This state of affairs helps explain why and how Israel has responded to the recent turmoil in a piecemeal fashion rather than formulate a comprehensive policy that would enhance its ability to respond to the new challenges and take advantage of the new opportunities.

Using secondary sources, mainly Israeli in origin, the thesis covered the follow ing topics; 1) Iranian nuclearization and Iran's efforts to improve her ballisti c missile arsenal, 2) the impact of domestic and international terrorism on Isra eli security and, 3) the ongoing conflict between Israel and the Palestinians. A short section on the military balance in the Middle East following the end of t he Cold War was included. Israel was found to be secure in the face of conventional attack; however, the s tate was challenged in a number of ways by unconventional threats. Iran was foun d to pose a serious threat to Israel as a result of her stockpiles of ballistic missiles, her ongoing efforts to improve her ballistic missile capacity and as a result of Iranian attempts to gain nuclear power. With regard to terrorism, Isr ael faces a psychological threat rather than a serious challenge to the security of the state. Organisations such as Hamas and Hizballah pose little threat to t he security of the state, but have dominated the Israeli security agenda in the past. The one group that was thought to pose a clear threat to the state was Al- Qaida, primarily as a result of their attempts to acquire Weapons of Mass Destru ction. Israel's biggest challenge was found to lie within their dealings with th e Palestinians. The building of the security wall was thought to herald a new wa ve of violence in the near future.

It is clear that the main direct threat to Israel now comes from non-state actors like Hezbollah, Hamas, and the Palestinian Islamic Jihad; from Syrian use of proxies and asymmetric warfare, from Iran, and from the growth of extremism and terrorism in the region. It is also clear that these are the main threats to moderate Arab states, as well as Israel.

Palestinian terrorism is defined as Palestinian acts of low-level violence carried out for a political purpose, with the intent of inflicting casualties and damage as well as inducing fear and rage in Israeli society, and by so doing to incite Israel to react. After a historical analysis of Palestinian violence and Israeli countermeasures, the study focuses on current perceptions and observations. Terrorism is perceived by Israeli society as a major threat, both as a threat to the individual and as damaging to the national image. The perception of terrorism, however, is out of proportion to the share of terrorism in causing casualties, the reasons for which are given. The author suggests that Israel reduce the discrepancy in resource allocation among all casualty-preventing programs (say, preventing car accidents as well as countering terrorism); ameliorate society's perception of the subjective danger of terrorism; and, in general, to not react as expected to terrorist provocations. The study was prepared as a dissertation for the RAND Graduate Institute.

Western "liberals" wish to build bridges with the Muslim world, unable to overcome differences on democracy, secularism, women's rights, etc., they focus on what they agree: animosity towards Israel.
