On older children, an urgent review is needed of the support offered to this group in order that services can be re-shaped to meet their needs. On thresholds, the Committee makes a number of recommendations to ensure that the referrals process makes better use of intelligence from teachers and doctors and to improve co-ordination between agencies, including multi-agency training and greater clarity in guidance over data-sharing. The report finds that the balance of evidence is heavily in favour of care being considered as a viable, positive option at an earlier stage for many children. While welcoming the Government's proposed reforms to the adoption process, the Committee recognises that permanence and stability can be achieved by other means and that these options should also be encouraged. The Committee calls on the Government to monitor the impact of the economic situation and cuts in services on child-safeguarding.

Book excerpt: The Education Act 2011 introduced a new statutory duty for schools to provide independent, impartial careers guidance for their pupils in years 9-11 which came into force in September 2012. The Committee considers the decision to transfer responsibility for careers guidance to schools as regrettable and there are concerns about the consistency, quality, independence and impartiality of careers guidance now being offered to young people. Evidence was heard that there is already a worrying deterioration in the overall level of provision for young people. The Committee believes the Government could do more to promote consistency through central guidance and recommend the Government's statutory guidance and practical guide should be combined into a single publication to assist a consistent approach by schools. The decision to extend the duty to young people in year 8 and to 16 to 18 year-olds in school or college is welcomed. To help ensure quality, it is recommended that schools are required to work towards the Quality in Careers Standard, and to procure guidance services only from qualified providers and individuals. There must also be accountability measures to ensure that schools provide a good quality careers guidance service. It recommends that all schools are required to publish an annual careers plan, which would provide transparency in what could be expected in terms of careers work and would set out the resources allocated to these activities. Also recommended is the National Careers Service's remit is expanded to include a capacity-building and brokerage role for schools, including assisting schools in designing their annual careers plan, the dissemination of local labour market information and the promotion of quality standards.

Book excerpt: This report finds that poor white British boys and girls are educationally underperforming - but great schools have a transformative effect. The problem of poor, white British under attainment is real and the gap between those children and their better off class mates starts in their earliest school years and then widens as they get older. Just 32% of poor white British children achieve five good GCSEs including English and mathematics, compared with 42% of black Caribbean children eligible for free school meals and 61% of disadvantaged Indian children. Poor white children also do less homework and have a higher rate of absence from school. But good schools and teachers can make a huge difference to the academic achievement of children eligible for free school meals. Twice the proportion of poor children attending an 'outstanding' school will achieve five good GCSEs when compared with what the same group will achieve in 'inadequate' schools. Guidance for schools is needed on how an extended school day could be used to provide space and time for children to complete homework. And more work is needed to understand what interventions can be most effective in improving parental engagement, early language stimulus and other home based conditions which can set children up to succeed. The Government should also publish an analysis of the incentives that influence where teachers choose to work, and use this to design a system that ensures that the most challenging schools can attract the best teachers and leaders.

Much greater transparency is needed about the approval process so patients and doctors can have full confidence in the implants they are using. Manufacturers and regulators must also publish more rigorous clinical data on the safety of new implants and be subject to greater scrutiny. The clinical data requirements for high-risk medical devices to be sold on the European Market are much less stringent than for new medicines. There appears to be reliance on equivalence-similarity to an existing implant-rather than clinical investigations of the implant being approved. The Committee calls for all clinical data used in the approval of a medical implant to be published without identifying patients or clinical trial participants. For products currently on the market, such data should be published immediately. There should also be a public record of every approach from a manufacturer to any notified body in the EU so that 'forum shopping' can be identified. UK regulatory body the Medicines and Healthcare products Regulatory Agency (MHRA) is criticised for its slow reaction to reports of problems with metal-on-metal hip replacements in Australia. The withdrawal of PIP breast implants also highlights the need for frequent and unannounced spot-checks of medical implant manufacturers to identify and prevent similar problems. It is also possible to build non-nuclear devices which can disrupt electronic systems, though so far only over a limited area. A severe space weather event is not necessarily seen as a military problem in the first instance, but it would be likely to meet the definition of an "emergency" under the Civil Contingencies Act 2004 and call for the help of the Armed Forces. The reactive posture described by the Government appears somewhat complacent. The Committee is very concerned that there appears to be no one Government Department identified to take immediate lead responsibility should there be a severe space weather event. The Government must make clear exactly where lead responsibility in relation to EMP disturbances lies both nationally and within the MoD. Defence alone cannot protect against the threat of EMP. It must be a concern of the National Security Council and civil contingency planners, with proper standards of protection developed with the vital service industries most at risk. The effects of a High Altitude Electro-Magnetic Pulse Event as a result of a nuclear weapon exploded at high altitude, would be so serious that only government action could be expected to mitigate it. Security of satellites is a matter of growing concern as our reliance upon such systems and the sheer number of satellites in orbit increase.

