Book excerpt: Roughly nine years ago, the two editors met for the first time in Amsterdam, the Netherlands at the EURO III meeting (organized by the Association of European Operational Research Societies) there. As a result of our initial meeting, the two of us planned and carried out a number of activities in the multiple criteria decision making area, much of it supported by the North Atlantic Treaty Organization (NATO). The latest of these activities was a NATO Advanced Study Institute (ASI) on multiple criteria. decision making and risk analysis using microcomputers. The institute was held in Tarabya, Istanbul, TURKEY, on June 28 - July 8, 1987. We received over 100 applications from professors (and a few graduate students) in 13 countries. Roughly half of them were able to participate. The ASI was a great success! Substantial knowledge transfer and learning took place. In addition to the planned presentations, we had several panels and round table discussions. Though we had planned these in advance, we implemented them to fit the occasion, and also organized a few special sessions on site to respond to participants' interests.

This was one of the regular conferences of the International Society on Multiple Criteria Decision Making, which are held at approximately two-year intervals. The Ankara conference had 195 participants from 38 countries. A total of 185 papers were presented at the conference. The title of our volume is MCDM in the New Millennium. The papers presented at the conference reflect the theme. We had several papers on information technology (IT) and many application papers. Of the 81 application papers presented, 14 appear in the volume. We expect more IT applications of MCDM to appear in the future, in particular in the areas of e-commerce and the internet. The conference surroundings and accomodations were excellent, and conducive to both an outstanding academic exchange, and enjoyment and a cultural broadening of participants. We had a pleasant and enjoyable outing and visit to the Anatolian Civilizations Museum. We also had an outstanding banquet at which awards were presented. The MCDM Gold Medal was presented to Professor Thomas Saaty, of the University of Pittsburgh. The MCDM Presidential Service Award was presented to ProfessorPekka Korhonen of the Helsinki School of Economics for his years of presidential service to the society. The society presented the MCDM Edgeworth-Pareto Award to Professor Alexander V. Lotov of the Russian Academy of Sciences.

To ensure generality, no assumption about the Decision Maker preferences or behavior is made. The presentation of these concepts is illustrated by numerous examples, figures, and problems to be solved with the help of downloadable spreadsheets. This electronic companion contains models of problems to be solved built in Excel spreadsheet files. Optimization models are too often oversimplifications of decision problems met in practice. For instance, modeling company performance by an optimization model in which the criterion function is short-term profit to be maximized, does not fully reflect the essence of business management. The company’s managing staff is accountable not only for operational decisions, but also for actions which shall result in the company ability to generate a decent profit in the future. This calls for management decisions and actions which ensure short-term profitability, but also maintaining long-term relations with clients, introducing innovative products, financing long-term investments, etc. Each of those additional, though indispensable actions and their effects can be modeled separately, case by case, by an optimization model with a criterion function adequately selected. However, in each case the same set of constraints represents the range of company admissible actions. The aim and the scope of this textbook is to present methodologies and methods enabling modeling of such actions jointly.

It reports on set of hybrid models developed by the authors, and show how they can be adapted, case by case, to the lack of certainty under a variety of criteria. Among them, hybrid models combining m-polar fuzzy sets with rough, soft and 2-tuple linguistic sets, and m-polar hesitant fuzzy sets and hesitant m-polar fuzzy are presented, together with some significant applications. In turn, outranking decision-making techniques such as m-polar fuzzy ELECTRE I, II, III and IV methods, as well as m-polar fuzzy PROMETHEE I and II methods, are developed. The efficiency of these decision-making procedures, as well as other possible extensions studied by the authors, is shown in some real-world applications. Overall, this book offers a guide on methodologies to deal with the multi-polarity and fuzziness of the real-world problems, simultaneously.
