Book excerpt: The Syrian refugee crisis, which began in 2011, is one of the most pressing disasters in the world today, with its effects reverberating around the globe. By the end of 2015, more than 7.6 million of the country’s people had been internally displaced and 4.3 million were registered refugees. The number of internally displaced persons and refugees amounts to about half of Syria’s precrisis population. Thousands have died while trying to reach safety. Due to the large humanitarian response, there is now a wealth of available information on refugees’ income and expenses, food and nutrition, health, education, employment, vulnerability, housing, and other measures of well-being. These data have been little explored, as humanitarian organizations face daily challenges that make the full use of existing data very difficult. The Welfare of Syrian Refugees: Evidence from Jordan and Lebanon aims to assess the poverty and vulnerability of these refugees and evaluate existing and alternative policies designed to help them. The authors find that current policies, including cash transfers and food vouchers, are effective in reducing poverty, but fail to lead to— nor are they designed to yield—economic inclusion and self-reliance. Those goals would require a different humanitarian and development paradigm, one that focuses on growth policies for areas affected by refugees where the target population has a mix of refugees and hosting populations. This volume is the result of the first comprehensive collaboration between the World Bank Group and the United Nations High Commissioner for Refugees (UNHCR) and aims to better understand and ultimately improve the well-being of Syrian refugees living in Jordan and Lebanon.

A Triple Win considers Syrian refugees in Jordan. The analysis reports how deprivation among Syrian refugees is elevated, even more so for refugees living in host communities. This presents a puzzle, given that 80 percent of refugees opt to live outside camps, even though they are at liberty to remain in camps. Why do people voluntarily expose themselves to a higher risk of poverty? The volume finds an answer in the desire of refugees for freedom and autonomy. A Triple Win then turns to humanitarian assistance provided to Syrian refugees. Aid is found to be important in reducing refugee poverty, but at the same time, insufficient, because poverty levels remain high. After considering scope for efficiency gains, the conclusion is that at current levels of assistance, it will not be possible to lift all Syrian refugees out of poverty unless another solution is found. Increasing the financial autonomy of refugees is such a solution. Unfortunately, the access of Syrian refugees to Jordan's labor market is constrained. Those who work are relegated to less remunerative jobs, often in the informal sector. Despite these constraints, the incomes earned by refugees exceed assistance received by a factor two. It is then shown how refugee economic inclusion already reduces the need for assistance by USD 850 million per year. This would increase to USD 1.2 billion per year if refugees were fully integrated in the labor market. Such savings could be reinvested to the benefit of hosting communities. This then defines the scope for the triple win, one in which refugees gain financial autonomy, financial donors spend less on humanitarian aid, and Jordan receives more financing for its development endeavors.

More than half of the population of Syria remains displaced; 5.6 million persons are registered as refugees outside of the country and another 6.2 million are displaced within Syria's borders. The internally displaced persons include 2 million school-age children; of these, less than half attend school. Another 739,000 Syrian children are out of school in the five neighborhood countries that host Syria's refugees. The loss of human capital is staggering, and it will create permanent hardships for generations of Syrians going forward. Despite the tragic prospects for renewed fighting in certain parts of the country, an overall reduction in armed conflict is possible going forward. However, international experience shows that the absence of fighting is rarely a singular trigger for the return of displaced people. Numerous other factors—including improved security and socioeconomic conditions in origin states, access to property and assets, the availability of key services, and restitution in home areas—play important roles in shaping the scale and composition of the returns. Overall, refugees have their own calculus of return that considers all of these factors and assesses available options. The Mobility of Displaced Syrians: An Economic and Social Analysis sheds light on the 'mobility calculus' of Syrian refugees. While dismissing any policies that imply wrongful practices involving forced repatriation, the study analyzes factors that may be considered by refugees in their own decisions to relocate. It provides a conceptual framework, supported by data and analysis, to facilitate an impartial conversation about refugees and their mobility choices. It also explores the diversified policy toolkit that the international community has available—and the most effective ways in which the toolkit can be adapted—to maximize the well-being of refugees, host countries, and the people in Syria.

Moreover, as the countries in the Mashreq look toward recovery, a policy approach that takes into account the region’s interconnectedness and seeks to build on it provides better prospects for the people. The refugee crisis exacerbated an already dire situation rather than created it, and Jordanians and Lebanese started to protest not only against the presence of refugees but against the incompetence and corruption of their own governments as well. From small-scale protests about goods and public services, citizens progressed to organized and formal national movements calling for economic change and rights to public services not previously provided. The total number of refugees and internally displaced persons, now at over 65 million, continues to grow as violent conflict spikes.This report, Forcibly Displaced: Toward a Development Approach Supporting Refugees, the Internally Displaced, and Their Hosts, produced in close partnership with the United Nations High Commissioner for Refugees (UNHCR), attempts to sort fact from fiction to better understand the scope of the challenge and encourage new thinking from a socioeconomic perspective. The report depicts the reality of forced displacement as a developing world crisis with implications for sustainable growth: 95 percent of the displaced live in developing countries and over half are in displacement for more than four years. To help the displaced, the report suggests ways to rebuild their lives with dignity through development support, focusing on their vulnerabilities such as loss of assets and lack of legal rights and opportunities. It also examines how to help host communities that need to manage the sudden arrival of large numbers of displaced people and that are under pressure to expand services, create jobs, and address long-standing development issues. Critical to this response is collective action. As work on a new Global Compact on Responsibility Sharing for Refugees progresses, the report underscores the importance of humanitarian and development communities working together in complementary ways to support countries throughout the crisis†•from strengthening resilience and preparedness at the onset to creating lasting solutions.
