The study of intercepting Theatre Ballistic Missiles (TBMs) in their boost phase was prompted by concerns about the widespread dissemination of submunitions and the differentiation of decoys from actual warheads released early in the missile's midcourse flight. Boost Phase Intercept (BPI) would alleviate this problem by destroying the enemy's ballistic missile in the missile's launch phase, thereby causing the lethal payload and debris from the engagement to fall back on the aggressor. This thesis focuses on the development of missile tracking algorithms to be used in the boost phase of TBMs. A missile encounters significant changes in velocity, acceleration, and direction during the boost phase, making it difficult to track. Extended Kalman filter (EKF), Alpha-Beta-Gamma filter, and Interacting Multiple Model (IMM) filtering techniques are developed to determine the missile tracking accuracy of TBMs during boost phase. Simulation results and actual TBM profiles from test data are presented to verify the tracking accuracy utilizing different filtering techniques.

The following major issues are addressed: (1) Methods of sensor fusion and associated algorithms (their advantages and disadvantages and their dynamic utilization in the battle scenario). Issues of track fusion vs. data fusion are given particular attention; (2) The communication loads of particular sensor fusion architectures and of the associated operational control activities; (3) Algorithms for the effective utilization of sensor fusion for intercept support and for burnout point estimation. This paper addresses the simplest possible case: a single missile on a ballistic trajectory tracked by two radar sensors in a flat earth model. False signals, clutter, closely spaced objects, tumbling, and gravitational anomalies are not considered. We demonstrate that even this simple case is conducive for providing valuable answers in the broad areas listed above. Numerous graphs are included. These graphs are the results of simulation runs by the Sensor Fusion Architecture Model (SFAM) developed for this effort.

Sensor fusion architectures investigated include a weighted average sensor fusion; Kalman-filter-based sensor fusion, and joint probabilistic data fusion architecture. A second objective of this thesis is to extend the single-target, single-interceptor analysis and simulation to a multi-target, multi-interceptor scenario to include the formation of an ellipsoidal gating process to correctly correlate the target measurements with the corresponding track file. We show that the most effective EA is the use of noise jamming followed by a RCS reduction of the missile body. We also show that a properly designed sensor fusion process can effectively mitigate the EA techniques that might be used in a boostphase intercept scenario.

The first part compares the performance of several nonlinear filtering algorithms in tracking a single target: the extended Kalman filter (EKF); the unscented Kalman filter (UKF); the particle filter (PF); and the particle filter with UFK update (UPF). Measurements are range, azimuth and elevation. In the absence of measurement error, all algorithms work well except for the PF, which does not converge. With measurement noise (standard deviations of 10 meters and 1 degree) the EFK also performs poorly, while the UPF is the top performer (although it is also the most computationally intensive). The second part compares the extended information filter (EIF) with earlier work on track scoring to perform sensor/data fusion in a multi-hypothesis framework. Here we find that the EIF handily outperformed other fusion algorithms based on track scoring that we tested.

(This approach is often called multiple frame assignments or MFA for short.) Four U.S. patents have now been issued for this work. What is more, based on this new technology, Lockheed Martin of Oswego, NY won the best of Breed Tracking Contest for the next upgrade to AWACS held at Hanscom AFB in Boston in 1996, and it has been chosen as the tracking system for the Navy's new multipurpose helicopter under the LAMPS program. Currently, it is a contender for national and ballistic missile defense in the Hercules Program funded by MD Advanced Systems, for STSS Program as funded by the Department of the Air Force (in 2001 and 2002) and MDA in 2003.

Book excerpt: Boost phase interception of ballistic missiles is envisioned as the primary response of the layered defense architecture implemented in the ballistic missile defense system. A limited time frame in which to take action and the necessity to implement hit-to-kill technology in the kill vehicle counterbalances the many advantages of boost phase interception. Direct hit missile technology is constrained by the requirement to minimize miss distance to a negligible amount between the kill vehicle and optimum aim point on the target. This thesis examines kill vehicle effectiveness, which is tantamount to miss distance, as a function of both the kill vehicle maximum acceleration capability and the guidance system time constant necessary to destroy a target. The kill vehicle guidance system is modeled in MATLAB as a fifth-order binomial series with proportional navigation. The simulation examines the effect of an accelerating target attributed to powered flight and aim point displacement caused by a shift in tracking point from the target plume to the payload when resolution occurs. The kill vehicle minimum requirements as indicated by the simulation include a lateral acceleration capability of four times the target acceleration and a guidance system time constant that is less than one-tenth the estimated flight time. The Coalition's troubles in finding Saddam Hussein's Scuds during DESERT STORM are reminiscent of the difficulties faced by the Allies in locating Nazi V-1 cruise missiles and V-2 ballistic missiles during World War II. Today our National Military Strategy recognizes that 'the proliferation of theater missiles is one of the greatest dangers to U.S. national interest and global security and will remain so into the foreseeable future'. Joint Publication 3-01.5, Doctrine for Joint Theater Missile Defense, states 'the preferred method of countering enemy theater missile (TM) operations is to attack and destroy or disrupt TMs prior to their launch'. Recognition of the importance of this threat, the doctrinal preference for attack operations, and the historical difficulty in achieving successful attacks against TMs were the impetus for producing this publication. Many of the problems in locating mobile missiles in the past can be traced to difficulties in obtaining timely information and organizing and filtering intelligence operations. This publication establishes a common framework for those individuals responsible for intelligence preparation of the battlespace (IPB), sensor employment, collection management, current and future operations, target development, and force application. This common framework will enable them to establish a comprehensive and coordinated approach for countering TMs through prelaunch attack operations. The focus of this publication is Joint Theater Missile Target Development (JTMTD). JTMTD is the synergistic outcome of allocating, integrating and synchronizing resources in order to identify and nominate selected targets in the TM target system for timely attack. Achieving an effective JTMTD process is a challenge for operational forces.
