The basis of LHX, LHX program management, technology risk assessment, speed, and one versus two-man flight crew are discussed in the initial sections of this report. These issues constitute the more fundamental aspects of the Army's LHX program which were reviewed by the AHSG. Primary and secondary conclusions and recommendations are presented. Finally, a discussion of specific technologies and Army aviation programs is given in the appendices to this report. Book excerpt: The Army believes there is a critical need for a family of light, fast, highly maneuverable rotorcraft which will be survivable on the future battlefield. The Light Helicopter Family (LHX) will be designed to meet those needs and replace the aging fleet of light helicopters. The LHX is planned to address 36 of the 39 light fleet material deficiencies outlined in the Aviation Mission Area Analysis. Senior Army leaders maintain they are not committed to the LHX program until it is shown that the LHX can meet expectations. However, in other echelons with the Army, support for the program appears to be building. The advantages offered by the LHX are numerous and attractive. According to the Army, existing light helicopters-the UH-1, the AH-1, the OH-58, and the OH-6-need replacement as they are getting too old to support and their performance falls short of what the Army sees as demanded by the modern battlefield. If the LHX program meets all its goals, it would offer a new fleet of light helicopters whose performance met the needs of the modern battlefield, whose operation and support costs would be nearly half those of the fleet being replaced, and whose average flyaway costs in 1984 dollars would be $5.3 million per aircraft.

Book excerpt: The Army's Light Helicopter Family (LHX) is to be a fleet of new helicopters with the advanced capabilities to perform several new missions, such as air-to-air combat and fighting across battle lines as well as existing antiarmor and utility missions. The LHX will be the army's most technically advanced helicopter if it is to perform these missions and survive against the expected threat weaponry of the 1990s, while meeting its other requirements of light weight and being a single seat helicopter. It was conceived to replace the Army's current fleet of light helicopters--the AH-1, UH-1, OH-6, and OH-58-- which the Army considers too obsolete to meet the demands of the future battlefield. The heart of the LHX is its avionics, which are as sophisticated as the Air Force's Advanced Tactical Fighter now in development. The LHX's original goals have proven too optimistic: projected weight and costs are higher, performance expectations are lower, and the feasibility of a single seat version of the LHX remains undemonstrated.

Book excerpt: GAO reviewed the Army's Light Helicopter (LHX) Program to assess: (1) changes and risks in the program's cost estimates and technology development; (2) changes in the program's acquisition strategy; and (3) the Army's progress toward achieving program goals. GAO found that: (1) the Army believed that its original LHX performance requirement goals were too demanding; (2) to scale back the program, the Army reduced the total quantity, deleted the LHX utility version, and traded off performance requirements for lower aircraft weight and cost; and (3) the Army's use of flyaway costs to set LHX cost goals did not provide a sound basis for controlling and measuring costs, since such costs did not reflect the full expected cost of an LHX equipped for its primary mission. GAO also found that: (1) to lower LHX research and development costs, the Army chose an acquisition strategy that would eliminate competitive prototype testing and evaluation before contractor selection and full-scale development; and (2) the Army preferred competitive prototyping, but believed that it was not affordable given the limited research and development funds available.

Senator Lowell Weicker requested that GAO assess the program's progress toward achieving its goals, the technical and cost risks facing the program, and the Army's strategy for developing the LHX. The LHX is intended to be a lightweight helicopter capable of performing multiple missions against advanced enemy air defenses of the 1990s. The Army sees the LHX as the mainstay of its aviation fleet into the next century. It intends the LHX to perform both scout and attack helicopter functions, including (1) performing battlefield reconnaissance, (2) finding and attacking armored targets, (3) striking deep against enemy positions, and (4) engaging enemy helicopters in air combat.
