It’s a question those who study elections have been considering for years with no clear resolution. In The Timeline of Presidential Elections, Robert S. Erikson and Christopher Wlezien reveal for the first time how both factors come into play. Erikson and Wlezien have amassed data from close to two thousand national polls covering every presidential election from 1952 to 2008, allowing them to see how outcomes take shape over the course of an election year. Polls from the beginning of the year, they show, have virtually no predictive power. By mid-April, when the candidates have been identified and matched in pollsters’ trial heats, preferences have come into focus—and predicted the winner in eleven of the fifteen elections. But a similar process of forming favorites takes place in the last six months, during which voters’ intentions change only gradually, with particular events—including presidential debates—rarely resulting in dramatic change. Ultimately, Erikson and Wlezien show that it is through campaigns that voters are made aware of—or not made aware of—fundamental factors like candidates’ policy positions that determine which ticket will get their votes. In other words, fundamentals matter, but only because of campaigns. Timely and compelling, this book will force us to rethink our assumptions about presidential elections.

Rutherford Hayes's defeat of Samuel Tilden has been dubbed the "fraud of the century"; now one of America's preeminent political historians digs deeper to unravel its real significance. This election saw the highest voter turnout of any in U.S. history-a whopping 82 percent-and also the narrowest margin of victory, as a single electoral vote decided the outcome. Michael Holt offers a fresh interpretation of this disputed election, not merely to rehash claims of fraud but to explain why it was so close. Examining the post-Civil War political environment, he particularly focuses on its most curious feature: that Republicans were the only party in history to retain the presidency in the middle of a severe depression after decisively losing the preceding off-year congressional elections. The second edition has been updated to include a proposal on how to make established non-major party presidential candidates and independent candidates welcome participants in national televised presidential debates with the major-party candidates.

These electors cast direct votes for the President and Vice President. If both votes result in an absolute majority, the election is over. If a majority of electors do not vote for President, the House of Representatives chooses the President; if a majority of electors do not vote for Vice President, the Senate votes. Presidential elections occur quadrennially on Election Day, which since 1845 has been the Tuesday after the first Monday in November, coinciding with the general elections of various other federal, state, and local races. The process is regulated by a combination of both federal and state laws. Each state is allocated a number of Electoral College electors equal to the number of its Senators and Representatives in the U.S. Congress. Additionally, Washington, D.C. is given a number of electors equal to the number held by the least populous state. U.S. territories are not represented in the Electoral College. Under the U.S. Constitution, each state legislature is allowed to designate a way of choosing electors. Thus, the popular vote on Election Day is conducted by the various states and not directly by the federal government. In other words, it is really an amalgamation of separate elections held in each state and Washington, D.C. instead of a single national election. Once chosen, the electors can vote for anyone, but - with rare exceptions like an unpledged elector or faithless elector - they vote for their designated candidates and their votes are certified by Congress, who is the final judge of electors, in early January. The presidential term then officially begins on Inauguration Day, January 20 (although the formal inaugural ceremony traditionally takes place on the 21st if the 20th is a Sunday). It is these officials who choose the President and Vice President of the United States. The complex elements comprising the electoral college system are responsible for one of the most important processes of the American political and constitutional system: election of the President and Vice President. A failure to elect, or worse, the choice of a chief executive whose legitimacy might be open to question, could precipitate a profound constitutional crisis that would require prompt, judicious, and well-informed action by Congress. Article II, Section 1 of the Constitution, as amended in 1804 by the 12th Amendment, sets forth the requirements for election of the President and Vice President. It authorizes each state to appoint, by whatever means the legislature chooses, a number of electors equal to the combined total of its Senate and House of Representatives delegations, for a contemporary total of 538, including three electors for the District of Columbia. Since the Civil War, the states have universally provided for popular election of the presidential electors. Anyone may serve as an elector, except Members of Congress and persons holding offices of "Trust or Profit" under the Constitution. In each presidential election year, the political parties and other groups that have secured a place on the ballot in each state nominate a "slate" or "ticket" of candidates for elector. When voters cast a single vote for their favored candidates on general election day, Tuesday after the first Monday in November (November 6 in 2012), they are actually voting for the slate of electors pledged to those candidates. The entire slate of electors winning the most popular votes in the state is elected, a practice known as winner-take-all, or the general ticket system. Maine and Nebraska use an alternative method, the district plan, which awards two electors to the popular vote winners statewide, and one to the popular vote winners in each congressional district. Electors assemble in their respective states on the Monday after the second Wednesday in December (December 17 in 2012). They are expected to vote for the candidates they represent. Separate ballots are cast for President and Vice President, after which the electoral college ceases to exist until the next presidential election. State electoral vote results are reported to Congress and are counted and declared at a joint session of Congress, usually held on January 6 of the year succeeding the election, a date that may be altered by legislation. Since January 6 falls on a Sunday in 2013, Congress will likely set another date for the joint session in 2013, possibly January 8. A majority of electoral votes (currently 270 of 538) is required to win, but the results submitted by any state are open to challenge at the joint session, as provided by law. Past proposals for change by constitutional amendment have included various reform options and direct popular election, which would eliminate the electoral college system, but no substantive action on this issue has been taken in Congress for more than 20 years. At present, however, a non-governmental organization, the National Popular Vote (NPV) campaign, proposes to reform the electoral college by action taken at the state level; eight states and the District of Columbia have approved the NPV compact to date.
