After an introduction of the legal and material aspects of animal welfare, the following topics were dealt with : - Significance of indicators relevant to animal welfare - Integrated systems of indicators relevant to animal welfare - Applicability of indicators in animal welfare research and control procedures. The concluding discussion focussed on the applicability of indicators in science and in practice. As a result of the seminar, the presently known indicators can be grouped into the following categories : - indicators already being applied to animal welfare assessment in prac tice, such as morbidity and mortality, technopathies, behavioural aberrations and production performances; - indicators of high sensitivity, such as physiological criteria, which as yet are too demanding for general application; - indicators still under investigation for their reliability. It became also evident that the continuous integration of indicators into canprehensive assessment systems promises an ever improving judgement of animal welfare problems. The proceedings will be of substantial value to the CEC in the pursuit of animal welfare problems

Book excerpt: In 1966, Congress passed the Laboratory Animal Welfare Act (P.L. 89-54) to prevent pets from being stolen for sale to research laboratories, and to regulate the humane care and handling of dogs, cats, and other laboratory animals. The law was amended in 1970, changing the name to the Animal Welfare Act (AWA). The AWA is administered by the U.S. Department of Agriculture's Animal and Plant Health Inspection Service. Congress periodically has amended the act to strengthen enforcement, expand coverage to more animals and activities, or curtail practices viewed as cruel, among other things. A 1976 amendment added Section 26 to the AWA, making illegal several activities that contributed to animal fighting. Farm animals are not covered by the AWA. This book provides a background on the AWA and discusses selected animal welfare legislation. It also reviews farm animal research, the Meat Animal Research Center, and the Animal Welfare Action Plan.

We may assume that animals in intensive husbandry conditions have adequate feed, yet it is often too concentrated and designed primarily to immediately maximize production from the animals, in the form of growth, milk yield or reproduction. In extensive rangeland conditions adequate feed supply also cannot be assured, potentially leading to undernutrition with serious consequences for the health and even survival of livestock. Book excerpt: In this book, Jan Deckers addresses the most crucial question that people must deliberate in relation to how we should treat other animals: whether we should eat animal products. Many people object to the consumption of animal products from the conviction that it inflicts pain, suffering, and death upon animals. This book argues that a convincing ethical theory cannot be based on these important concerns: rather, it must focus on our interest in human health. Tending to this interest demands not only that we extend speciesism—the attribution of special significance to members of our own species merely because they belong to the same species as ourself—towards nonhuman animals, but also that we safeguard the integrity of nature. In this light, projects that aim to engineer the genetic material of animals to reduce their capacities to feel pain and to suffer are morally suspect. The same applies to projects that aim to develop in-vitro flesh, even if the production of such flesh should be welcomed on other grounds. The theory proposed in this book is accompanied by a political goal, the ‘vegan project’, which strives for a qualified ban on the consumption of animal products. Deckers also provides empirical evidence that some support for this goal exists already, and his analysis of the views of others—including those of slaughterhouse workers—reveals that the vegan project stands firm in spite of public opposition. Many charges have been pressed against vegan diets, including: that they alienate human beings from nature; that they increase human food security concerns; and that they are unsustainable. Deckers argues that these charges are legitimate in some cases, but that, in many situations, vegan diets are actually superior. For those who remain doubtful, the book also contains an appendix that considers whether vegan diets might actually be nutritionally adequate.
