Book excerpt: This collected volume of essays focuses on two complementary themes: firstly, the theoretical approaches to the study of European Political Cooperation; and secondly, the empirical analysis of EPC activity. The volume does not argue one particular approach to the study of EPC, but rather presents competing, and often conflicting, theoretical perspectives. At the empirical level, a future research agenda is suggested and it is argued that EPC research should become comparative in nature.

Book excerpt: Rethinking the European Union draws together contributors from across Europe to reflect upon methods of conceptualising the European Union within both changing global and European contexts. The book takes the themes of institutions, interests and identities as its organising framework within which each contributor offers a distinctive commentary on the EU. The outcome is a text that goes beyond an exploration of the existing methods of conceptualising the European integration process and reflects upon the nature of the EU itself.

Available in PDF, EPUB and Kindle. Book excerpt: This book examines transatlantic politics through an analysis of 60 years of US-European strategic interaction in space. The significance of space politics for the study of transatlantic relations receives surprisingly little scholarly attention. As a theatre of interaction, transatlantic space politics reflects the vicissitudes of European and US power in the international system. An understanding of space politics is therefore vital in understanding the status and prospect of the transatlantic order. Using established IR theories, the author investigates transatlantic space politics and proposes a theoretical explanation, which is distinct from the conventional wisdom of the transatlantic security community. More specifically, he distinguishes between the constitutive and regulatory effects of the transatlantic security community, an approach rarely employed in other research in the field. Overall, this book suggests not only that the transatlantic institutional pillar requires repair, but also that the ideational factors need to be revitalised in order to consolidate the transatlantic alliance. This book will be of much interest to students of space power, transatlantic politics, strategic studies, foreign policy and IR/security studies in general.

Available in PDF, EPUB and Kindle. Book excerpt: This electronic version has been made available under a Creative Commons (BY-NC-ND) open access license. This book reviews a variety of approaches to the study of the European Union’s foreign policy. Much analysis of EU foreign policy contains theoretical assumptions about the nature of the EU and its member states, their inter-relationships, the international system in which they operate and the nature of European integration. Such assumptions, when not discussed openly, often curtail debate. This book opens up this field of enquiry so students, observers and analysts of EU foreign policy can review a range of tools and theoretical templates from which the development and the trajectory of the EU’s foreign policy can be studied. Situated at the interface between European studies and international relations, the book outlines how the EU relates to the rest of the world, explaining its effort towards creating a credible, effective and principled foreign, security and defence policy.

Why does the Union fail to create a workable (sound) Common Foreign and Security Policy? Five distinct explanations for Euro-paralysis are considered, focusing on power politics, the assertion of national interests, misguided institutional designs, a crisis of modern democracy, and the post-Cold War conceptual confusion.

Available in PDF, EPUB and Kindle. Book excerpt: EU foreign policy once existed in the form of the European Political Cooperation with only a limited political leverage and symbolic institutional underpinnings. In recent years rapid changes have occurred, including an expanding institutional apparatus, increased responsibility and growing demand for action. This book examines new approaches to the EU’s foreign policy that address its rapidly changing character, presenting the newest theoretical perspectives and dealing with novel empirical developments. Rather than simply considering structural variations and changes in the agency of the EU, it explores the new complexity in EU foreign policy. The authors offer new theoretical perspectives and new empirical studies dealing, among others, with issues such as: Power delegation to the Commission. EU diplomacy. Parliamentarisation and constitutionalisation. Committees’ involvement in foreign policy process. This book will be of interest to students and scholars of European politics, European foreign policy and European integration.

Available in PDF, EPUB and Kindle. Book excerpt: This edited volume sets out to explore the paradox that the European Union (EU) produces policies with strategic qualities, but lacks the institutions and concepts to engage in strategic reasoning and action proper. The book has a two-fold agenda, exploring current EU external policies that are, or seem to be, linked to strategic priorities, and also studying the concept of strategy in the particular context of EU decision- and policymaking. The volume first examines the character of the Union as a strategic actor at this stage of its development. It then explores the ability of the Union to act and otherwise influence both its periphery and the wider world, focusing in particular on how it is perceived by other actors. The final section comprises personal assessments by a group of contributors regarding the character of the union as a strategic actor in the present and future. When these are pieced together, a picture emerges of a European strategy in the making, albeit one that so far is modest and partial. This book will be of interest to students of European Security, European Politics and IR.

Available in PDF, EPUB and Kindle. Book excerpt: The radical changes taking place in the international scene during the late 1980s have presented the European Communities with important new challenges. The twelve Member States agreed that the only way to respond effectively to this new situation was to speed up the European integration process, and in December 1990 two Intergovernmental Conferences were inaugurated, focusing respectively on the development of an Economic and Monetary Union and a Political Union. It was the difficult task of the Luxembourg and Dutch Presidencies to channel the often very diverging positions of the different actors in the process into one coherent set of amendments to the Treaties forming the European Communities. This publication examines the positions which the different Member States, the Commission and the European Parliament have been defending in the Intergovernmental Conference on Political Union and more particularly with regard to one of the most sensitive topics under discussion, namely the development of a Common Foreign and Security Policy (CFSP). The introduction places the debate on the development of a Political Union and a CFSP in an historical perspective and gives an overview of the progression of the negotiations. The concluding chapter presents a general framework for better understanding of the course and results of the negotiations, and a critical evaluation of the outcome. The annexes reproduce the main proposals on the development of a CFSP submitted to the Conference.

Book excerpt: This hugely successful history of political and economic integration in Western Europe since the Second World War -- and especially, but by no means exclusively, the European Community itself -- was first published in 1991, to general acclaim. Since then much turbulent water has flowed under the bridges of Maastricht and Strasbourg. Now, in this welcome Second Edition, Derek Urwin has brought the story fully up to date, with an account of developments since 1991 and an assessment of the mood and prospects of Europe and the Community today.

Available in PDF, EPUB and Kindle. Book excerpt: The Routledge Handbook of EU-Russia Relations offers a comprehensive overview of the changing dynamics in relations between the EU and Russia provided by leading experts in the field. Coherently organised into seven parts, the book provides a structure through which EU-Russia relations can be studied in a comprehensive yet manageable fashion. It provides readers with the tools to deliver critical analysis of this sometimes volatile and polarising relationship, so new events and facts can be conceptualised in an objective and critical manner. Informed by high-quality academic research and key bilateral data/statistics, it further brings scope, balance and depth, with chapters contributed by a range of experts from the EU, Russia and beyond. Chapters deal with a wide range of policy areas and issues that are highly topical and fundamental to understanding the continuing development of EU-Russia relations, such as political and security relations, economic relations, social relations and regional and global governance. The Routledge Handbook of EU-Russia Relations aims to promote dialogue between the different research agendas in EU-Russia relations, as well as between Russian and Western scholars and, hopefully, also between civil societies. As such, it will be an essential reference for scholars, students, researchers, policymakers and journalists interested and working in the fields of Russian politics/studies, EU studies/politics, European politics/studies, post-Communist/post-Soviet politics and international relations. The Routledge Handbook of EU-Russia Relations is part of a mini-series Europe in the World Handbooks examining EU-regional relations established by Professor Wei Shen.
