Book excerpt: The United States currently lacks a comprehensive strategy for countering the threat of terrorism involving nuclear, radiological, chemical, and-most glaringly -- biological weapons. Although federal, state, and local governments have made impressive strides to prepare for terrorism involving these weapons, the whole remains less than the sum of the parts. As a result, the United States is now at a crossroads. Although credit must be given where due, the time has come for a cold-eyed assessment and evaluation based on program reviews and other measures of effectiveness. This report offers such an assessment, providing a road map of near- and long-term priorities for senior federal officials to marshal federal, state, local, private sector, and nongovernmental resources for defending the U.S. homeland against chemical, biological, radiological, and nuclear (CBRN) terrorism.

Book excerpt: This paper analyses the UK's approach to identifying and managing threats to the national security of the UK, and the implications for these arrangements of a vote for independence. It complements analysis of the UK's approach to defence explored elsewhere in the Scotland analysis series. It is clearly in the UK's interests to be surrounded by secure and resilient neighbouring countries, including - in the event of a yes vote - an independent Scottish state. While the UK endeavours to work with other countries and international organisations to improve security and fight organised crime for everyone's mutual benefit there is something qualitatively different about being influential and intimately connected with the rest of the UK by being a part of it. Issues of national security are of the utmost sensitivity, linked to a country's foreign, security and defence policy posture, and any decisions are closely related to matters of sovereignty and democratic accountability. For this reason, a security union is closely connected to the existence of a political union. The creation of an independent Scottish state would see an end to the current arrangements for ensuring Scotland's security, as Scotland, including Police Scotland, would no longer be part of the UK's national security infrastructure and capabilities. In practical terms this means that the present level of strategic and operational communication and co-ordination that occurs everyday across the UK, with Scotland playing a key role within it - whether concerned with counter-terrorism, fighting serious and organised crime or protecting against cyber threats - would end

Developments are explored thematically across three broad sections: applying intelligence understanding structures developing a discipline. Issues explored include: understanding intelligence models; the strategic management challenges of intelligence; intelligence capacity building; and the ethical dimensions of intelligence practice. Using case studies collected from wide-ranging interviews with leaders, managers and intelligence practitioners from a range of practice areas in Australia, Canada, New Zealand, the UK and US, the book indentifies examples of good practice across countries and agencies that may be relevant to other settings. Uniquely bringing together significant theoretical and practical developments in a sample of traditional and emerging areas of intelligence, this book provides readers with a more holistic and inter-disciplinary perspective on the evolving intelligence field across several different practice contexts. Intelligence and Intelligence Analysis will be relevant to a broad audience including intelligence practitioners and managers working across all fields of intelligence (national security, policing, private industry and emerging areas) as well as students taking courses in policing and intelligence analysis.

It is the preventative strand of the government's counter-terrorism strategy, CONTEST. Over the past few years Prevent has not been fully effective and it needs to change. This review evaluates work to date and sets out how Prevent will be implemented in the future. Specifically Prevent will aim to: respond to the ideological challenge of terrorism and the threat we face from those who promote it; prevent people from being drawn into terrorism and ensure that they are given appropriate advice and support; and work with sectors and institutions where there are risks of radicalization which need to be addressed

Available in PDF, EPUB and Kindle. Book excerpt: This topical volume offers a comprehensive review of secret intelligence organizations and activities. Intelligence has been in the news consistently since 9/11 and the Iraqi WMD errors. Leading experts in the field approach the three major missions of intelligence: collection-and-analysis; covert action; and counterintelligence. Within each of these missions, the dynamically written essays dissect the so-called intelligence cycle to reveal the challenges of gathering and assessing information from around the world. Covert action, the most controversial intelligence activity, is explored, with special attention on the issue of military organizations moving into what was once primarily a civilian responsibility. The authors furthermore examine the problems that are associated with counterintelligence, protecting secrets from foreign spies and terrorist organizations, as well as the question of intelligence accountability, and how a nation can protect its citizens against the possible abuse of power by its own secret agencies. The Handbook of Intelligence Studies is a benchmark publication with major importance both for current research and for the future of the field. It is essential reading for advanced undergraduates, graduate students and scholars of intelligence studies, international security, strategic studies and political science in general.

