Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from Soviet-American Relations, 1917-1920: Russia Leaves the War When this study was first contemplated, the intention was not to re construct in detail the happenings of the initial months of the Soviet American relationship, but rather to attempt a critical appraisal of the actions and policies of the two governments in their relations with each other over a much longer span of time. It soon became apparent, however, ' that despite the existence of several valuable secondary works on individual phases of Soviet - American relations in the early period, there was no general treatment of this subject, tapping all the sources available today, that could serve as adequate foundation for critical judgment. In these circumstances there was no alternative but to delve into the original source materials and to attempt to unravel, if only for one's own instruction, the tangled web of what actually occurred. The present volume brings the first fruits of these researches, re lating to the period between the November Revolution of 1917 and Russia's final departure, in March 1918, from the ranks of the war ring powers. It is, admittedly, a heavily detailed account; some may think too much so. In attempting to bring together the available evi dence on events at once so complex and so controversial, I have pre ferred to err on the side of explicitness rather than to run the risk, or invite the suspicion, of partiality in the selection of material. But be> yond that: the more I saw of these records of the doings of an official generation slightly older than my own, the more it was borne in upon me that the genuine image of the diplomatic process is hardly to be recaptured in historical narrative unless the lens through which it is viewed is a sharp one and the human texture of which it consists becomes visible in considerable detail. The acts and deci sions of statesmanship will seldom be found entirely intelligible if viewed apart from the immediate context of time and circumstance -information, associates, pressures, prejudices, impulses, and mo mentary necessities - in which they occur. Book excerpt: Excerpt from Russia's Foreign Relations During the Last Half Century Another difficulty that confronted me is the fact that the events of the last half-century are too recent, and it is very difficult to remain absolutely impartial. Yet the contemporary has one great asset, his personal observations, and these are particularly valuable in portraying personal characteristics. Book excerpt: Excerpt from Lincoln and the Russians: The Story of Russian-American Diplomatic Relations During the Civil War If the analogy between russian-american relations of Lincoln's day and those of the present period is not identical, the similarity is, never theless, substantial. Then as now the Russians as a people had never experienced real freedom. The territorial and other demands of the Soviets of today are not much different from those of their czaristic predecessors. Then, as now, the centuries-old desire of Russia to reach an ice-free port on the Black Sea, the Bosphorus or the Persian Gulf met with the unswerving opposition of the British and their allies. Then, as now, Russia was the most hated nation on the continent. The repressive despotism of the Czar's government was then as odious to democratic America as is Russia's communism today. But our Ministers to St. Petersburg were instructed to do all within their power to con firm and strengthen the traditional relations of amity and friendship between the two nations. Lincoln found political collaboration (as distinguished from ideologi cal rapprochement) between the world's most liberal democracy and the world's most repressive despotism not only feasible but imperative for the Republic's welfare. Book excerpt: Excerpt from Russian-American Relations, March, 1917-March, 1920: Documents and Papers It is axiomatic that upon the re-establishment of normal cul tural, commercial, and political relations with the Russian peo ple depends any adequate solution of the problems of food supply and the revival of industry and trade which involve the whole world. In the belief that the first requisite for the renewal of these essential relationships between the United States and Russia is a fuller knowledge of our Government's Russian policy during the past three years, this Association on August 2, 1919, invited Dr. John A. Ryan, Mr. J. Henry Scattergood, and. Mr. William Allen White to direct a' study of russian-american relations since the overthrow of the tsar. The result is this volume of documents which, because of its objective and non-partisan character will, we, believe, contribute towards the formation of an enlightened public opinion on this most important aspect of our foreign relations. This Association plans to conduct, as One of its activities, further investigations of similar character into other phases of our foreign policy. James G. Mcdonald, Chairman of the League of Free Nations Association. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Some of the matter which the progress of time has rendered out of date has been omitted, and many references to events occurring at or about the time the work was first written have been expunged. But, as the author writes frankly from the English point of view and England's relations with Russia are of world-wide importance, nothing has been done that would vitally affect the text. Book excerpt: Excerpt from The United States and the War the Mission to Russia Political Addresses The collected addresses and state papers Of Elihu Root, of which this is one of several volumes, cover the period of his service as Secretary of War, as Secretary Of State, and as Senator Of the United States, during which time, to use his own expression, his only client was his country. The many formal and occasional addresses and speeches, which will be found to be Of a remarkably wide range, are followed by his state papers, such as the instructions to the American delegates to the Second Hague Peace Confer ence and other diplomatic notes and documents, prepared by him as Secretary of State in the performance Of his duties as an executive Oflicer of the United States. Although the Official documents have been kept separate from the other papers, this plan has been slightly modified in the volume devoted to the military and colonial policy of the United States, which includes those portions of his Official reports as Secretary Of War throwing light upon his public addresses and his general military policy. The addresses and speeches selected for publication are not arranged chronologically, but are classified in such a way that each volume contains addresses and speeches relating to a general subject and a common purpose. The addresses as president Of the American Society Of International Law show his treatment Of international questions from the theoretical standpoint, and in the light of his experience as Secretary Of War and as Secretary of State, unrestrained and uncontrolled by the limitations Of official position, whereas his addresses on foreign affairs, delivered while Secretary of State or as United States Senator, discuss these questions under the reserve Of official responsibility. Book excerpt: Excerpt from Ukraine and Russia: A Survey of Their Economic Relations These politicians claim, on the one hand, that the inter ests of the Ukrainian people imply without any doubt their union with Russia; on the other hand, they are afraid to. Give to the people of Ukraine the chance of presenting their interests in an 'entirely free way. They are afraid that these people will have a Constituent Assembly, where they can discuss directly and clearly this problem whether it is to their interests to unite with Russia or to create an independent state. If these protectors of the Ukrainian people are firmly convinced that the interests of the Ukraine demand that this nation remain a part of Russia one and indivisible, why will they not listen to the free voice of the Ukrainian people in their Constituent Assembly? Then let the people of the Ukraine express their own wishes and decide their own fate. They will say where their real interests are and in what manner they intend to construct their political and economic life. And they are infinitely better qualified to say it than those who, pre tending to uphold the Ukrainian interests, are really work ing for their own. Book excerpt: Excerpt from American-Russian Rivalry in the Far East: A Study in Diplomacy and Power Politics, 1895-1914 Wiih American expansion Eastward in the last decade of the nineteenth century, the tradition of friendship between the United States and Russia, which had existed for almost. A hundred years, gave way to a period of rivalry. This rivalry in the Far East, the subject of the present study, was, in the main, a result of economic competition in Manchuria which began as early as 1895. Following the Boxer upheaval of 1900, relations between the two powers became critical, and reached a climax in the russo-japanese War of 1904 - 5. They continued in a state of tension during the taft-knox administration until President Wilson in 1913 withdrew governmental support from the six-power consortium. Book excerpt: Excerpt from The Russian Empire: Its Resources, Government and Policy Tm: Eastern Question and the war have presented Europe to American eyes in a new, and, to most, an unexpected aspect. The actual condition of the European Powers, their comparative strength, their relations to each other, their present policy, and ultimate aims, may now be better under stood by this nation, than ever before. It is possible that the great events, of which we are distant though interested spectators, may, in their progress, work important changes in the Opinions and feelings of the Ameri can people, concerning the parties engaged in this bloody struggle. Indeed, if we compare the present state of the public mind with what it was at the beginning of the con ict, we cannot fail to remark a decided alteration. A sympathy with Russia is fast springing up in the American heart we scarce know why and every day lessens the number among us, who would rejoice at the fall of Sebastopol. Book excerpt: Excerpt from Russia and the Great War The success obtained with the British public by my work on Modern Russia, of which the second edition followed the first in the space of ten months, has inspired me with courage once more to address my readers in a book devoted to my country. The subject of this new book is Russia and the Great War. But in writing it I wished not merely to write a book for the moment ex elusively, of value only for today, and of no interest to-morrow. It is net the external and dramatic aspect of the great war waged by Russia and her Allies that interests me the most. On the contrary, my readers will find in my pages neither descriptions of battles nor tragic or picturesque narratives of the incidents of battle. My aim has been something quite different from this. I wish to inform my English readers con cerning the principal phenomena of Russian life before the War, and to explain the relations be tween these phenomena and the war itself.
