Book excerpt: Turkish Economy at the Crossroads: Facing the Challenges Ahead is an exciting new volume of articles from prominent experts, edited by two distinguished economists. Despite its international stature and its diversified open-market economy, the global literature on Turkey is dispersed and sparse. The book aims to remedy this shortcoming by providing readers interested in Turkey with a balanced and up-to-date overview of the economy.Topics discussed include trends in long-term political economy, post-2001 macroeconomic policies, tradable and non-tradable sectors and their impact on income distribution, capital flows and financial imbalances, success and problems of structural transformation at the micro level, characteristics of the labor markets with special emphasis on female employment, Turkey's long lasting but difficult relations with the European Union and possible scenarios for the near future. This unified approach permits to highlight and tackle effectively the challenges and risks Turkey faces in the final and critical stage of transition to a modern developed society.

Book excerpt: The Turkish economy remained an inward-oriented closed economy until the government launched an economic reform and stabilization program on January 24, 1980, to liberalize the Turkish economy. The stabilization program has a favorable impact on the Turkish economy, transforming it into an export- oriented, private-sector-driven economy. as the economy flourished, however, increasing political competition forced the government to compromise the stabilization program and pursue fiscally damaging populist economic policies, which resulted in an economic crisis in the beginning of 1994. The government responded to the economic crisis by launching an IMF backed economic stabilization program on April 5, 1994. As the economy recovered and economic stability improved, the government delayed continued implementation of the structural measures of the April 5th stabilization program, which resulted in the further deterioration of the Turkish economy. The worsening fiscal situation eventually culminated in another major economic crisis in 2001. The purpose of this thesis is to examine the causes of the 1994 Turkish economic crisis and the role of the government's economic policies in the emergence of the crisis. In addition, this thesis tries to demonstrate correlation between the economic crises of 1994 and 2001.

This book was released on 2011-06-01 with total page 75 pages. Available in PDF, EPUB and Kindle. Book excerpt: Turkey is an interesting case study because it was one of the hardest hit emerging economies by the global financial crisis, with a year-over-year contraction of 15 percent during the first quarter of 2009. At the same time, anticipating the fallout from the crisis, the Central Bank of the Republic of Turkey (CBRT) decreased policy rates by an astounding 1025 basis points over the November 2008 to November 2009 period. In this context, this paper addresses the following broad question: If an inflation targeting framework underpinned by a flexible exchange rate regime was not adopted, how much deeper would the recent recession have been? Counterfactual experiments based on an estimated structural model provide quantitative evidence which suggests that the recession would have been substantially more severe. In other words, the interest rate cuts implemented by the CBRT and exchange rate flexibility both helped substantially soften the impact of the global financial crisis.

Book excerpt: This edition of the World Economic Outlook explores the prospects for growth in the aftermath of the financial crisis. The fragile nature of the recovery will present many challenges. These include the need for continued strong monetary, fiscal, and financial policies, ongoing efforts to restore the financial sector to health, improvements in private demand, and preparation of exit strategies on the fiscal, monetary, and financial fronts. The first of two analytical chapters included in this edition, "Monetary Policy and Asset Prices: What Do We Learn from Booms and Busts?" explores whether there is a role for monetary policy in preventing asset price busts. The second, "Medium-Run Output Evolutions after Crises: A Historical Perspective," explores the effect of large economic shocks on output and its composition, including variations related to initial conditions, the type of shock, and economic policies.

Firstly, the Turkish economy has grown very quickly, with three severe recessions in 1994, 2000/1 and 2009. 2. Secondly, it has opened up rapidly but is still not that open as other economies with a similar level of development. 3. Thirdly, private business has increased but state enterprises or publicly owned and run firms are still important.

Book excerpt: This book scrutinizes the last 15 years of exceptional growth in the Turkish economy, and presents a model for sustainable ongoing growth that has particular implications for other key emerging economies. The growth of the Turkish economy in the 2000’s was based on two integrated fundamental factors: fixing deteriorating dynamics and implementing further reforms to stimulate economic activity. This basic formula led to pleasing rates of economic growth, fuelled particularly by domestic private investments along with revived consumption and exports. Driven by political stability established by single party governments in the post-2002 period, an improved economic outlook helped Turkey enjoy record levels of foreign investment, adding momentum to its growth story. The Turkish experience in the post-crisis period implies that in order to achieve a fast and - more importantly - sustainable onward growth, the economy needs a new generation of structural reforms that simultaneously heal fragility and vitalize economic activity. The papers in this book offer professional assessments and assistance - especially for policymakers, and present a new direction upon which the Turkish economy - and emerging markets - can progress successfully for a further 15 years.

Available in PDF, EPUB and Kindle. Book excerpt: Since the Gezi uprisings in June 2013 and AKP’s temporary loss of parliamentary supremacy after the June 2015 general elections, sharp political clashes, ascending police operations, extra-judicial executions, suppression of the media and political opposition, systematic violation of the constitution and fundamental human rights, and the one-man-rule of President Erdoğan have become the identifying characteristics of Turkish politics. The failed coup attempt on 15th July 2016 further impaired the situation as the government declared emergency rule at the end of which a political regime defined as the “Presidential Government System” was established in July 2018. Turkey’s New State in the Making examines the historical specificities of the ongoing AKP-led radical state transformation in Turkey within a global, legal, financial, ideological, and coercive neoliberal context. Arguing that rather than being an exception, the new Turkish state has the potential to be a model for political transformations elsewhere, problematizing how specific policies the AKP adapted to refract social dispositions have been radically redefining the republican, democratic and secular features of the modern Turkish state.

Available in PDF, EPUB and Kindle. Book excerpt: Adopting a political-economy perspective, this book is an original collection of research chapters that focus on Turkey’s economic-development experience from the nineteenth century to the present. It provides a systematic and chronological examination of Turkey’s major historical dynamics in the economic and socio-political spheres. The chapters are organized according to the consecutive phases of Turkey’s political-economic development. Each chapter not only reflects on the country-specific aspects of those development phases, but also clarifies the dependence of domestic-policy orientations on the dynamics of the world economy. As such, the book provides a historically-conscious, political-economic account of Turkey’s dependent-development experience. The book serves as a quality reference on the political economy of modern Turkey, bringing together fourteen prominent experts as contributing authors who have devoted their intellectual lives to the understanding and explanation of political-economic dynamics in both Turkey and the world. All contributors write on a historical period of the Turkish economy in which they are most specialized. This aspect of the book is a momentous advantage in the field of Turkey's political economy, enabling the highest degree of academic expertise to concentrate in each chapter.