Book excerpt: This is the first comprehensive guide to today's most important, yet least understood transnational ideology -- political Islamism. The movement takes many forms, ranging from electoral participation to revolutionary terrorism and global jihad, and influences the politics of virtually every country around the globe. The guide examines the movement's diverse groups, ideas, and activities, including the beliefs, organizational structures, and interactions of the different groups. It focuses on thinkers and ideologies, movements and parties, and responding government policies and repression. The guide begins with two general essays. The first is an overview of contemporary Islamism that assesses its roots in the history of Islam and traces the rise of Islamist thought through the twentieth century to contemporary times. The second essay addresses the concept of global jihad and jihadist movements, especially in relationship to terrorism, and provides background to the various groups and movements discussed in the book. Following these introductions, sections are organized geographically and cover the areas of intense, and known, Islamist activity -- Sub-Saharan Africa, Asia, Australia and the Pacific, Central Asia, North Africa and the Middle East, Europe, and the Western Hemisphere. Essays within the sections examine specific countries and regions, and detail the groups and activities within these areas. The essays include detailed bibliographic information for further research.

Book excerpt: A compelling new narrative about how two Great Powers of the early twentieth century did battle, both openly and in the shadows Decades before the Berlin Wall went up, a Cold War had already begun raging. But for Bolshevik Russia, Great Britain - not America - was the enemy. Now, for the first time, Victor Madeira tells a story that has been hidden away for nearly a century. Drawing on over sixty Russian, British and French archival collections, Britannia and the Bear offers a compelling new narrative about how two great powers of the time did battle, both openly and in theshadows. By exploring British and Russian mind-sets of the time this book traces the links between wartime social unrest, growing trade unionism in the police and the military, and Moscow's subsequent infiltration of Whitehall. As early as 1920, Cabinet ministers were told that Bolshevik intelligence wanted to recruit university students from prominent families destined for government, professional and intellectual circles. Yet despite these early warnings, men such as the Cambridge Five slipped the security net fifteen years after the alarm was first raised. Britannia and the Bear tells the story of Russian espionage in Britain in these critical interwar years and reveals how British Government identified crucial lessons but failed to learn many of them. The book underscores the importance of the first Cold War in understanding the second, as well as the need for historical perspective ininterpreting the mind-sets of rival powers. Victor Madeira has a decade's experience in international security affairs, and his work has appeared in leading publications such as Intelligence and National Securityand The Historical Journal. He completed his doctorate in Modern International History at Gonville and Caius College, Cambridge.

Available in PDF, EPUB and Kindle. Book excerpt: In 2011 the Government committed to produce an annual report on CONTEST. This report (prepared by the Office for Security and Counter Terrorism in the Home Office, responsible for co-ordinating CONTEST) covers the period from July 2011 to December 2012, to enable inclusion of security work for the Olympic Games. This report does not cover domestic terrorism in Northern Ireland, responsibility for which lies with the Secretary of State for Northern Ireland. After a very rapid increase between 2003 and 2008, the number of terrorist attacks around the world has levelled off, and casualties from terrorism have marginally declined. But the global threat from terrorism remains high. In 2011 (the latest year for which statistics are available), over 10,000 terrorist attacks occurred in some 70 countries, causing almost 45,000 casualties and over 12,500 fatalities. About three quarters of those attacks occurred in the Near East and South Asia; attacks in Africa and the Western Hemisphere were at a five-year high. Since the publication of CONTEST in July 2011, the threat to the UK from international terrorism (which is set by theJoint Terrorism Analysis Centre) has remained at 'SUBSTANTIAL', meaning that the threat of a terrorist attack remains a strong possibility and may occur without warning. In the twelve months to 30 September 2012, there were 245 terrorism-related arrests in Great Britain: 45 people were charged with terrorism-related offences and 18 convicted; a further 25 people were awaiting trial as at 18 January 2013.

Available in PDF, EPUB and Kindle. Book excerpt: This volume examines the ethical issues that arise as a result of national security intelligence collection and analysis. Powerful new technologies enable the collection, communication and analysis of national security data on an unprecedented scale. Data collection now plays a central role in intelligence practice, yet this development raises a host of ethical and national security problems, such as privacy; autonomy; threats to national security and democracy by foreign states; and accountability for liberal democracies. This volume provides a comprehensive set of in-depth ethical analyses of these problems by combining contributions from both ethics scholars and intelligence practitioners. It provides the reader with a practical understanding of relevant operations, the issues that they raise and analysis of how responses to these issues can be informed by a commitment to liberal democratic values. This combination of perspectives is crucial in providing an informed appreciation of ethical challenges that is also grounded in the realities of the practice of intelligence. This book will be of great interest to all students of intelligence studies, ethics, security studies, foreign policy and international relations.
