Both during and after the Cold War the Council has acted in a limited and selective manner, and its work has sometimes resulted in failure. It has not been - and was never equipped to be - the centre of a comprehensive system of collective security. However, it remains the body charged with primary responsibility for international peace and security. It offers unique opportunities for international consultation and military collaboration, and for developing legal and normative frameworks. It has played a part in the reduction in the incidence of international war in the period since 1945. This study examines the extent to which the work of the UN Security Council, as it has evolved, has or has not replaced older systems of power politics and practices regarding the use of force. Its starting point is the failure to implement the UN Charter scheme of having combat forces under direct UN command. Instead, the Council has advanced the use of international peacekeeping forces; it has authorized coalitions of states to take military action; and it has developed some unanticipated roles such as the establishment of post-conflict transitional administrations, international criminal tribunals, and anti-terrorism committees. The book, bringing together distinguished scholars and practitioners, draws on the methods of the lawyer, the historian, the student of international relations, and the practitioner. It begins with an introductory overview of the Council's evolving roles and responsibilities. It then discusses specific thematic issues, and through a wide range of case studies examines the scope and limitations of the Council's involvement in war. To structure this experimentation, and to encourage a more careful and multifaceted approach to visuality and security, the main conceptual move in this volume is to envision three different transversal meeting points between security and visuality: visuality as a modality (active in representations and signs of security), visuality as practice (active in enacting security), and visuality as a method (active in investigating security). These three approaches structure the book together with three areas in which we see visuality as especially pertinent in relation to security: in security technologies that (en)vision security and are themselves the objects of visions of security; in spectacles of security and security spectatorship; and in ways of making security visible. In this way, the volume works to sensitize International Relations research to visual forms of knowledge and practice by examining visual aspects of security. At the same time, it allows for debate on how this particular modality of the sensible not only affects what is visible and what is not, but also how authority and truth-claims come about, and how they are compared and evaluated. Through engagement with security via the ‘language’ or ‘code’ of the visual, it is possible to interrogate how scholars in the field understand visuality as well as the economy, grammar, and performativity of visual articulation and the production of knowledge. The volume also examines how visuality can be used as a method in doing research, and as a way of presenting research results. Visual Security Studies is not a new theory of security or its study; instead, the present volume suggests that visuality should be envisioned as an aspect of security studies that can be incorporated into pre-existing approaches. The aim is to highlight how much of contemporary practice is visual and to foster an increased attentiveness to visuality in security politics, security practice, and to the possibilities of employing visual research methods in security scholarship. Analysis of its record since 1945 suggests that the Council cannot address all security threats effectively. The reasons for this include not only the veto power of the five permanent members, but also the selectivity of all UN member states: their unwillingness to provide forces for peacekeeping or other purposes except on a case-by-case basis, and their reluctance to involve the Council in certain conflicts to which they are parties, or which they perceive as distant, complex and resistant to outside involvement. The Council’s selectivity is generally seen as a problem, even a threat to its legitimacy. Yet selectivity, which is rooted in prudence and in the UN Charter itself, has some virtues. Acknowledging the necessary limitations within which the Security Council operates, this paper evaluates the Council’s achievements in tackling the problem of war since 1945. In doing so, it sheds light on the division of labour among the Council, regional security bodies and states, and offers a pioneering contribution to public and governmental understanding of the UN’s past, present and future roles.

Over the years, relations between the United States and Syria have fluctuated as Washington has tried to balance its commitment to Israel's security with its support for Arab regimes in order to protect vital and strategic interests in the Arab world. The Arab-Israeli conflict is, however. no longer the only focal point of the relationship. Now, terrorism has entered the fray. On the State Department's terrorism list since 1979, Syria became even more persona non grata as far as Washington was concerned when Damascus vocally opposed the U.S. invasion of Iraq in 2003. The American war in Iraq, occupation, and promotion of democracy throughout the Middle East pose a strong challenge to the Syrian regime. The new Syrian leadership, in power only since 2000, faces immense challenges—protecting Syria's regional status and surviving internal and external threats. Against this background, Syria and the United States have set themselves on a collision course over terrorism, arms proliferation, Lebanon, the Middle East peace process, and Iraq. Syria is, nevertheless, extremely important to the United States, because it can be a force for either stability or instability in an extremely volatile region. Recent events have put the spotlight on Syria's policies and actions. After the assassination of a Lebanese politician, protests in Lebanon led to the withdrawal of Syrian troops. While the withdrawal averted an immediate threat of bloodshed, the Bush administration accused Syria of being a source of instability in the Middle East, with Secretary of State Rice charging that Syria was still active in Lebanon and was supporting foreign terrorists fueling the insurgency in Iraq. The U.S.-Syrian relationship is of critical importance to the United States' efforts to promote democracy throughout the Middle East.
