We need to reimagine European unity as a collective endeavour, as the only way in which we can turn threats to our way of life into the possibility to create a better life for all. This report focuses on three core areas where EU-wide political ambition and investment are truly necessary: Rapid technological change amid increasing global competition Increasing breakdown of the global climate and other ecosystems due to our economic system Growing threats to social cohesion and social sustainability from multiple trends Competitiveness, sustainability and inclusion have to be addressed together, holistically. This is why this report addresses all three with a focus on the complex interlinkages between them. The vital role of far-sighted investment is a key theme that emerges from this investigation. The critical role of European-level collaboration is another. Instead of merely adapting to change, we need to be proactive through timely reform and investment that sets us on a pathway towards a society that is productive, sustainable and inclusive, by design.

Available in PDF, EPUB and Kindle. Book excerpt: Does Europe have an inequality problem? Amid the COVID-19 pandemic, many Europeans are certainly struggling. The rise of populist movements is another signal that something is awry. Many Europeans no longer see their economy as fair. But is this a problem of too much inequality, or just a problem of ideology? Is inequality even a bad thing? We need to consider the statistics on economic inequality, but also look beyond towards the lived experience of trying to make ends meet. We need to consider different ideas on the impact and significance of the inequality we see. Does inequality drive entrepreneurship, and thus innovation, through the struggle for upward social mobility? Or does inequality affect life chances, becoming entrenched, blocking social mobility and innovation? And does anyone really need a billion euros? If we have a euro to spare, do we create more happiness by giving it to the rich or to the poor? An old, once infamous, now oft-forgotten question in economics. Tessa Bending conducts research on social inclusion, social development and impact measurement at the Economics Department of the European Investment Bank (EIB). The department provides indepth analysis on critical investment issues to support international policy debates. This is the sixteenth essay in the Big Ideas series created by the European Investment Bank. The EIB has invited international thought leaders and experts to write about the most important issues of the day. These essays are a reminder that we need new thinking to protect the environment, promote equality and improve people's lives around the globe.

Book excerpt: The conservation of water resources together with environment protection will be a challenge for the European Union within the 21st century. Water management nowadays involves the cooperation of farmers, societies, industry and public administration. The solution based model of water protection in this book describes the creation of local water partnerships by local actors and stakeholders for the management of local water resources. These local water partnerships will enable the integration of the local community to comprehensively solve problems related to water security, while also cooperating with neighbouring partnerships. The local water strategy is based on local needs and priorities with reference to regional, national and global objectives. This strategy also provides for environment and species protection, as envisioned by the New Green Deal and the current EU actions to make the key economic sectors more resistant to climate change. The model for water protection can also be used to reduce the carbon footprint and environmental transformation within Europe.

Book excerpt: This proceedings volume presents current research on transport sector development, with particular emphasis on sustainable transport development, innovation and transport enterprise growth and survival. Derived from the 2016 TranSopot Conference held in Sopot, Poland, this book aims to show the possibilities of maximizing the efficiency of transport, while keeping the negative effects at a sustainable level. Transport is an important field of human activity, both from economic and social points of view. It has been proven that the development of transport contributes to the development of regional, national and international economic relations. Currently, the three most important topics in transportation research are green transport, transport innovations and metropolitan transport. These are the areas in which the contributions presented in this book are focused. Researchers in the field of sustainable transport provide the reader with a comprehensive description of possible activities towards green transport both in the terms of various transport branches and in the supply chain as a whole. This is the framework of the second field of transport research – innovation. The authors present a wide array of a technological, organizational, process and marketing innovation, which allow transport organizers and operators to provide service in a safe, sound and economically favorable way. The analysis of these innovations and the practical implications of their introduction should be a worthwhile experience both for the transport researchers and for the transport business practitioners. Lastly, the book reflects the tendencies of rapid development in urban and metropolitan areas which forces transport policy makers to provide citizens with a comfortable and faster way of commuting that doesn’t result in unacceptable congestion or other negative effects. Different concepts of metropolitan transport management are presented and their effect on the transport systems is also investigated.

It aims to overcome fragmentary consideration of risks in the existing literature through their comprehensive coverage and the establishment of their interconnections from the perspective of sustainable development. The novelty of this book is that it provides a comprehensive accounting of socio-economic development risks in the Decade of Action, as well as a rethinking of these risks from a sustainable development perspective. The book also opens up the possibility of the most comprehensive and effective risk management in support of sustainable development. The practical relevance of the book stems from the fact that it describes and discusses practical experience in detail and accompanies the theoretical material with numerous case studies, including cases and frameworks with extensive coverage of international best practices. The book is intended for scholars, for whom the book forms a systemic scientific view of the risks of socio-economic development arising in the Decade of Action, as well as the prospects for risk management in support of sustainable development. The book is also of interest to practitioners, for whom it offers practical advice on risk management at all levels of the economy for sustainable development. Many examples from different countries make the book attractive to a wide international audience. The book is of particular interest to readers from Russia.

