Book excerpt: Work Sharing, a program run by Human Resources Development Canada, offers help to employees who would otherwise be caught in a layoff of at least three months. Under the program, the employer signs an agreement whereby it can reduce its work week and its pay commensurately while the federal government compensates workers at the same replacement rate it would pay if they were receiving conventional unemployment insurance (UI). This study attempts to determine whether the program contributes to economic well-being in a fashion that the conventional UI program does not. It discusses the advantages & drawbacks of subsidized short-term compensation programs, based on a literature survey drawn primarily from the experience in Germany, Belgium, France, and the United States. This is followed by an analysis and evaluation of the Canadian program. Finally, policy recommendations are made for improving the outcomes associated with the program.
