Book excerpt: Created in a burst of idealism after World War II, the United Nations Educational, Scientific, and Cultural Organization (UNESCO) existed for forty years in a state of troubled yet oftern successful collaboration with one of its founders and benefactors, the United States. In 1980, UNESCO adopted the report of a commission that surveyed and criticized the dominance, in world media, of the United States, Japan, and a handful of European countries. The report also provided the conceptual underpinnings for what was later called the New World Information and Communication Order, a general direction adopted by UNESCO to encourage increased Third World participation in world media. This direction - it never became an official program - ultimately led to the United States's withdrawal from UNESCO in 1984. Hope and Folly is an interpretive chronicle of U.S./ UNESCO relations. Although the information debated has garnered wide attention in Europe and the Third World, there is no comparable study in the English language, and none that focuses specifically on the United States and the broad historical context of the debate. In the first three parts, William Preston covers the changing U.S./ UNESCO relationship from the early cold war years through the period of anti-UNESCO backlash, as well as the politics of the withdrawal. Edward Herman's section is an interpretive critique of American media coverage of the withdrawal, and Herbert Schiller's is a conceptual analysis of conflicts within the United States's information policies during its last years in UNESCO. The book's appendices include an analysis of Ed Bradley's notorious "60 Minutes" broadcast on UNESCO --

Heritage conservation has been intimately linked to Japan’s sense of national identity, in addition to its self-portrayal as a responsible global and regional citizen. This book explores the concepts of heritage, nationalism and Japanese national identity in the context of Japanese and international history since the second half of the nineteenth century. In doing so, it shows how Japan has built on its distinctive approach to conservation to develop a heritage-based strategy, which has been used as part of its cultural diplomacy designed to increase its ‘soft power’ both globally and within the Asian region. It first shows how we can look at culture in many different ways, and explains why we should care about cultural diversity. The book then examines the challenges that policymakers are faced with in formulating cultural measures in the new media environment, and analyses UNESCO's theories and approaches to cultural diversity. This is followed by a comprehensive examination of the treatment of 'culture' in global and regional trade agreements, including the framework of the GATT/WTO system, the WTO's judicial practice involving cultural products, and the treatment of culture under the EC/EU and NAFTA. This identifies the challenges trade norms encounter in dealing with cultural products. The author seeks to formulate a balanced view of the challenge of protecting and promoting cultural diversity while also recognising the important goal of trade liberalisation. To this end Professor Shi proposes a dual method through which the norms found in WTO agreements and in UNESCO cultural instruments may be brought into alignment: the first highlighting the compatibility of cultural policy measures with trade obligations on a domestic level, the second suggesting potential linkages between the WTO rules and the UNESCO Convention from the perspectives of treaty interpretation.
