Available in PDF, EPUB and Kindle. Book excerpt: The Government and Copyright: The Government as Proprietor, Preserver and User of Copyright Material Under the Copyright Act 1968 focuses on the interplay between law, policy and practice in copyright law by investigating the rights of the government as the copyright owner, the preserver of copyright material and the user of other's copyright material under the Copyright Act 1968 (Cth). The first of two recurring themes in the book asks the question whether the needs and status of government should be different from private sector institutions, which also obtain copyright protection under the law. The second theme aims to identify the relationship between government copyright law and policy, national cultural policy and fundamental governance values. "As the first authoritative treatise on government copyright to be published in Australia, this book will be of immediate interest and relevance to Australian lawyers and policy makers, particularly in the light of ongoing efforts to ensure that the intellectual property system stimulates innovation and fosters trade and investment. Given that government copyright is recognised to some extent in most countries worldwide, this book is a valuable contribution to the international literature on this topic, which remains sparse." From the Introduction by Dr Anne Fitzgerald and Prof. Brian Fitzgerald

This book provides the answers to these questions. Concentrating on decisions taken below the political level, it uncovers the factors that underpin the translation of strategic direction into military capability.

Book excerpt: The mission of the MoD's (Ministry of Defence's) Defence Equipment and Support (DE & S) organisation is to equip and support our Armed Forces for operations now and in the future. Support to current operations in Afghanistan and Iraq has taken priority and the organisation has performed well. The Urgent Operational Requirement (UOR) system remains highly effective in enabling vital equipment to be provided quickly to the two theatres to meet rapidly changing threats, but there are concerns that UORs represent a partial failure to equip our forces for predicted expeditionary operations, and on their effects on the core budget in future years. DE & S' performance in procuring longer-term equipment declined significantly in 2007-08. The forecast costs for the 20 largest defence projects increased by £205 million and the forecast delays increased by some 100 months in the year. The improvements promised by both the long-standing application of the principles of 'smart procurement' and the more recent formation of the DE & S organisation appear not to have materialised. The FRES (Future Rapid Effect System) programme has been a fiasco, being poorly conceived and managed from the outset. The Committee condemns the failure to date to publish an updated version of the Defence Industrial Strategy and considers that its continuing absence increases the risk that the UK Defence Industrial Base will not be able to meet the future requirements of our Armed Forces. Finally, the UK's future military capability depends on the investment made today in Research and Development. Sufficient funding for defence research needs to be ring-fenced and the MoD must recognise the very high priority of research and reverse the recent cut in research spending.

This book was released on 2013-11-19 with total page 52 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Mid Staffordshire NHS Foundation Trust Public Inquiry, led by Robert Francis QC, probed a culture where complacency pervaded, poor standards of care were allowed to persist, patients were harmed, and staff who tried to speak out were ignored or punished. Patients First and Foremost (Cm. 8576, ISBN 9780101857628), set out the initial response of England's health and social care system to the Inquiry report and outlined a radical plan to end decades of complacency. In the eight months since that initial response a great deal has changed, including: the Care Quality Commission has appointed three Chief Inspectors of hospitals, adult social care and primary care; the Chief Inspector of Hospitals has begun a first wave of inspections of 18 Trusts; and the Care Quality Commission has consulted on a new system of ratings with patient care and safety at its heart. These national measures are important steps in making an irreversible change to the culture of England's health and care system so that the toleration of poor care can never again be a reality in the NHS. This response to the Health Select Committee's report (HC 657, session 2013-14, ISBN 9780215062345) answers the questions raised, and seeks to describe how the Government intends to build on the rapid early progress. It is published alongside, and reflects, the Government's full response to the Inquiry (Cm. 8754, ISBN 9780101875424) which responds to all 290 of the Inquiry's recommendations. The overwhelming majority of these are accepted.
