With a historical perspective on European monetary integration, from the strains in the dollar-based Bretton Woods order in the 1960s and earlier, the Werner Plan around 1970, and the internal market in the 1980s to the Maastricht Treaty in 1992, future prospects of EMU are discussed. There have been three phases in the development of the EMS: from its beginning in March 1979 to March 1983, can be seen as a phase of trial and orientation; from March 1983 to 1987, can be described as one of consolidation; and The Basle/Nyborg agreement marked the end of the consolidation phase, characterized by the striving for stability, the emergence of the deutsche mark as the anchor currency, and the predominance of intramarginal intervention in partner currencies. EMS has allowed simultaneous progress toward external and internal stability. The EMS Agreement provided for fluctuation margins offering some flexibility and for the possibility of central rate changes, which could compensate for diverging monetary policies. As divergences were narrowed, central rate adjustments could be small so as not to affect market rates; thus minimizing the potential for destabilizing capital flows.

Under the protection of NATO the European Coal and Steel Community soon was transformed into the EEC by the 1957 Treaty of Rome. The massive reduction of trade barriers, particularly between France and Germany, was rewarded by vigorous growth over the next 15 years. Even as late as 1972, when Britain acceeded to the Treaty of Rome, the EEC was thought to be lar~ely a customs union: in de Gaulle eyes the EEC was simply a collection of sovereISJ:l states who cooperated primarily on trade. Each state however enjoyed a veto; deCIsions had to be unanimous.

Book excerpt: European integration has long defied previous notions of state sovereignty and has since the days of the Coal and Steel Community been conferred with original supranational instruments. Yet the Treaty of Rome did not raise the same popular reactions as the Maastricht Treaty about the infringement of national sovereignty. This book suggests that the end of the Cold War has modified the functions of European integration so that the original ideals of integration have lost part of their appeal; hence the birth of the European Union can be regarded as an attempt to seek a new legitimacy. How far did the EU Treaty meet this unprecedented challenge? This book argues that the Maastricht Treaty established a constitutional framework for a new kind of polity without resolving the issue of its purpose and scope. The volume seeks thus to explain some of the reasons for the defeat of the Constitutional Treaty in 2005 dating them back to the Maastricht Treaty. In so doing, the book links the actual state of European integration with the decisions taken at Maastricht in five different realms of supranational policy-making. The first is the constitutional setting of the EU Treaty and its effect on national constitutional law; the second is the concept of governance and the changes introduced by the Economic and Monetary Union; the third is the historical background of the Maastricht agreement; the fourth the political economy of the Economic and Monetary Union; the fifth is the impact of European citizenship in the recent case-law of the European Court of Justice and the prospects of a EU politicisation. To secure its institutional integrity, the EU designed several new institutions to support member states in need but also to facilitate socio-economic adjustments. The European Stability Mechanism (ESM) lies at the centre of this strategy: it provides financial assistance to member states in severe crisis on an intergovernmental basis while demanding compliance with adjustment programs from program countries. Based on a comparative political economic analysis, Remaking European Political Economies shows that the EU’s financial assistance programs focused strongly on reforms that led to a partial convergence of program countries based on market-based economic governance and reduced governmental influence in the economy. The book draws on extensive, empirically based case studies of two prominent euro area countries in crisis: Greece and Ireland. Dennis Zagermann illustrates that socio-economic models in the euro area can experience institutional change if exposed to severe crises in combination with financial assistance programs that include policy conditionality. In doing so, his book sheds light on the central question of whether there is a possible convergence of European models of capitalism – a question that has been at the centre of comparative political economic debates for over thirty years.
