Michael Barnett, who worked at the U.S. Mission to the United Nations from 1993 to 1994, covered Rwanda for much of the genocide. Based on his first-hand experiences, archival work, and interviews with many key participants, he reconstructs the history of the UN's involvement in Rwanda. In the weeks leading up to the genocide, the author documents, the UN was increasingly aware or had good reason to suspect that Rwanda was a site of crimes against humanity. Yet it failed to act. Barnett argues that its indifference was driven not by incompetence or cynicism but rather by reasoned choices cradled by moral considerations. Employing a novel approach to ethics in practice and in relationship to international organizations, Barnett offers an unsettling possibility: the UN culture recast the ethical commitments of well-intentioned individuals, arresting any duty to aid at the outset of the genocide. Barnett argues that the UN bears some moral responsibility for the genocide. Particularly disturbing is his observation that not only did the UN violate its moral responsibilities, but also that many in New York believed that they were "doing the right thing" as they did so. Barnett addresses the ways in which the Rwandan genocide raises a warning about this age of humanitarianism and concludes by asking whether it is possible to build moral institutions.

In All Necessary Measures, Carrie Booth Walling identifies several systematic patterns in the stories that council members tell about conflicts and the policy solutions that result from them. Drawing on qualitative comparative case studies spanning two decades, including situations where the council has intervened to stop mass killing (Somalia, Bosnia-Herzegovina, and Sierra Leone) as well as situations where it has not (Rwanda, Kosovo, and Sudan), Walling posits that the arguments council members make about the cause and character of conflict as well as the source of sovereign authority in target states have the potential to enable or constrain the use of military force in defense of human rights. At a moment when constructivist scholars in international relations are pushing beyond empirical claims for the value of norms and toward critical analysis of such norms, All Necessary Measures establishes discourse's real-world explanatory power. It was drafted in the aftermath of the Nuremberg trial to give flesh and blood to the well-known dictum of the International Military Tribunal, according to which 'Crimes against international law are committed by men, not by abstract entities, and only by punishing individuals who commit such crimes can the provisions of international law be enforced'. At Nuremberg, senior state officials who had committed heinous crimes on behalf or with the protection of their state were brought to trial for the first time in history and were held personally accountable regardless of whether they acted in their official capacity. The drafters of the Convention on Genocide crystallized the results of the Nuremberg trial and thus ensured its legacy. The Convention established a mechanism to hold those who committed or participated in the commission of genocide, the crime of crimes, criminally responsible. Almost fifty years before the adoption of the Rome Statute, the Convention laid the foundations for the establishment of the International Criminal Court. It also obliged its Contracting Parties to criminalize and punish genocide. This book is a much-needed Commentary on the Genocide Convention. It analyzes and interprets the Convention thematically, thoroughly covering every article, drawing on the Convention's travaux preparatoires and subsequent developments in international law. If this were to fail, they have also ensured that holding any of them accountable for genocide will be practically impossible. By situating genocide prevention in a system of territorial jurisdiction; by excluding protection for political groups and acts constituting cultural genocide from the Genocide Convention; by controlling when genocide is meaningfully named at the Security Council; and by pointing the responsibility to protect in directions away from any of the P-5, they have achieved what can only be described as practical impunity for genocide.
