The report concludes that there were a number of factors which contributed to the failure of the Seattle conference: the preparatory process and organisation of the conference; irreconcilable difference between the major WTO powers, in particular the USA and the EU; the demonstrations. The organisation of the conference is criticised as a disgrace. The Committee disagrees strongly with those who claim that the WTO is the enemy of the world's poor and the report makes it clear that if the poor are to have any hope of better lives, their countries must be given greater opportunities to participate in the global trading system. The WTO is the only place where global trade development can take place in a way shaped by the developing world. Recommendations are made for things that should happen before a new Uruguay Round is launched.
