While theoretical education was not greatly modified, the content and organization of vocational education underwent substantial changes; inter alia, the reform introduced an increased element of general subjects. presented, together spanning the period 1975-85. The work was done in collaboration with Statistics Sweden, drawing on data relating to former students. Research relating to the project results is referred to, as are a number of official reports, in particular those of two recent Government Committees of importance to the future of upper secondary education. students in three main areas: first, personality development, in particular fostering of critical thinking, ability to cooperate, independence and self-confidence; second, vocational activity, in particular sphere of competence, qualification level, unemployment and worker scarcity; third, higher studies. By way of background a short historical survey of the Swedish school system is given.

In particular the role of the teacher in classrooms and the content of teacher education programs are critical for taking full advantage of technology in teaching practice. The evidence suggests that universities are indeed open systems, in interaction with their environment, able to discover changes that can influence them and to change in response to those changes. They are also able, in the success of their efforts to mitigate the educational impact of the pandemic, to create better futures, as the result of the innovations they can generate. This challenges the view of universities as "ivory towers" being isolated from the surrounding environment and detached from local problems.
