Book excerpt: The Marine Corps must replace or upgrade the UH-1N helicopter and purchase enough aircraft to meet operational tempo. The utility helicopter mission is essential in supporting MAGTF operations. The UH-1N has been performing this mission for almost 20 years, but because of its limited capabilities and inadequate numbers it can no longer conduct this mission satisfactorily. The Huey's replacement, VMAO, is projected to enter the fleet in 2015. Considering the likelihood of increased reliance on the Marine Corps to conduct operations ranging from low intensity conflict to humanitarian relief, the demand for a utility helicopter will also likely increase. The UH-1N will not be able to support this high operational tempo in the future. The author recommends that the Marine Corps purchase the H-60 Black Hawk and maintain a T/E of 12 utility helicopters in each HMLA squadron.

The solution will therefore require a timely and fiscally responsible alternative that will involve a paradigm change within existing helicopter doctrine and employment. That solution is the evolution of the utility helicopter into a true multi-role aircraft that possesses the capability, equipment, and versatility to meet the challenges of a changing security environment.

This project focuses on changes that have occurred in the Army's since then, and the extent to which various alternative courses of action address those changes. The report begins by briefly considering changes in the Army's operational environment. Next the authors consider what the requirements will be for the utility helicopter as the Army transitions from its current posture to the Objective Force. The study then considers possible materiel alternatives to fulfill the Objective Force requirements. These alternatives are to develop a new aircraft, that an aircraft that is already in production, or to improve the UH-60. The authors conclude that it is technically risky but feasible and cost effective to improve the UH-60 so that it can meet minimum future requirements, while a new aircraft acquisition option offers better performance and suitability at incrementally increasing costs.

Book excerpt: In January of 1972, a request for proposals, or RFP, was issued to lay out the guidelines for a new utility helicopter to replace the Bell UH-1 Iroquois type. The Huey had served admirably in the Vietnam conflict, but it lacked engine power, was vulnerable to small-arms fire, and was limited in lifting/transporting heavy external payloads. Under the UTTAS (Utility Tactical Transport Aircraft System) competition, the new clean-sheet design intended to rectify all of the UH-1's shortcomings, while integrating the latest technology developments in helicopter construction and power-plant design. This new helicopter would be capable of a cruising speed of 167-201mph/145-174kts (269-324km/h) and be able to maintain this speed for a minimum of 2.3 hours. It had to carry an 11-man infantry squad, with all of their gear, in hot temperature/high altitude scenarios. If troops were not to be carried, that same lifting power provided by two engines would instead lift underslung cargo loads, up to a maximum of 8,000 lbs/3629kg. The cargo cabin space had to be able to be converted with a minimum of effort for use in aeromedical evacuation, utility roles or as an infantry assault transport.
