Available in PDF, EPUB and Kindle. Book excerpt: Most studies of international negotiations take successful talks as their subject. With a few notable exceptions, analysts have paid little attention to negotiations ending in failure. The essays in Unfinished Business show that as much, if not more, can be learned from failed negotiations as from successful negotiations with mediocre outcomes. Failure in this study pertains to a set of negotiating sessions that were convened for the purpose of achieving an agreement but instead broke up in continued disagreement. Seven case studies compose the first part of this volume: the United Nations negotiations on Iraq, the Middle East Peace Summit at Camp David in 2000, Iran-European Union negotiations, the Cyprus conflict, the Biological Weapons Convention, the London Conference of 1830–33 on the status of Belgium, and two hostage negotiations (Waco and the Munich Olympics). These case studies provide examples of different types of failed negotiations: bilateral, multilateral, and mediated (or trilateral). The second part of the book analyzes empirical findings from the case studies as causes of failure falling in four categories: actors, structure, strategy, and process. This is an analytical framework recommended by the Processes of International Negotiation, arguably the leading society dedicated to research in this area. The last section of Unfinished Business contains two summarizing chapters that provide broader conclusions—lessons for theory and lessons for practice.

The comprehensive bibliography consists of western, primarily English, language sources published through 1988 and early 1989 concerning foreign policy toward the Middle East and North Africa during the twentieth century. Included are materials that deal directly with the topic, material that has appeared in published form, ie books, monographs, essays and articles. Also included are some non-published items, most importantly American and British doctoral dissertations and master’s theses.

During this time, he met and interacted with the leading figures of our times: from Yasser Arafat, John Major and Tony Blair; to Jimmy Carter, George W. Bush and Pope John Paul II. The Peace Process: From Breakthrough to Breakdown brings together Afif Safieh's articles, lectures and interviews from 1981, when he was a staff member in Yasser Arafat's Beirut office, to 2005, at the end of his mission in London, revealing the political and intellectual journey of one of Palestine's most skilled and distinguished diplomats. His writings, which centre on the Palestinian struggle for independence, are a testament to his vision and humanity and provide a unique map of Palestinian diplomacy over the last three decades.

Available in PDF, EPUB and Kindle. Book excerpt: With new talks in the Middle East Peace Process about to begin, the shadows of previous negotiations fall heavily across all involved. In this powerful and absorbing testimony, one of leading figures of the Oslo talks, former Prime Minister Ahmed Qurie ('Abu Ala') takes us behind closed doors and inside the negotiating rooms of Wye River, Stockholm and Camp David, where the terms of peace and a Palestinian state were sketched out, argued over, and eventually lost. Larger than life figures emerge from the minutes of these dramatic meetings - released here for the first time. Qurei recounts both the Israelis' intractability and the dynamic inside the Palestinian camp with candour and insight. This indispensable first-hand account provides a completely new perspective on the history, issues and personalities that will determine the future of the Middle East.

Book excerpt: In a world torn by political strife, mediation and conflict resolution offer hope for global stability. This timely book examines the peace processes in Northern Ireland, where a peace negotiation has been enacted, and the Middle East, a region still in need of peace. Beginning with a review of the literature and theory relevant to peace and conflict studies, the text offers clear, nuanced explanations of the Northern Ireland process, including how it was saved, and the Oslo peace process of the Middle East. Lessons are drawn from both situations, offering guidance for mediators, activists, and leaders dealing with ongoing ethnic or national conflicts.

Book excerpt: This in-depth analysis goes behind the headlines to understand why crucial negotiations fail. The author argues that diplomats often enter negotiations with flawed assumptions about human behavior, sovereignty, and power. Essentially, the international community is using a model of European diplomacy dating back to the 18th century to solve the complex problems of the 21st century. Through numerous examples, the author shows that the key failure in current diplomatic efforts is the entrenched belief that nations, through their representatives, will act rationally to further their individual political, economic, and strategic interests. However, the contemporary scientific understanding of how people act and see their world does not support this assumption. On the contrary, research from decision-making theory, behavioral economics, social neuropsychology, and current best practices in mediation indicate that emotional and irrational factors often have as much, if not more, to do with the success or failure of a mediated solution. Reviewing a wide range of conflicts and negotiations, Noll demonstrates that the best efforts of negotiators often failed because they did not take into account the deep-seated values and emotions of the disputing parties. In conclusion, Noll draws on his own long experience as a professional mediator to describe the process of building trust and creating a climate of empathy that is the key to successful negotiation and can go a long way toward resolving even seemingly intractable conflicts.
