In today's international markets, border-crossing FDIs flowing into the European Union (EU) from non-EU member states are bowing to the pressure of the uncertain economic situation. In 2017, FDI inflow to the EU from non-EU member states have declined rapidly by circa 89.2%1. China, surprisingly, only contributed to around 6.19% of the inflow of FDI from non-EU member states. According to data from a report "Chinese FDI in Europe: 2018 Trends and Impact of New Screening Policies" by Rhodium Group and the Mercator Institute for China Studies (MERICS), this stagnation is also mirrored in the flow of FDI from China to the EU, which fell from EUR 29.1 billion in 2017 to EUR 17.3 billion in 2018, which corresponds to a 40% decrease in FDI inflow to the EU2. The economic trade between the EU and China has decreased around 40% from 2017 to 2018 . In spite of this recent stagnation, we have observed an increase of Chinese FDI to the EU from 2.1 EUR billion in 2010 to 37.2 EUR billion in 2016, with the only stagnation in this time frame (2019 to 2016) occurring from 2012 to 20133. The changing course of the total value of Chinese FDI to the European Union discussed in the sentences above are largely due to fluctuations in the value of M&A transactions, whereas the value of the Greenfield investments remains largely stable from 2010 to 2018. Book excerpt: In 2016, the flow of Chinese foreign direct investment (FDI) into the EU hit record levels, in sharp contrast to the continued decline in EU FDI flows to China. Chinese FDI was mainly driven by market-seeking and strategic asset-seeking motives and focused on big EU economies, targeting cutting-edge technologies in particular. In 2016, a number of Chinese proposals for transactions in strategic sectors came under scrutiny during security reviews at EU Member-State level. Some were delayed, and some were ultimately withdrawn by the Chinese investors. In this context, new challenges going beyond national security have emerged in terms of economic security. Such challenges may arise from alleged 'unfair competition' from China, which the current regulatory framework seems unable to address. This has sparked a debate about whether the patchwork of different mechanisms for screening FDI on national security grounds currently in place in nearly half of the EU Member States, coupled with the scrutiny of mergers and acquisitions under EU competition rules, are adequate regulatory tools for tackling the perceived new challenges. It also raises the question of whether the Member States' diverging approaches should be upgraded, better coordinated or even replaced by a new consistent FDI screening mechanism at EU level. Australia, Canada, Japan and the USA operate FDI screening mechanisms, which the EU could use as sources of reference but not emulate entirely. The use of these screening mechanisms for, and their deterrence effect on, Chinese investors in a growing protectionist climate is, however, likely to have an impact on the EU.

Chinese companies have realized that a competitive advantage based on low costs, low prices and large quantities in a global economy cannot defend itself long. Consequently, they focus consistently on innovation and brands. In addition, China's globalization also needs strong mental forces. China does not just want to be a world factory, but instead be an internationally competitive market place that Western competitors already are. In the involvement of Chinese companies abroad aimed at specific markets, several strategies are recognizable. German and European companies are facing new chances and challenges at the same time. People must correctly assess the situation and corporate strategies and business concepts, with which they respond effectively and sustainably. This is the reason why I decided to write this thesis. Yet, America has not been the only target. China, likewise, seeks economic and political advantage over Europe. According to an open source data, which is likely to underestimate such true figures, direct investment from China into Europe now stands at $95 billion a year and China has bought or invested well over $300 billion in European assets in the last decade. But those figures do not do justice to the scale and breadth of influence that China has thus achieved. Chinese investment, much of it directed by the state-owned enterprises of China, reflects and serves the political goals of Beijing. China has a global strategy to control the extraction of raw resources, to control transportation corridors, to dominate the innovation and production cycles of others, and then to sell the products it has abroad to enrich the corrupt elite that rule over China today. For China, Europe represents a large market with few economic defenses like we have in the United States. So Europe is relatively vulnerable compared to our country to this type of economic challenge. For example, while the Committee on Foreign Investment in the United States-better known as CFIUS-has blunted some of China's attempts to buy key companies in the United States, only 12 of the 28 European Union member states have a comparable mechanism to screen for an investment and also screen the efforts to create and an EU-wide system has proven unsuccessful.
