Panama’s economy embarked on a path of rapid growth since the political stabilization in the 1990s, which has brought it closer to moving from the middle to the high-income bracket. However, maintaining high growth rates may prove increasingly challenging, particularly for countries at Panama’s current level of income. Policies that focus on improving education quality, attracting foreign talent toward knowledge-based sectors of the economy, and strengthening the investment environment are likely to be essential for sustaining productivity growth.

Book excerpt: Since the 1979 Iranian Revolution, the normalisation of relations between Iran and America has appeared unrealistic if not inconceivable, given that the Iranian state has vigorously pursued an anti-American ideology. This account of US-Iranian relations examines the efficacy of external pressure such as sanctions, as well as domestic grassroots reform movements within the Islamic Republic. The Obama presidency marked a rare high point in the Washington-Tehran relationship, as negotiations between the two countries and other powers produced an unprecedented nuclear deal, the Joint Comprehensive Plan of Action. However, the Trump administration’s unilateral withdrawal from the JCPOA, and re-imposition of new sanctions in pursuit of ‘maximum pressure’, had devastating economic consequences, undermining the Iranian middle class, which has consistently been the voice of political moderation and supported Iran’s integration into the global economy. Crucially, sanctions have also driven Iran further into the arms of China, while rendering it an even more recalcitrant and aggressive adversary. Monshipouri’s central conviction is that negotiations are pivotal to dismantling the mistrust that has long characterised US-Iranian relations, and to seeking détente between Iran and its Arab neighbours–a critical priority, since gradual US withdrawal from the region is all but certain.

The project of neoliberalism was said to be that of rolling back the state to liberate individuals, by replacing government bureaucracy with the free market. Rather than have the market serve individuals however, individuals were to serve the market. The marketisation ‘reforms’ in higher education, which sought to reshape knowledge production, with students investing in human capital and academics producing ‘transferable’ research, to make higher education of use to the economy, has resulted in extensive government bureaucracy and oppressive managerialist bureaucracy which is inefficient and expensive. Neoliberalism has always had authoritarian aspects and these are now coming to bear on universities. The state does not want critical and informed graduate citizens, but a hollowed out public sphere defined by consumption, willing servitude to the market and deference to state power. Attempts to reshape universities with bureaucracy are now accompanied by a culture war, attacking the production of critical knowledge. The authors in this book explore these issues and the possibilities for resistance and progressive change.
