Book excerpt: Federal interest in oil shale dates back to the early 20th century, when the Naval Petroleum and Oil Shale Reserves were set aside. Commercial interest followed during the 1960s. After a second oil embargo in the 1970s, Congress created a synthetic fuels program to stimulate large-scale commercial development of oil shale. Commercially backed oil shale projects ended in the early 1980s when oil prices began declining. High oil prices have revived the interest in oil shale. Contents of this report: Intro.; Geology and Production Technology of Oil Shale; History of Oil Shale Development; Incentives and Disincentives to Development; Policy Perspectives; Legislative History to 2006. Charts and tables. This is a print on demand report.

Book excerpt: The present energy economy, with its heavy dependence on fossil fuels, is not sustainable over the medium to long term for many interconnected reasons. Climate change is now recognized as posing a serious threat. Energy and resource decisions involving the carbon fuels therefore play a large role in this threat. Fossil fuel reserves may also be running short and many of the major reserves are in politically unstable parts of the world. Yet citizens in nations with rapidly developing economies aspire to the benefits of the modern energy economy. China and India alone have 2.4 billion potential customers for cars, industries, and electrical services. Even so, more than half of the world's citizens still lack access to energy. Decisions involving fossil fuels are therefore a significant part of the development equation. This volume explains how the law can impede or advance the shift to a world energy picture significantly different from that which exists today. It first examines the factors that create the problems of the present carbon economy, including environmental concerns and development goals. It then provides international and regional legal perspectives, examining public international law, regional legal structures, the responses of international legal bodies, and the role of major international nongovernmental actors. The book then moves on to explore sectoral perspectives including the variety of renewable energy sources, new carbon fuels, nuclear power, demand controls, and energy efficiency. Finally, the authors examine how particular States are, could, or should, be adapting legally to the challenges of moving beyond the carbon economy.

Available in PDF, EPUB and Kindle. Book excerpt: Setting the price of oil, one of the most sought-after and traded commodities in the global market, has been a major issue in the field of economics. In this book, Abdulaziz M. Aldukheil offers his mathematical base for setting the price of Middle Eastern crude oil and its application in oil exporting nations. Focusing on Saudi Arabia, An Optimum Base for Pricing Middle Eastern Crude Oil examines the deficiencies of present price-setting methods where production (extraction), trade, return on foreign investment and the subsequent investment of surplus revenues present complex questions for the Saudi Arabian economy. The author suggests that if the nation has to produce more oil than it can invest in at home, it has to be offered foreign investment with a return equal to the annual real rate of growth crude oil price.

Available in PDF, EPUB and Kindle. Book excerpt: The peaking of world oil production presents the U.S. and the world with an unprecedented risk management problem. As peaking is approached, liquid fuel prices and price volatility will increase dramatically, and without timely mitigation, the economic, social, and political costs will be unprecedented. Viable mitigation options exist on both the supply and demand sides, but to have substantial impact, they must be initiated more than a decade in advance of peaking. Dealing with world oil production peaking will be extremely complex, involve literally trillions of dollars and require many years of intense effort. To explore these complexities, three alternative mitigation scenarios are analysed: scenario I assumes that action is not initiated until peaking occurs; scenario II assumes that action is initiated 10 years before peaking; scenario III assumes action is initiated 20 years before peaking. For this analysis estimates of the possible contributions of each mitigation option were developed, based on an assumed crash program rate of implementation.