Meeting this challenge requires a collaborative and inclusive response from all segments of society - including private businesses. What role then for competition law and policy? This important and timely book gathers academics, enforcers, economists, lawyers, and industry representatives to explore the applications and limitations of EU competition law in achieving environmental sustainability aims in line with the European Commission's Green Deal as well as the UN's Sustainable Development Goals. They identify the challenges of integrating environmental considerations into competition analysis presented by the existing framework, whether through cooperation by businesses, practices by dominant companies, or consideration of sustainability efficiencies in merger assessments. Practical examples across various sectors are also provided, alongside agency views from different jurisdictions, to illustrate how competition policy can facilitate a sustainable economy.

Book excerpt: This monograph presents the experience in the implementation of smart specialization strategies (S3) from multilevel policy governance, as well as from the bottom-up perspectives of firms, clusters, and networks in selected European countries. The presented research focuses on relevance and feasibility of the S3 adoption, emphasizing the importance of linking policy considerations with partnerships at lower governance levels. The major contribution of the presented research rests in theoretical implications and practical recommendations relevant for the implementation of regional S3 in the European context, with the possibility of place-based adoption in other environments. The book is also valuable for synthesizing the most recent advancements in smart specialization as a policy concept and the concept of transformation and growth for territorial units and economic entities. This book aims to further diffuse and expand the academic community’s learning of the new S3 approach in Europe and beyond. The book will be of interest and useful to the academic community of researchers and doctoral students focused on regional innovation development and related policy, as well as on entrepreneurship, networks, and clusters. Public sector professionals dealing with regional development, regional innovation policies, and industrial transformation will also benefit from its content.

Available in PDF, EPUB and Kindle. Book excerpt: Situated within the context of the ongoing debate about European contract law, this book provides a detailed examination of the European Union's competence in the field of contract law. It analyses the limits of Union competence in relation to several relevant Treaty provisions which potentially confer competence on the Union to adopt a comprehensive contract law instrument and the exercise of Union competence in connection with the operation of the principles of subsidiarity, proportionality and sincere cooperation. It also explores the viability of several alternative and complementary routes to the adoption of such an instrument, including enhanced cooperation, an intergovernmental treaty and certain American techniques. Setting forth an elaborate account of the context for this debate and its chronological development at the European level, this book charts the discussions relating to the European Union's competence to regulate contract law and offers a comparative analysis of the approach taken to the approximation of contract law in the American setting. Setting forth a detailed account of the context for this debate and its chronological development at the European level, the book charts the discussions that have occurred within and outside the EU relating to the transnational competence to regulate contract law. Situating European constitutional law within the continued debate about European contract law, it also reflects upon the contract law structure of the United States and examines the viability of alternative and complementary routes to the adoption of a comprehensive instrument of substantive contract law.

Book excerpt: Senior managers and Heads of Geological Survey Organizations (GSOs) from around the world have contributed a collection of papers to provide a benchmark on how GSOs are responding to national and international needs in a rapidly changing world. GSOs continue to provide key scientific information about Earth systems, natural hazards and climate change. As countries adopt sustainable development principles and the public increasingly turns to social media to find information about resource and environmental issues, the generation and communication of Earth science knowledge become increasingly important. This volume provides a snapshot of how GSOs are adapting their activities to this changing world. The different national perspectives presented converge around several common themes related to resources, environment and big data. Climate change and the UN’s Sustainable Development Goals provide an increased incentive for GSOs of the world to work in harmony, to generate knowledge of Earth systems and to provide solutions for sustainable management of the planet.

Book excerpt: The discourse of ‘green growth’ has recently gained ground in environmental governance deliberations and policy proposals. It is presented as a fresh and innovative agenda centred on the deployment of engineering sophistication, managerial acumen and market mechanisms to redress the environmental and social derelictions of the existing development model. But the green growth project is deeply inadequate, whether assessed against criteria of social justice or the achievement of sustainable economic life upon a materially finite planet. This volume outlines three main lines of critique. First, it traces the development of the green growth discourse quaideology. It asks: what explains modern society’s investment in it, why has it emerged as a master concept in the contemporary conjuncture, and what social forces does it serve? Second, it unpicks and explains the contradictions within a series of prominent green growth projects. Finally, it weighs up the merits and demerits of alternative strategies and policies, asking the vital question: ‘if not green growth, then what?’

Available in PDF, EPUB and Kindle. Book excerpt: Democratic capitalism in developed countries has been facing an unprecedented crisis since 2008. Its political manageability is declining sharply. Both democracy and capitalism now involve crucial risks that are significantly more serious than those observed in earlier periods. The notion of policy regimes has gained new significance in analysing the possibilities for a post-neoliberal alternative. Policy innovations directed towards an economic breakthrough require both political leadership and a new economic theory. The processes of political decision making have become quite distant from the public realm, and a limited number of economic and political elites exert influence on public policy. This book examines, from a policy regime perspective, how developed countries attempt to achieve such a breakthrough at critical junctures triggered by economic crises. It initially assesses the nature of the present crisis and identifies the actors involved. Thereafter, it provides an analytical definition of a crisis, stressing that most crises contain within them the potential to be turned into an opportunity. Finally, it presents a new analytical design in which we can incorporate today’s more globalized and fluid context.
