tianxia Wei Gong originated from Liji, one of the books in a key series of works by Confucius. Liji is comparable to the Thora in the Old Testament and is considered as important as law in Chinese legal history. Both principles have undergone comparable developmental processes, with scholars contributing to their reinterpretation. This book thoroughly examines the interpretations of individual scholars, with particular attention given to Liang Qichao, who is the only one to have mentioned both Tianxia Wei Gong and Quod Omnes Tangit. The book also provides an explanation for the original discrepancies in their concepts, particularly their methodologies in distributing and legitimizing rights. It tests the common assumption in Western political discourse and contemporary political theory that toleration is a uniquely Western virtue. Toleration in modern Western philosophy is understood as principled noninterference in the practices and beliefs of others that one disapproves of or, at least, dislikes. Although toleration might be seen today as a quintessential liberal value, precedents to this modern concept also existed in medieval times while Indigenous American stories about welcome challenge the very possibility of noninterference. The modern Western philosophical concept of toleration is not always easily translated into other philosophical traditions, but this book opens a dialogue between various traditions of thought to explore precisely the ways in which overlap and distinctions exist. What emerges is the existence of a family of resemblances in approaches to religious and cultural diversity from a program of pragmatic noninterference in the Ottoman Empire to deeper notions of acceptance and inclusiveness amongst the Newar People in the Kathmandu Valley. The development of an Islamic ethic of tolerance, the Daoist idea of all-inclusiveness, and Confucian ideas of broad-mindedness, respect, and coexistence to the idea of ‘the one in the many’ in Hindu thought are examined along with sources for intolerance, tolerance, and toleration in Pali Buddhism, early modern Japan, and contemporary India.
