Available in PDF, EPUB and Kindle. Book excerpt: Prior to the 1970s, few serious efforts were made to bridge the gap between economics and political science in the study of international relations. Systematic scholarly analysis of International Political Economy (IPE), emphasizing formal integration of elements of orthodox market and political analysis, is really of very recent origin. This volume brings together some of the most important research papers published in the modern field of IPE since its birth less than four decades ago, emphasizing work that has significantly advanced theoretical and analytical understandings. Coverage includes grand questions of systemic transformation and system governance as well as more narrowly focused explorations of the two most central issue-areas of the world economy, trade and money and finance. The introductory essay locates this selection of articles in the context of the field's broad evolution and development to date.

Available in PDF, EPUB and Kindle. Book excerpt: The Arab-Israeli conflict provides the world with one of its most intractable and dangerous problems. This documentary analysis of the period, first published in 1970, from the First World War to 1968 will be welcomed by all those who seek an impartial understanding of the problem. The editors have gathered together documents ranging from official papers, original maps and a Palestine/Israel population graph to quotations from contemporary historians and observers. So far as possible the documents themselves are made to tell the dramatic story of Arab-Israel relations. But the editors also place them in the broader context of Middle Eastern history and indicate major points of interest. The conclusion analyses fundamental issues and an appendix contains questions which may be answered from a study of the documents, thus providing a useful basis for discussion.

Book excerpt: This thoroughgoing study of international secretariats might be entitled "What the International Civil Servant Really Does," as opposed to what he or she should do or is believed to do. The author interviewed international officials, studied the documents of the agencies involved, and reviewed the relevant literature in an intensive investigation of the political role played by international secretariats of United Nations organizations. He suggests that various factors are involved in determining the role of these secretariats--size, types of functions, the degree of control exercised by member governments, the relative technical expertise of these governments and secretariat officials, the personalities of these officials. An original conclusion is reached: civil services, at least at the international level, do not necessarily play a significant policy-making role in their organizations.

Available in PDF, EPUB and Kindle. Book excerpt: Frequent instances of intervention in current world affairs have threatened the status of nonintervention as a rule of international relations. Gathering evidence from history, law, sociology, and political science, R. J. Vincent concludes that the principle of nonintervention can and must remain viable. The author approaches the question from several angles, seeking to discover why the principle of nonintervention has been asserted as part of the law of nations; whether states in the past and present have conducted their foreign relations according to the principle of nonintervention; and what function the principle performs in the society formed between states. The author examines the principle of nonintervention through examples taken from contemporary world politics, focusing on its role in the doctrine and practice of the Soviet Union, the United States, and the United Nations. He argues that, despite the erosion of the order of sovereign states, the arrival of nuclear response weapons, all-enveloping ideological conflict, and transnational relationships that diminish the significance of state frontiers, the principle of nonintervention continues to contribute to the international order. Available in PDF, EPUB and Kindle. Book excerpt: Originally published in 1971. With Atatürk's guiding reforms, Turkey underwent a sweeping modernization of the country's administration. More specifically, by adopting the Latin alphabet, secularizing the country's governance, and importing European laws and jurisprudence, Mustafa Kemal Atatürk effectively reformed the Republic of Turkey into a secular, modern nation-state. In doing so, he introduced a number of foreign policy commitments. Ferenc A. Váli examines the flexibility of Turkey's foreign commitments in light of the country's modernization; depending on the circumstance, Turkey's foreign policy has wavered between Western alliance and neutrality. Examining Turkey's foreign policy in the twentieth century, Váli provides historical background for Turkey's transition form an empire to a nation-state. Váli also assesses Turkey's relations with NATO, Western allies, Russia, the Baltic States, and the Middle East. For his research, Váli conducted interviews with officials of the Turkish Ministry for Foreign Affairs, political party leaders, academics, journalists, and members of diplomatic missions.

Available in PDF, EPUB and Kindle. Book excerpt: The history and theory of international law have been transformed in recent years by post-colonial and post-imperial critiques of the universalistic claims of Western international law. The origins of those critiques lie in the often overlooked work of the remarkable Polish-British lawyer-historian C. H. Alexandrowicz (1902-75). This volume collects Alexandrowicz's shorter historical writings, on subjects from the law of nations in pre-colonial India to the New International Economic Order of the 1970s, and presents them as a challenging portrait of early modern and modern world history seen through the lens of the law of nations. The book includes the first complete bibliography of Alexandrowicz's writings and the first biographical and critical introduction to his life and works. It reveals the formative influence of his Polish roots and early work on canon law for his later scholarship undertaken in Madras (1951-61) and Sydney (1961-67) and the development of his thought regarding sovereignty, statehood, self-determination, and legal personality, among many other topics still of urgent interest to international lawyers, political theorists, and global historians.