Although the UK was able to satisfy both operations in Libya and Afghanistan and its other standing tasks and commitments, the Libya operation was conducted before the implementation of many of the SDSR decisions on capability reductions. The Committee commends UK Armed Forces for their significant contribution to the successful conclusion of the Libya operation and comments on particular aspects and equipment used in the operation. It notes that at times the Royal Navy was unable to carry out several other important tasks owing to meeting the Libya commitment. Given the high levels of standing maritime commitments it is likely that this type of risk taking will occur more frequently as the outcomes of the SDSR are implemented. For the time being, there will continue to be a heavy reliance on US command and control functions for future NATO operations. The Committee also concerned that future NATO operations will not be possible if the US is not willing or able to provide capabilities such as unmanned aerial vehicles, intelligence and refuelling aircraft. It should be a priority for NATO to examine this over-reliance on US capabilities and assets. This challenge will be heightened by the US stated intention to shift its military, geographic and strategic focus to the Asia-Pacific region.

The Rights - to Bid, to Build, to Challenge and to Reclaim Land - have generated some successes, with a small number of community groups being able, for example, to use the Community Right to Bid to stop valued local assets such as the local pub being sold for redevelopment. But limitations have also been exposed. The Community Right to Build is too complicated; the Community Right to Challenge, which triggers a tendering exercise to run a local service, risks damaging relations between communities and local government and is a gamble for groups wanting to run a local service as they may be outbid; and the Community Right to Reclaim Land has hardly been used. The Committee wants to see the Rights improved so that local people have more say over what happens to the land, buildings and services in their area. The Government should: enhance the Community Right to Bid by increasing from six to nine months the time people have to bid to buy a local asset; make it easier to remove or restrict the "permitted development" exemption from planning control when an asset has been listed as having Community Value; and make an asset's status as an Asset of Community Value a material consideration in all but minor planning applications.

Giving communities a stake in local energy projects has the potential to broaden public understanding of energy issues and could also enhance the security and efficiency of the energy system as a whole. This report identifies a number of barriers that can prevent local energy projects getting off the ground. Securing funding and Power Purchase Agreements, connecting to the grid and overcoming public opposition can all prove difficult. Obtaining planning permission can be costly and time-consuming, and the risk of losing tens of thousands of pounds if permission is not granted is a huge obstacle for community groups or small cooperatives. Some form of support mechanism is needed alongside a comprehensive package of measures addressing finance, planning, grid access and advice. The Green Investment Bank could provide seed funding and project development funding for feasibility studies, grid permits, etc to reduce some of the risk in getting projects through the planning process. Government needs to do more to encourage local authorities to identify suitable areas for renewable energy development and to develop clear guidance about what is expected from local energy projects. National level planning guidance should be provided on technical issues that hold up planning consent for wind turbines and other low-carbon technologies

Wales does not have sufficient resources to work alone in attracting inward investment nor the advantages that UK Trade & Investment, the UK Government department with lead responsibility for trade and investment, has in terms of resources and networks. The Welsh Government must engage with politicians in the UK Government to maximise opportunities to attract inward investment to Wales and so improve the long-term prospects of the Welsh economy. The UK Government and the Welsh Government must work together effectively, and work with education providers and industry, for the improvement of the Welsh economy and the Welsh people.
