Book excerpt: This book provides the first comparative treatment of the roles of informal ad hoc groupings of states within selected conflict settings and their effects on governance in and out of the UN Security Council. Since the 1990s, informal institutions such as groups of friends, and contact or core groups have proliferated as instruments for the management of risk and conflict due to the increasing demands on the UN Security Council to adapt to the new post-cold war security environment. The perception of both the capacity and limits of the Security Council has had a catalytic effect on the creation of these ad hoc mechanisms. The substance of conflict resolution and the process of its legitimation tend to become increasingly detached, with the former being delegated to informal groups or coalition of states, while the Security Council provides the latter. The successful merger of right process and substantive outcome may strengthen the legitimacy of the Council and make actions taken by informal institutions more acceptable. This book seeks to establish the importance of informal ad hoc groupings of states in the making of peace. The dynamics between informal institutions and the Security Council are closely examined in the context of conflict resolution in Namibia, El Salvador, and Kosovo. The study illustrates the changing role of the Council in the maintenance of international peace and security. The decentralization of tasks to informal groups allows the achievement of policy goals that would be unattainable in the centralized setting of formal international organizations. In effect, informal institutions are agents of incremental change.

Book excerpt: The UN Security Council (UNSC) is a crucial international decision-making body that deals with a range of conflicts requiring consideration. However, its formal issue consideration has remained stagnant, with only a few new conflicts being added to the list. This project aims to investigate the conditions under which the Council members opt for informal governance settings instead of formal ones to address global crises and argues that the official UNSC agenda is not solely shaped by the preferences of powerful states but is influenced by the Council's operational methods. To explore this, the project combines two strands of scholarship on informal governance in international organizations and introduces a rational choice framework to analyze the factors influencing governance choices. The study employs a multi-method approach, including a multinomial regression model and a case study analysis of the Rohingya crisis in Myanmar from 2017 to 2022. The findings suggest that member states select the most suitable meeting type based on Council homogeneity, information availability, and issue urgency while considering their preference for formal consideration. The Council's yearly changing membership and fluctuations in information availability prompt states to strategically shift issue consideration between formal and informal, public and private settings. Contrary to criticisms, the Council does not overlook specific crises but often discusses urgent matters informally. Should member states' preference for formal issue consideration align with issue urgency that the Council shifts to formal meetings at the horseshoe table. This project sheds new light on the functioning of the UNSC and contributes novel insight into how member states' meeting choices early in the policy-making process significantly influence agenda-setting and decision-making outcomes.

Book excerpt: To what extent is the work of international organizations shaped by their most powerful members? Can minor powers influence the decisions taken at these organizations? This paper presents the argument that great powers engage in power-sharing in order to attain unanimity inside international organizations, which enhances compliance and reduces the cost of implementing their decisions. An analysis of the UN Security Council tests this argument. Challenging the conventional wisdom that minor powers' influence on the Council is negligible, this paper identifies a series of informal power-sharing practices, which promote consensus and augment minor powers' influence far beyond what one would expect on the basis of the material capabilities and formal voting power of these states. The study relies on a novel design-based approach, which exploits exogenous variation in Africa's participation on the Security Council to estimate the influence of African states inside this body. Non-parametric permutation tests and a qualitative case study show that African states have a substantial impact on the Council's response to civil wars in Africa between 1988 and 2014. During years when a given African region is represented on the Security Council, the UN deploys an average of 920 more peacekeepers and allocates larger peacekeeping budgets to civil-war countries in that region than during years without a member of the Council from that region. This effect of a seat on the Council is particularly pronounced during major crises, when great powers are most eager to attain unanimity through power-sharing, and while minor powers benefit from the informal authority of the Council's rotating presidency. Informal power-sharing inside international organizations such as the Security Council, motivated by the self-interests of powerful states, enhances the influence of minor powers.

Both during and after the Cold War the Council has acted in a limited and selective manner, and its work has sometimes resulted in failure. It has not been - and was never equipped to be - the centre of a comprehensive system of collective security. However, it remains the body charged with primary responsibility for international peace and security. It offers unique opportunities for international consultation and military collaboration, and for developing legal and normative frameworks. It has played a part in the reduction in the incidence of international war in the period since 1945. This study examines the extent to which the work of the UN Security Council, as it has evolved, has or has not replaced older systems of power politics and practices regarding the use of force. Its starting point is the failure to implement the UN Charter scheme of having combat forces under direct UN command. Instead, the Council has advanced the use of international peacekeeping forces; it has authorized coalitions of states to take military action; and it has developed some unanticipated roles such as the establishment of post-conflict transitional administrations, international criminal tribunals, and anti-terrorism committees. The book, bringing together distinguished scholars and practitioners, draws on the methods of the lawyer, the historian, the student of international relations, and the practitioner. Although scholars have devoted considerable attention the role of institutions, very little work focuses on how they may alter foreign policy behavior in the "high-politics" realm of security. One extant answer is that institutions can provide legitimacy to foreign policy. This dissertation examines this claim through the lens of rationalist theories of information transmission. A formal model of strategic information transmission between an international institution, a sovereign government, and a domestic audience, is analyzed. The results demonstrate that legitimacy often derives from biased institutions. The theory's predictions are tested on U.S. public reaction to UN Security Council decisions regarding U.S. uses of force, the decision of states to consult international organizations during all crises 1946-2003, and the decision of states to come to the aid of allies conditional on international institution support. Taken together, the findings suggest that the UN Security Council is most influential when it is perceived as biased, relative to the state seeking its sanction. The theory and empirics highlight and important and novel way institutions matter through the indirect channel of public opinion.
